Dr. Al-Mussawi Extends Warmest Congratulations on Eid Al-Adha

Acting Dr. Al-Mussawi Tours Final Exams at Baghdad University
During a tour at exam halls in the Colleges of Science and Engineering, the Acting Minister of Higher Education and Scientific Research, Dr. Abd Al-Hussein Al-Mussawi reviewed University of Baghdad organizational and service arrangements.
Dr. Al-Mussawi directed that all necessary requirements be met for managing the examination process and providing a suitable environment that contributes to the smooth conduct of the exams and maintains their academic integrity.
His Excellency followed up the progress of the exams, as well as reviewing with a number of students and exam invigilator.

Acting Minister of Higher Education Holds Meeting with Senior Staff & Outlines Implementation Plan to Align with Government Program
During the meeting, Acting Minister of Higher Education and Scientific Research, Dr. Abdul Hussein Al-Mussawi met senior staff at the start of his tenure overseeing the Ministry's operations.
Dr. Al-Mussawi emphasized the importance of the ministry and its institutions in providing the public and private sectors with experts, specialists, and skilled individuals, and in developing the human capital of the Iraqi state.
His Excellency also outlined a 21-day timeframe for implementing the ministry's program to align with the requirements of the government's agenda.
For their part, members of the senior staff extended congratulations to Dr. Abdul Hussein Al-Mussawi on assuming this responsibility within the Ministries of Health and Higher Education, as well as reviewing that Iraqi universities are advancing according to an organized ministerial vision that responds to society’s need for educational and academic services.

Mustansiriyah University’s Ph.D. Thesis on Development of Gold-Platinum Nanohybrid Via Using Broccoli to Enhance Cancer Treatment & Wound Healing
The College of Science, Mustansiriyah University discussed Ph.D. thesis on the antioxidant activity of a gold-platinum nanohybrid prepared using broccoli extract and explored its anti-cancer properties by postgraduate student, Mr. Yasser Mohammed Khalil.
The thesis aimed at synthesizing a gold-platinum binary nanohybrid using an aqueous extract of broccoli and exploring its hybrid properties and potential applications in cancer treatment and wound healing.
The thesis adopted a green approach to synthesizing the gold-platinum nanohybrid using an aqueous extract of broccoli to achieve higher biocompatibility and reduce the high toxicity of platinum.
The thesis covered the preparation, characterization, and biochemical evaluation of the nanohybrid, assessing its antibacterial and antioxidant activity, and evaluating its role in wound healing and combating HepG2 human liver cancer cells.
The thesis highlighted a slight decrease in the effectiveness of the nanohybrid compared to nanoplatinum, while achieving a significant increase in biocompatibility to reduce the high toxicity of platinum while maintaining its activity in inhibiting bacteria and eliminating cancer cells and the nanohybrid recorded higher effectiveness than nano platinum in the field of wound healing.

Diyala University’s Ph.D. Thesis on Treatment of Heavy Metals
The College of Science, Diyala University discussed a Ph.D. thesis on biological treatment of certain heavy metals in the areas surrounding the Diyala General Company by the postgraduate student, Ms. Duha Abdul-Hakim Mohammed.
The thesis assessed the levels of pollution from some heavy metals, including lead, cadmium, and copper, in the soil, water, and plants within the Diyala General Company and its surrounding areas and the efficiency of certain plants and biological treatments in removing these metals from the polluted environment.
The thesis included collecting soil, water, and plant leaf samples from various locations inside and outside the company and the laboratory experiments were also conducted to study the efficiency of biochar and palm fronds in removing heavy metals using modern laboratory analysis techniques.
The thesis demonstrated high concentrations of some heavy metals in several of the studied locations, as well as the biological treatments used achieved high efficiency in removing heavy metals from the water, and some plants demonstrated a good ability to absorb these metals from the soil.

Technology University’s Ph.D. Thesis Zero-Watermarking Approach for 3D videos
The College of Computer Science, University of Technology discussed a Ph.D. thesis on a zero-watermarking approach for 3D videos by the postgraduate student, Ms. Dalal Thair Mahjoub.
The thesis reviewed a comprehensive, secure, and non-intrusive approach to implement zero watermarking and authenticating 3D videos by addressing the fundamental challenges associated with multimedia protection and enhancing its reliability.
The thesis relied on employing depth-aware techniques through stereoscopic contrast estimation using near-universal block matching technology, as well as enhancing the system's ability to distinguish between different characteristics even under variations in lighting, pressure, and geometric transformations, within a framework that achieves computational efficiency and ex*****on speed.
The thesis demonstrated the proposed system's ability to adapt efficiently to spatial and temporal variables while maintaining consistent performance in dynamic 3D scenes and multiple viewing angles and fulfillment of the essential requirements for a secure, efficient, and robust zero-watermarking system for protecting 3D videos.

