CIDP Mid Term Review set to start as Secretariat finalises assessment tools, roadmap

The County Government of Baringo is set to commence the Mid-Term Review (MTR) assessment for the Third Generation County Integrated Development Plan (CIDP) 2023–2027, following the development of assessment tools and an implementation roadmap by the Review Secretariat.

The exercise comes as the five-year development blueprint officially passes its halfway mark, necessitating a comprehensive evaluation of the progress made in the implementation of county programmes and projects, as required by law.

The Mid-Term Review Secretariat, operating under the Department of Finance and Economic Planning, will now proceed with approval process of the review exercise and final preparations for the countywide assessment. This will include the formal adoption of monitoring and evaluation tools that will guide data collection, analysis, stakeholder engagement, and reporting throughout the review process, which is expected to be officially launched early June 2026.

The review is anchored on the Constitution of Kenya, the County Governments Act, 2012, and the Public Finance Management Act, all of which require county governments to undertake periodic monitoring and evaluation of development plans to ensure accountability, effective resource utilisation, and responsive service delivery.

Designed as an inclusive and participatory process, the review will assess both the implementation status and the impact of county projects and programmes across all sectors. The exercise will also gather views and feedback from a broad spectrum of stakeholders including community leaders, civil society organisations, national and county administrators, Persons With Disabilities (PWDs), and other special interest groups.

The County Executive Committee Member for Finance and Economic Planning Wilson Cheserek who officially closed a 3 day workshop convened by the Review Secretariat noted that the Mid-Term Review will provide an opportunity to identify and document achievements, implementation gaps, emerging challenges, and priority areas requiring policy, budgetary, and strategic adjustments for the remainder of the CIDP period, while also informing future development planning.

Chief Officer for Economic Planning Micheal Ngetich says that the findings of the exercise are expected to strengthen evidence-based planning, improve accountability in public service delivery, and guide future county planning and budgeting processes in line with the development aspirations of the people of Baringo.

Through a strategic partnership with the Kenya Livestock Commercialization Project (KeLCoP), Baringo County is structurally expanding its indigenous chicken value chain across the County to tackle standard chicken-rearing challenges and eliminate unstructured brokering.

As part of this collaborative effort—which also covers small ruminants, apiculture, and multi-sectoral stakeholder platforms—KeLCoP has directly distributed approximately 32,000 one-day-old chicks out of a total population of 1.9 million chicken across the county. Local farmers working alongside the project have successfully achieved an impressive 90% to 98% survival rate, significantly advancing dual objectives of improved community nutrition and enhanced household profitability.

To ensure long-term economic sustainability, Baringo County Government with KeLCoP targets the financial empowerment of women and youth while transitioning local livestock yards toward highly regulated, weight-and-health-based monthly poultry auctions mirrored after successful regional cattle markets.

Baringo County Government's Department of Agriculture, led by Risper Chepkonga, CECM Agriculture Livestock and Fisheries , is making great progress to transform the local mango value chain and uplift farmers. In a strategic partnership with Blue Skies, a renowned international buyer and exporter, the county is introducing a more structured market for mango varieties like Kent, Keitt, and Ngowe.

With the support of the World Bank-funded Food System Resilience Project (FSRP) and agricultural extension officers, the county is actively guiding farmers to scale up production, adopt top-working techniques, and form cooperatives to aggregate their yields.

This initiative is designed to boost household incomes, expand job opportunities, and secure a reliable market for Baringo's high-quality mangoes, paving the way for sustainable economic growth across the county.

The Baringo County Government, in partnership with Agricultural and food Authority (AFA), has officially commissioned a modern sisal brushing machine for the Lapkeitai Farmers Cooperative in Chemintany. This strategic investment aims to empower local smallholders by providing the infrastructure necessary to transition from raw material production to value added processing. By refining the sisal locally, farmers are expected to significantly increase their profit margin and gain better leverage in the competitive fiber market.

During the handover ceremony, They emphasized the untapped potential of the regional landscape, noting that while Mogotio has long been the traditional heartland of the crop, the wider Rift Valley has been identified as a premier zone for expanded sisal cultivation. This initiative marks a critical step in the county's broader economic strategy to revitalize industrial crops and industrialize the agricultural value chain.

SENATOR CHEMITEI LOUDS KABARTONJO SUB COUNTY HOSPITAL FOR EXCELLENT SERVICE DELIVERY.

Baringo County senator Hon. Vincent Chemitei has expressed his satisfaction on the state of health service delivery at Kabartonjo Sub County Hospital.

Speaking while on a working tour at the facility,Chemitei who is also a member of the senate standing committee on health said he was impressed by the dedication to service by the medical personnel at the hospital led by the Medical Superitentent Anderson Chelugo and the entire team.

He added that there was great improvement on health services delivery to the public and said that he will still follow up to ensure that the services that are not offered at the facility like X Ray and dental will be introduced soon as he has already engaged Governor Benjamin Cheboi EBS,EGH on the matter and there was positive feedback.

The sanator also urged residents to enroll in the Social Health Authority,SHA in order to benefit from the enhanced package that the social insurer currently offers.

Senator Chemitei visited the facility barely a fortnight after he accompanied senate health committee members led by the chairman Hon. Jackson Mandago and Kisii County senator Hon. Richard Onyonka while on a tour of health facilities in Baringo to check on the state of health services delivery in the County with a view of addressing challenges facing the sector.

He was accompanied by Kabartonjo Ward MCA Hon. Symon Kiplagat.

