الحَشد الشعبيّ هي قوات نظامية عراقية، وجزء من القوات المسلحة العراقية،[17][18] تأتمر بأمرة القائد العام للقوات المسلحة ومؤلفة من حوالي 67 فصيلاً، تشكلت بعد فتوى الجهاد الكفائي التي أطلقتها المرجعية الدينية في النجف الأشرف، وذلك بعد سيطرة تنظيم الدولة الإسلامية (داعش) على مساحات واسعة في عدد من المحافظات الواقعة شمال بغداد،[19] وأقر قانون هيأة الحشد الشعبي بعد تصويت مجلس النواب العراقي بأغلبية الأصوات لصالح القانون في 26 نوفمبر 2016.[18]
تكونت نواة الحشد من المتطوعين الذين استجابوا لفتوى الجهاد الكفائي وهم بغالبهم من الشيعة [20] وانضمت اليهم لاحقا العشائر السنية من المناطق التي سيطرت عليها داعش في محافظات صلاح الدين[21] ونينوى[22] والأنبار[23] وكذلك إنخرط في صفوف الحشد آلاف أخرى من مختلف الأديان والقوميات كالمسيحيين [15] والتركمان[24][25] والأكراد[26].

The People's Mobilization Forces (PMF), also known as the Popular Mobilization Units (PMU) (Arabic: الحشد الشعبي Al-Hashd Al-Sha'abi),[14] is an Iraqi state-sponsored umbrella organization composed of some 40 militias, which are mainly Shia Muslim groups, but there are Sunni Muslim, Christian, and Yazidi individuals as well.[15] The People's Mobilization was formed for deployment against the Islamic State of Iraq and the Levant (ISIL). The organization was formed by uniting existing militias under the "People's Mobilization Committee" of the Iraqi Ministry of Interior in June 2014. The Popular Mobilization Units has been accused of human rights violations against Sunni civilians and sectarian bloodletting. [16] On 19 December 2016, Iraqi President Fuad Masum approved a law passed by parliament in November that incorporated PMU in the country’s armed forces. With this incorporation, the PMU are now subject to the supreme commander of the national armed forces and will no longer be affiliated to any political or social group.[17] On 21 March 2017, the PMU announced the launch of a special forces course, in order to create a Special Forces Division. The training program will cover a variety of missions with direction from the Iraqi Special Operations Forces
