This week, the fifth DARYA High-Level Group meeting will bring together Deputy Ministers and senior officials in education and labour from five Central Asian countries to link skills with EU Global Gateway investments.

🤝 Representatives from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan will meet in Ashgabat to explore how skills development in the Trans-Caspian Transport Corridor can support lasting economic and social benefits, including jobs and opportunities for young people in Central Asia.

The meeting will also review the achievements of the EU-funded DARYA programme, including regional cooperation on qualifications, occupational profiles, labour market intelligence and teacher development, while shaping future cooperation through a Regional Skills Roadmap.

ETF Director, Pilvi Torsti says:

🗨️ “Global Gateway investments, including in the Trans-Caspian Transport Corridor, will deliver only if people are trained to run them and qualifications are understood across borders. There is no competitiveness without competences, and there is no return on economic and human capital investment without skills.”

The ETF - European Training Foundation is actively participating at the WorldSkills Competition and Conference in Shanghai as part of the EU Team.

Following a spectacular opening ceremony, the discussions explored the mechanics and the role of VET in shaping skills ecosystems that provide skills to learners, in particular young people, that are fit for purpose in today’s global skills system.

In the opening panel, Mario Nava identified common challenges as a critical element for global cooperation.

“We can mention four of them: tackling the skills mismatch, avoiding vocational stigma to improve the attractiveness of VET, addressing AI opportunities, and sharing solutions at global level.”

The EU, with its policy toolkit and the upcoming VET strategy, and the ETF, as a global knowledge hub supporting human capital development outside the EU, are both well placed to overcome these challenges and build synergies with international partners.

WorldSkills has grown a strong sense of community and commitment, offering a platform for mutual learning and cooperation at a global level, where the ETF brings its own distinct angle and perspective.

What does it take to prepare for the jobs of tomorrow?

This week the ETF took part in two events in Bilbao on labour market monitoring and anticipation policies in employment, hosted by the Bizkaiko Foru Aldundia - Diputación Foral de Bizkaia and the European Network on Regional Labour Market Monitoring (EN RLMM), a network of over 400 researchers, policymakers and labour market observatories.

A few notes from the room:

➡️ Anticipation policies are not just about guessing the future. They are about understanding the present well enough to see where it is heading, and that only works with solid evidence behind it.

➡️ Change starts locally. Labour markets do not shift the same way everywhere, and regional observatories are often the first to spot a change long before it shows up in national figures.

➡️ We now generate as much data in a single week as we used to generate in a year. Numbers alone will not tell the full story, we need quantitative and qualitative analysis working together to make sense of what is actually happening.

➡️ The ETF brings a different angle to that same conversation, working with EU neighbouring and candidate countries to build the labour market intelligence they need for their own transitions, from Ukraine to the Western Balkans and beyond.

Director Dr. Pilvi Torsti shared the stage with László Andor, former European Commissioner for Employment, Social Affairs and Inclusion, and experts from Eurofound, the European Labour Authority and the EESC - European Economic and Social Committee. Employment policies need everyone at the table, working the same ground.

And here is the part we are genuinely happy about. Next year the EN RLMM Annual Meeting travels from Bilbao to Turin, hosted by the ETF together with our own Skills Lab Network of Experts. Thank you to Teresa Laespada, Provincial Minister for Employment, Social Cohesion and Equality of Biscay, and to Dr. Christa Larsen, coordinator of the EN RLMM, for passing us the baton this week!

Moldova has made education a national priority, investing 6.3% of GDP in education, above the EU average. Yet behind the numbers lies a system grappling with demographic decline, teacher shortages and deep urban-rural inequalities.

The report provides evidence and recommendations to help build a more equitable and resilient education system.

At this morning’s 2026 address, European Commission President Ursula von der Leyen announced the launch of a new 𝗠𝗲𝗱𝗶𝘁𝗲𝗿𝗿𝗮𝗻𝗲𝗮𝗻 𝗬𝗼𝘂𝘁𝗵 𝗦𝗸𝗶𝗹𝗹𝘀 𝗮𝗻𝗱 𝗝𝗼𝗯𝘀 𝗶𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲. ☀️

Addressing the European Parliament, she stated:

Stressing the importance of acting as one within the – but also with partner countries beyond our borders – President von der Leyen emphasised Europe’s duty to:

🐦 facilitate safe, legal migration;

🐦 uphold the rights of those seeking protection;

🐦 tackle issues linked to illegal flows of people.

These sentiments are reflected in two reports recently published by the ETF - European Training Foundation, which deliver far-reaching, evidence-based analysis of migratory phenomena and illustrate the need to promote:

⏩ Fair, legal mobility pathways built around genuine demand, for the benefit of employers and workers alike.

⏩ Skills recognition and skills portability procedures to match workers with real job prospects in countries of destination.

⏩ Circular migration patterns that help workers boost their skills, while enabling long-term human capital development for countries of origin.

🌍What does it take to build an education system that works for everyone? 🎓

The ETF's Rapid Education Diagnosis of Armenia takes a close look at the governance and financing challenges that are shaping the country's education system. While the evidence points to important progress, certain gaps still persist, holding back opportunity for many learners.

𝗦𝗼𝗺𝗲 𝗵𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗿𝗲𝗽𝗼𝗿𝘁:

Preschool access remains a major challenge: existing capacity meets only 77% of potential demand for children aged 3-5, with large differences between regions and between urban and rural areas. Despite recent increases, public spending on education remains low by international standards, accounting for only 2.3% of GDP in 2023, compared with the commonly used benchmark of 4-6%.

Educational opportunities are not evenly distributed: 77% of rural schools have fewer than 250 students, while 70% of urban schools have more than 250, creating significant disparities in resources, staffing and learning conditions.

RED’s recommendations for improving the performance of the education sector revolve around the three major areas for development:

✅ Improving the governance of the reform;

✅ Enhancing the resources to the sector;

✅ The institutional capacity of the Ministry of Education, Science, Culture and Sports to perform its key functions.

At the 7th ACQF Forum in Nairobi, Kenya, stakeholders from across Africa came together to advance a shared vision for qualifications recognition and skills development. 🔎 With more countries presenting their ACQF referencing reports, the Framework is becoming a practical continental language for qualifications.

Discussions on green skills, common occupational profiles and micro-credentials displayed how this shared foundation can support emerging skills and labour market priorities.

As the African Continental Qualifications Framework moves into the implementation phase, three 🔑 key priorities emerged as essential for building a more integrated and competitive continent.
