SEED Kurdistan presents "Appeals Under the Yazidi Survivors’ Law: Guidance for Legal Practitioners"

On 19 October 2026, CIGE held a remote meeting with SEED Foundation to discuss the draft appeal under the Yazidi Survivors Law (YSL).

The meeting brought together CIGE’s legal team and SEED’s experts to review the draft appeal, share practical insights, and provide feedback on its legal and evidentiary framework.

CIGE stands ready at all times to provide support for survivor reparations and to uphold the rights of victims of atrocities against ethno-religious minorities in Iraq.

CIGE joins Global Experts at the Nuremberg Forum 2026

The Head of CIGE and the Legal Advisor from GIZ-CPS represented the commission at the Nuremberg Forum 2026, a gathering focused on the resilience of the UN Charter and the Nuremberg Principles. Held at the historic site of the former war crimes trials, the Forum addressed the growing threats to international peace, including the erosion of prohibitions on the use of force and the rise of hybrid warfare.

discussions focused on international criminal accountability, the crime of aggression, atrocity prevention, reparations, and the legitimacy and universality of international justice. Of particular relevance to CIGE's mandate were discussions on accountability for international crimes, the prevention of atrocities, and the role of justice mechanisms in addressing serious violations. The Forum also featured a discussion involving the Nobody’s Listening: The Forgotten Voices of Sinjar exhibition, bringing attention to the experiences of communities affected by ISIS crimes.

Amidst discussions on the crime of aggression and the role of the International Criminal Court, the CIGE delegation had the distinct honor of meeting this year’s Nobel Peace Prize laureate, Navi Pillay.

The Forum served as a reminder that the rule of law requires constant vigilance. Through participation in this forum, CIGE reinforces its ongoing dedication to fostering dialogue and supporting the mechanisms that uphold international peace.

في 8 أكتوبر، شاركت الهيئة في مناقشة طاولة مستديرة نظمتها منظمة داك ركزت على التحديات التي تواجهها أسر الأشخاص المفقودين.

جمع الحدث الأسر المتضررة وممثلين عن مختلف الأطراف المعنية لمناقشة العقبات الإدارية التي تواجهها الأسر عند استكمال المستندات اللازمة في الدوائر الحكومية.

وخلال الجلسة، دعت أسر المفقودين الأطراف المعنية إلى تقديم الدعم وطلبت اتخاذ تدابير لتبسيط وتسهيل العمليات الإدارية عند زيارة الدوائر الحكومية.


On October 8, CIGE participated in a roundtable discussion organized by Dak Organization focusing on the challenges faced by families of missing persons.

The event brought together affected families and representatives from various stakeholders to discuss the administrative hurdles families encounter when completing necessary paperwork in governmental departments.

During the session, families of the missing called on stakeholders for targeted support and requested measures to streamline and facilitate administrative processes when visiting government offices.

CIGE Marks World Mental Health Day with Staff Wellbeing Event

Every year, October 10 marks World Mental Health Day, an occasion that draws attention to mental wellbeing across all areas of life.

CIGE celebrated this day by holding a workshop for 28 staff members with activities designed to give them time away from their usual tasks and to support their mental health. Activities included a baseline mood assessment measuring the initial morale of the team. Second, a visioning exercise mapped out their ideal workdays. Finally, a team cohesion activity evaluated how well colleagues knew each other. Finally , the event concluded with each participant receiving an encouraging note and a stress ball, small items intended to offer support through the working day.

Recognizing the importance of mental health and psychosocial support for both institutional personnel and survivors, CIGE encourages governmental institutions to consider comparable provisions for their staff and the survivors they serve, and to regard mental health and psychosocial wellbeing as an integral part of institutional responsibility rather than a private matter

الهيئة تحتفل باليوم العالمي للصحة النفسية من خلال حدث لرفاهية الموظفين

يصادف يوم 10 أكتوبر من كل عام اليوم العالمي للصحة النفسية, وهي مناسبة تلفت الانتباه إلى الصحة النفسية في جميع مجالات الحياة.