Diyala University’s Master’s Dissertation on Preparing Organic Compound-Doped Polymer Films and Their Applications
The College of Science, Diyala University discussed a master’s dissertation on the preparation of organic compound-doped polymer films and studied some of their applications by the postgraduate student, Ms. Maryam Ahmed Rustam.
The dissertation aimed at preparing organic compounds from Schiff bases and utilizing them to improve the properties of polymer films and study their biological and physical activity.
The dissertation included the preparation of five compounds from the reaction of indole-3-carbaldehyde with different aromatic amines and their characterization using FTIR and ¹H-NMR, doping polymer films with these compounds and studying their effect on the electrical properties and electrical properties.

Kirkuk University’s P.D. Thesis on Partial Purification of Glutathione S-Transferase Enzyme in Leukemia Patients
The College of Science, Kirkuk University discussed a Ph.D. thesis on the partial purification of glutathione S-transferase enzyme in leukemia patients by the postgraduate student, Ms. Banaz Barzan Mohammed.
The thesis highlighted evaluating GST enzyme activity in leukemia patients compared to healthy individuals and studying its correlation with oxidative stress and antioxidant markers, as well as assessing liver and kidney function and several other vital signs beside performing partial purification of the enzyme and analyzing its kinetic and thermal properties, as well as studying the effect of drug interactions.
The thesis concluded that elevated GST enzyme activity in patients is associated with decreased antioxidant systems and elevated oxidative stress markers.
The thesis reviewed the existence of a difference in the kinetic and thermal properties of the enzyme and the possibility of its activity being affected by some pharmaceutical compounds such as doxorubicin, paracetamol and benzyl chloride, as well as studying the effect of some stimulants and inducers such as vitamin C and vitamin E on its enzymatic activity.

Al-Qadisiyah University’s Ph.D. Thesis on Prevalence of Dyslipidemia
The College of Medicine, Al-Qadisiyah University discussed a Ph.D. thesis on the prevalence of dyslipidemia among patients with end-stage renal disease by the postgraduate student, Mr. Hussein Qaid Jabr.
The thesis aimed at determining the prevalence and characterizing the pattern of dyslipidemia in patients with end-stage renal disease.
The thesis highlighted that dyslipidemia was highly common among end-stage renal disease patients undergoing hemodialysis, as well as the study was characterized by a specific pattern of low HDL cholesterol and high triglycerides, while total cholesterol and LDL cholesterol remained relatively within normal limits.
The thesis emphasized the necessity of including periodic lipid testing in the routine clinical care of dialysis patients to improve the assessment of cardiovascular risk and reduce future complications.

During Joint Scientific Conference with Ministry of Planning, Dr. Hallo Al Askari Affirmes: Iraqi Universities Provide Increasing Educational Opportunities to Keep Pace with Population Growth
During inauguration of the first scientific conference, Acting His Excellency, Minister of Higher Education and Scientific Research, Dr. Hallo Al Askari affirmed that Iraqi universities are providing increasing educational opportunities to keep pace with population growth indicators.
Dr. Hallo Al Askari addressed unemployment and poverty in Iraq 2026, held in cooperation with the Ministry of Planning.
His Excellency said that the Ministry of Higher Education and Scientific Research is committed to align educational outcomes with the needs of society and the labor market so that universities become influential institutions in reducing unemployment, combating poverty, and enhancing sustainable development indicators by updating academic programs, developing curricula, supporting technical education, strengthening partnerships with state institutions and the private sector, expanding training environments, and empowering students with entrepreneurial skills that qualify them to integrate into the knowledge economy.
For his part, the Acting Minister of Planning, Dr. Khalid Battal Al-Najm reviewed development indicators and their relationship to poverty and unemployment, emphasizing that the Ministries of Higher Education and Planning share the responsibility of working together in this important area to identify challenges and formulate sustainable solutions.
It is significant to mention that the first session of the conference witnessed scientific dialogues in which the Deputies of the Ministries of Higher Education, Scientific Research, Planning, Labor and Social Affairs participated, as well as the senior advisor of the United Nations Population Fund, university presidents, representatives of the private sector, unions and syndicates, the International Labor Organization and a select group of academics and researchers.