The World Vision Kenya and the County Government of Baringo have agreed on key areas of collaboration under a new development programme set to be rolled out on 1st October 2026, in a renewed push to strengthen access to essential services in vulnerable communities.

The Programme which will be implemented across six locations — Oldebes, Kisanana, Ngendalel, Olkokwe, Kapnosgei and Kabuswa of Kisanana Ward will focus on Water, Sanitation and Hygiene (WASH), health, education, food security and livelihoods, with an emphasis on long-term community resilience and improved household welfare.

The initiative marks World Vision’s 14th intervention in Kenya, and is expected to directly benefit more than 17,000 people, including about 5,000 children under the age of 10, while also addressing persistent fluorosis-related water challenges in Kisanana and surrounding areas.

In a statement posted on his official socials, Baringo Governor Benjamin Cheboi, EBS, EGH says the development agenda was discussed when he hosted a delegation from World Vision Kenya led by Development Facilitator Mr. Alfred Otungo.

During the fruitful engagements, the Governor expressed appreciation for the organization’s continued support in improving access to clean and safe water, noting that similar interventions have already benefited communities in Tiaty, Mogotio and Baringo North (Bartabwa), where many households now access water within a kilometre of their homes.

He urged the organisation to work closely the County teams in deepening and strengthening collaboration with grassroots structures, including Community Health Promoters (CHPs), Ward Development Committees and other local stakeholders, in order to strengthen health systems and improve service delivery at community level.

H.E. Cheboi highlighted the importance of sustaining gains made in helping communities move “from dependence on relief food to sustainable food production,” crediting ongoing development partnerships for the progress.

The county government and the organization are expressing optimism that the partnership will deliver lasting impact and transform livelihoods across the region.

Students and faculty at KMTC Kabarnet recently put aside their medical tools to plant trees for National Nurses Week 2026. Honoring the legacy of Florence Nightingale, the "Founders of Nursing," the nursing department led an environmental conservation walk and tree-planting exercise aimed at creating a sustainable future for the local community.

Highlighting the vital role of nurses as the "hospitality of the hospital" and "silent warriors," speakers emphasized that while doctors treat patients, nurses provide the 24-hour dedicated care that treats the patient. With over 500 students across diploma and certificate programs, KMTC Kabarnet continues to cement its reputation for producing world-class medical professionals ready to serve both locally and internationally.

1 in every 5 children under five in Baringo County is stunted, 14% suffer from wasting, while Global Acute Malnutrition (GAM) in East Pokot covering Tiaty East and Tiaty West remains above 15%, placing the region in the “Serious” to “Emergency” category under WHO standards. Additionally, 20% of children under five are underweight compared to the national average of 10%, highlighting the urgent need for coordinated action against malnutrition.

In response, Baringo County, with support from Helen Keller International, has established a Multisectoral Nutrition Platform and initiated the Scaling Up Nutrition (SUN) Movement framework to strengthen collaboration in addressing malnutrition. The forum brought together Members of the County Assembly, nutrition sensitive sector leads, the Civil Society Alliance, SUN CSA, and development partners to promote joint planning, accountability, and integrated nutrition interventions across the county.

Stakeholders emphasized that nutrition is not only a health issue but a shared development priority requiring collaboration across Health, Agriculture, Education, Water and Sanitation, Social Protection, Finance, and Planning sectors. The County Multisectoral Nutrition Coordination Forum will support evidence-based interventions, resource mapping, and coordinated action to improve nutrition and health outcomes for every child, every woman, and every household in Baringo County.

Expectant mothers in Baringo County have been urged to attend antenatal clinics regularly and ensure they deliver in health facilities under the care of skilled medical personnel in order to reduce maternal and infant deaths.

Speaking last Tuesday during celebrations to mark the International Day of the Midwife at Kapkuikui Health Centre, Baringo County Executive Committee Member for Health Services Dr. Solomon Sirma said the county still lags behind the national average in hospital deliveries, a situation he noted continues to undermine efforts to improve maternal and child health indicators.

Dr. Sirma revealed that only 66 percent of mothers in Baringo deliver in hospitals compared to the national average of 85 percent. He emphasized that skilled birth attendance remains critical in reducing complications during childbirth and improving the survival and wellbeing of both mothers and newborns.

He appealed to pregnant women and families across the county to prioritize regular clinic attendance throughout pregnancy and seek professional care during delivery, saying the county government was committed to strengthening healthcare services at all levels.

Echoing his sentiments, Chief Officer for Health Services Dr. Nancy Chesire reaffirmed the county’s commitment to ensuring a steady supply of pharmaceuticals and other essential medical commodities in all health facilities across Baringo.

Dr. Chesire acknowledged that supplies distributed to facilities in February were running low due to increased demand, but assured residents that another consignment would be delivered before the end of April to avert shortages.

At the same time, the Chief Officer for Preventive and Promotive Health Evans Rutto urged residents to register for the Social Health Authority medical insurance cover, assuring wananchi that the scheme was fully operational and accepted in all public health facilities within the county.

Mr. Rutto noted that wider enrollment into the health insurance program would ease access to affordable healthcare services and reduce out-of-pocket expenses for families seeking treatment.

Also speaking during the event, Florence Jematiah called on residents to protect and support development projects initiated within their localities, saying such investments were intended to directly improve the welfare and livelihoods of the people.

The celebrations recognized the vital role played by midwives in safeguarding maternal and newborn health, particularly in rural and hard-to-reach areas where they continue to serve as the backbone of primary healthcare delivery.