احتفلت الهيئة بهذا اليوم من خلال عقد ورشة عمل لـ 28 موظفًا تتضمن أنشطة تهدف إلى منحهم وقتًا بعيدًا عن مهامهم المعتادة ودعم صحتهم النفسية. وتضمنت الأنشطة تقييمًا أساسيًا للمزاج لقياس الروح المعنوية الأولية للفريق. ثانياً، تم إجراء تمرين تصوري لتحديد أيام العمل المثالية لهم. وأخيرا، قام نشاط تماسك الفريق بتقييم مدى معرفة الزملاء ببعضهم البعض. وأخيرًا، اختتم الحدث بتلقي كل مشارك رسالة تشجيعية وكرة ضغط، وهي عناصر صغيرة تهدف إلى تقديم الدعم طوال يوم العمل. ودُعي ممثلو وسائل الإعلام لتقديم تقرير عن ورشة العمل بهدف رفع مستوى الوعي بأهمية هذه المبادرة.

في 17 سبتمبر، شاركت الهيئة في مشاورة مع الأطراف المعنية في أربيل بشأن مشروع قانون العراق بشأن الجرائم الدولية الأساسية.
وقد جمع الحدث، اللذي شارك في تنظيمها التحالف من أجل التعويضات العادلة (C4JR)، و Yazda، و Jiyan Foundation، أعضاء البرلمان العراقي، والمسؤولين الحكوميين، ومنظمات المجتمع المدني، والناجين.

On September 17, CIGE participated in a stakeholder consultation in Erbil regarding Iraq’s draft Law on Core International Crimes.
Co-organized by the Coalition for Just Reparations (C4JR), Yazda, and the Jiyan Foundation, the round table brought together members of the Iraqi Parliament, government officials, civil society organizations, and survivors.
As a judicial body investigating ISIS atrocities, CIGE joined the discussion to review the draft provisions, exchange updates, and contribute toward building a domestic legal framework that aligns with international accountability standards.

في 29 أغسطس 2026، استضاف مركز كردستان للقانون الدولي (KCIL) اجتماعًا تنسيقيًّا في أربيل بحضور قضاة وخبراء قانونيين ومهنيين في المجال القضائي. وركزت الجلسة على الأسس القانونية واختصاصات والتحديات المحتملة لإنشاء فرع لوحدة الجرائم الدولية (ICU) في إقليم كردستان العراق.

On August 29, 2026, the Kurdistan Centre for International Law (KCIL) hosted a coordination meeting in Erbil with judges, legal experts, and judicial professionals. The session focused on the legal foundations, mandate, and potential challenges of establishing an International Crimes Unit (ICU) delegation in the Kurdistan Region of Iraq (KRI).

The Head of the Commission for Investigation and Gathering Evidence (CIGE) attended the event, highlighting how existing regional frameworks can support this initiative. During the discussion, Judge Hashim noted that the KRI is legislatively well-positioned for an ICU, pointing to the established success of CIGE's work investigating ISIS crimes against Yezidis as a foundational model.

مشاركة الهيئة في مؤتمر اللجنة الدولية للصليب الأحمر بمناسبة اليوم العالمي للمفقودين
في 27 أغسطس، شاركت الهيئة في مؤتمر عقدته اللجنة الدولية للصليب الأحمر (ICRC) بمناسبة اليوم العالمي للمفقودين. وناقش المؤتمر بشكل أساسي التقديم المنهجي للخدمات المخصصة للمفقودين وعائلاتهم.
وممثلاً عن الهيئة، قدم ضابط الهيئة العقيد الحقوقي شاكر ميراني عرضاً تناول فيه دور الهيئة المؤسسي في هذه الجهود. واستعرض في كلمته تفاصيل خدمات الدعم المحددة التي تقدمها الهيئة للفئات المتضررة، موضحاً مدى مشاركتها في عمليات فتح المقابر الجماعية.
CIGE Participates in ICRC Conference Marking International Day of the Disappeared

On August 27, CIGE participated in a conference convened by the International Committee of the Red Cross (ICRC) in observance of the International Day of the Disappeared. The conference primarily addressed the systemic provision of services for missing persons and their families.
Representing CIGE, Colonel Shakir Mirani presented the commission's institutional role in these efforts. His presentation detailed the specific support services CIGE provides to affected populations and outlined the commission's involvement in the opening of mass graves.

