Embu County Assembly on Wednesday afternoon passed motions requiring two County Executive Committee Members (CECMs) to step aside pending investigations into incompetence and gross violation of the law allegations.

Deputy Speaker Ibrahim Swaleh who is also MCA Kirimari Ward moved the motion to suspend Lands CEC Member Raymond Kinyua while his Ruguru-Ngandori counterpart Muturi Mwombo made his submissions to have Health CEC Member Jamal Runyenje step aside.

Speaker Josiah Thiriku sanctioned the tabling of the two motions as a matter of urgency, noting that allegations of grabbing of public land and neglect of public health facilities were threatening to provoke civil disobedience by the Embu County populace.

The Speaker noted that two people had been killed during demonstrations protesting against the poor state of the Ishiara Level Four Hospital while Embu Town was teetering on the brink of riots by traders opposed to their eviction from a public plot to pave way for private development.

The Assembly heard that Kinyua has within his tenure superintended over fraudulent and illegal allocation of public land to private developers, including a parcel of land in Embu Municipality that was initially meant for expansion of the Embu Level Five Hospital.

The CEC Member is reportedly said to have falsified a document from the National Environment Management Authority (NEMA) convening a public participation forum on change of user for the said parcel of land.

He is accused of going against the County Assemblyโ€™s resolution to stop alienation of the land parcel pending investigation by the Directorate of Criminal Investigations (DCI) and the Ethics and Anti-Corruption Commission (EACC) on the circumstances leading to its allocation to a private developer.

On the other hand, the CEC Member for Health is alleged to have caused unnecessary loss of life by incompetently handling the public healthcare sector and thwarting the implementation of the Embu County Health Services Act of 2024.

Ward representatives lamented over the poor absorption of funds allocated by the County Assembly to the health docket, which they said has led to the dilapidation of infrastructure and deterioration of conditions of public health facilities.

The two motions also resolved to form Ad-hoc committees to investigate the two officers and table their findings and recommendations within 60 days.

The MCAs asserted that they would not shy off from impeaching the two CEC members if found culpable of graft or incompetence.

The officers will be accorded hearing by the Assembly and may be represented by lawyers.

Following a loud disquiet by members of the general public, The Speaker, Hon. Josiah Thiriku led a contingent of Ward Representatives on an impromptu visit to Ishiara Level 4 Hospital as part of their oversight role.

The Speaker, who was flanked by the County Assembly Health Committee Chair Hon. Job Itumo (MCA Mwea) and area MCA Hon. Duncan Muratia sought to establish the current state of the hospital, which has been receiving negative publicity over its dilapidated condition.

The MCAs joined the County Executive Committee member for health Jamal Runyenje Ogw in a meeting with the hospitalโ€™s administration, Management Board and Community Health Promoters to get to the bottom of the problems bedeviling Ishiara Level 4 Hospital.

Later, the hospitalโ€™s Medical Superintendent Dr. Anthony Nduva took the Speaker and Ward Reps for a tour of the medical institution to give them a glimpse of the physical and operational status, in an effort to dispel rumours that the facility was on its death knell.

The Assembly team acknowledged that there were notable challenges affecting the hospital, including deplorable infrastructure, lack of electricity, understaffing, poor waste management and lack of expert personnel to operate specialized equipment.

However, despite these, the delegation observed that the problems ailing the hospital were not incurable. They stated that the Embu County Government had set aside more than Ksh 27 Million for renovation works which would start in a weekโ€™s time to give the health facility a much needed facelift.

The Speaker particularly took issue with what he termed as insincere politicization of the hospitalโ€™s internal affairs, stating that although the facility had its fair share of upheavals, the matter had been blown out of proportion by naysayers and hirelings bankrolled by politicians. He pledged to ensure the hospitalโ€™s lost glory was restored.

But in a different tone, the MCAs noted that some of the issues do***ng the hospital stemmed from staff indiscipline. They said they had initiated talks with the health dockets top officials to tame runaway absenteeism, unaddressed rudeness of medical staff to patients and general laxity among casual workers, leading to unkempt hedges and lawns.

Efforts by the visiting delegation to examine the functionality of the mortuary proved futile as the attendant was reported to be on a lengthy lunch break. Attempts to obtain the keys and gain entry also proved futile as news emerged that the morgue attendant always carries the keys with him.

Also accompanying the speaker were MCAs Hon. Paul Muchangi Njiru (Gaturi North), Hon. Agnes Gakungugu (Nominated), Hon. Sammy Tito (Nthawa) and Hon. Peterson Njiru Weche (Muminji).

Chief Officers Patrick Mukavi (Medical Services) and Henry Nthiga (Public Health) were also in attendance.

Evurore Ward Representative Hon. Duncan Muratia debuted as Temporary Speaker and presided over the County Assembly plenary sitting for Wednesday 1st April 2026 at 0900hrs.

Several MCAs applauded Hon. Muratia for successfully steering the August House through the legislative business of the day despite being barely a month old in the Assembly.

The MCA also recently won accolades from his counterparts for delivering his maiden speech at the floor of the House eloquently, outlining his vision for Evurore people in fine detail.

As part of its oversight role, the County Assembly Committee on Water, Irrigation, Environment, Climate Change and Natural Resources conducted factfinding visits with a view of bolstering service delivery by key Embu County Government organs.

First, the Committee, led by Chairman Hon. Samuel Kithumbu (MCA Nthawa Ward) held a consultative meeting with the management of the Embu-Mbeere Water & Sanitation Company to establish the institutions operational status, challenges and chart the way forward in terms of water provision.

Later, the committee inspected Embu Countyโ€™s borehole drilling rig to dispel concerns over the equipmentโ€™s whereabouts and mechanical condition. Operators of the machinery took time to reassure members of the committee that the equipment were in sound working condition.

Lastly, the Committee met with the management of the Runyenjes Water and Sanitation Company (Ruwasco) and Kyeni Water and Sanitation Company (Kyewasco) at Runyenjes and Kyeni Respectively to assess the preparedness for the latter to take over water services in the region.

The committee will compile a report containing its findings after interrogating pertinent matters and proposed recommendations for deliberation at the floor of the Assembly and possible adoption for implementation.