إعادة رفات 25 ضحية يزيدية ودفنها في سنجار
يمثل اليوم خطوة بالغة الأهمية في المسيرة نحو تحقيق العدالة للمجتمع اليزيدي. فقد تم بنجاح تحديد هوية رفات 25 ضحية يزيدية من ضحايا الإبادة الجماعية التي ارتكبها تنظيم داعش عام 2014، وإعادتها من بغداد إلى موطن أجدادهم في سنجار لدفنها بشرف.
وعقب جهود جادة في مجال الطب الشرعي وتحديد الهوية عبر الحمض النووي، أُقيمت مراسم تأبين عامة بعد ظهر اليوم في الساعة 1:00 ظهراً عند النصب التذكاري في سنجار لتكريم ذكراهم.
وتتراوح أعمار الضحايا الذين تم إعادة رفاتهم بين 12 و70 عاماً، ويشملون 16 ضحية من قرية كوجو، إلى جانب أفراد من قرى حردان و تل بنات و صولاغ ووردييه وبورك.
ويشكل هذا الإنجاز دليلاً قوياً على القوة الدائمة للمجتمع اليزيدي والجهود الدؤوبة لفرق الطب الشرعي والمدافعين الذين يرفضون أن يُنسى هؤلاء الأشخاص.

Return and Burial of 25 Yazidi Victims in Sinjar
Today marks a profoundly significant step in the journey toward justice for the Yazidi community. The remains of 25 Yazidi victims of the 2014 ISIS genocide have been successfully identified and returned from Baghdad to their ancestral home in Sinjar (Shingal) for a honorable burial.
Following dedicated forensic and DNA identification efforts, a public memorial service was held this afternoon at 1:00 PM at the Sinjar Memorial to honor their memories.
The returned individuals, aged 12 to 70, primarily include 16 victims from the village of Koço, alongside individuals from Herdan, Tilbenat, Solax, Werdiyê, and Borik.
This milestone is a powerful testament to the enduring strength of the Yazidi community and the tireless efforts of forensic teams and advocates who refuse to let these individuals be forgotten.
CIGE stands firmly alongside the Yazidi community in honoring those laid to rest today. We remain fully committed to supporting ongoing and future exhumations efforts.

تمكين الناجين وأسر المفقودين من خلال الرفاه النفسي والاجتماعي
أكملت الهيئة مؤخرًا، من خلال قسم دعم الضحايا وبدعم من الوكالة الألمانية للتعاون الدولي (GIZ)، دورتين تدريبيتين حول التمكين النفسي والاجتماعي والرفاه النفسي.
وقد صُمم هذا البرنامج استنادًا إلى الخبرة الميدانية وتقييمات الاحتياجات مباشرةً، وهو يتجاوز النهج التي تركز على الصدمة ليستفيد من نقاط القوة الحالية لدى المشاركين. وعلى مدار خمسة أيام، شارك 20 من الناجين وأفراد أسر المفقودين (في مجموعات منفصلة للرجال والنساء) في تعلم تشاركي ركز على: التواصل الفعال والعلاقات الصحية، وإدارة التوتر والتنظيم العاطفي، وحل المشكلات العملي واتخاذ القرارات، وتحديد الأهداف الشخصية وبناء المرونة، وبناء القدرات المجتمعية المستدامة

Empowering survivors and families of the missing through psychological well-being.

The commission, through its victim support unit (VSU) and with support from GIZ recently completed two training cycles on psychological empowerment and well-being.

Designed directly from field experience and needs assessments, this program moves beyond trauma-focused approaches to build on participants’ existing strengths. over five days, 20 survivors and family members (in separate men’s and women’s cohorts) engage in participatory learning, focused on: Effective communication and healthy relationships, Stress management and emotional regulation, Practical problem-solving and decision-making, personal goal-setting and resilience building, and building sustainable community capacity.

The primary goal of this initiative was to transition from individual trama support to sustainable community resilience by equipping survivors and families of the missing with practical psychological skills, fostering peer_to_peer support networks, and building local capacity for long-term wellbeing.

في 21 و22 سبتمبر 2026، شارك فريق المحققات التابع للهيئة في دورة تدريبية ركزت على تعزيز منهجيات إجراء المقابلات. وأتاحت الدورة للمشاركات فرصة صقل مهاراتهن في إجراء المقابلات وفقًا للمعايير المهنية والقانونية، مع التركيز بشكل خاص على الممارسات التي تراعي الصدمات النفسية. وتناولت الدورة التدريبية النطاق الكامل لتجربة الناجيات، حيث غطت كيفية إجراء مقابلات تكون سليمة من الناحية القانونية ومراعية في الوقت نفسه للاحتياجات النفسية للناجيين.

Strengthening interview methodologies

on September 21-22, 9 2026, CIGE's female investigators team participated in a training focused on strengthening interview methodologies. The session provided participants with an opportunity to refine their interviewing skills in accordance with professional and legal standards, with particular emphasis on trauma-informed practices. The training addressed the full scope of the survivor's experience, covering how to conduct interviews that are both legally sound and sensitive to the psychological needs of the survivors.
