The 8th Hansard Association of Kenya (HAC) Conference kicked off in Kisumu today as Hansard professionals gathered to harmonize standards and embrace the digital frontier of governance.
The forum sponsored by Parliament of Kenya was officially opened by the Deputy Speaker of the National Assembly Hon. Gladys Boss and graced by several dignitaries, among them the Clerk to the Senate, Mr. Jeremiah Nyegenye, Deputy Clerk of the National Assembly, Ms Serah Kioko, Bungoma County Assembly Speaker Hon. Emmanuel Situma among others.
Themed Hansard: Milestones, Gains and Impact, the week-long conference has brought together Hansard professionals from Kenya and across Africa to exchange knowledge, strengthen professionalism, and explore ways of enhancing information management, public access to parliamentary proceedings, and the use of modern technology in governance.
Speaker of Kisumu County Assembly Hon. Elisha Oraro, Clerk Mr. Owen Ojuok and a section of Members of the County Assembly welcomed delegates and partners to the lakeside city as they recognized the crucial role the Hansard plays in advancing governance and accountability.
โThe County Assembly of Kisumu continues to make notable progress in improving access to legislative information and modernising its communication systems in support of effective service delivery.
โWe have developed strategies that ensure we provide real-time transcript access to the citizens. Our current focus is to ensure that the Hansard is accessible to the persons with disabilities through braille and sign language interpretation,โ Hon. Oraro stated in his welcoming remarks.

The County Assembly yesterday hosted a sensitization session on Nurturing Care for Early Childhood Development, bringing together the leadership of the Assembly and select House Committees, Kmet Kenya, the County Executive and Lake Region Economic Bloc to strengthen collaboration and align efforts for better child outcomes.
The session focused on enhancing understanding of the Nurturing Care Framework, coordinating the county action plan, strengthening the Assemblyโs role in legislation, oversight, and budgeting, improving collaboration with the Executive, and identifying pathways to scale up nurturing care.
Through such collaborations, we aim to build systems that prioritize and secure a better future for children.

The County Assembly of Kisumu has now established an Ad Hoc Committee to look into the dwindling own-source revenue in Kisumu County.
Fearing the significant implications of low revenue collections on the county's development agenda, the Committee is mandated to establish why the County cannot realize its own-source revenue targets and recommend to the House necessary actions to change the state of affairs.
In the FY 2025/ 2026, for instance, Kisumu County collected Ksh2.4 billion against a revenue target of Ksh3.6 billion.
In contrast, Kiambu County, for example, collected Ksh5.4 billion in own-source revenue during the same period.
" We have benchmarked with Kiambu County and our observation is that we need to be deliberate on revenue administration as a County and seal all the leakages," said Hon. James Omollo, who is a member of the Committee.
Deputy Leader of Majority Hon. Lumumba Owade who is the Chairperson of the Ad Hoc Committee says the team is ready to go all lengths to improve the situation.
"If not addressed, this trend may widen development gaps, increase public dissatisfaction, and constrain the Countyโs overall economic potential," he observed.
"It is imperative for the County leadership to strengthen revenue collection systems, seal leakages, broaden the local revenue base, and enhance transparency and accountability to restore financial stability and support sustainable development," says Hon. Millicent Omuya who is the Vice Chairperson of the Committee.
Failure to meet the on-source revenue targets limits the Countyโs fiscal autonomy, increasing reliance on external transfers that may be delayed, conditional, or insufficient, hence impeding key development initiatives.
Moreover, it undermines the Countyโs capacity to invest in long-term growth, discourage private sector confidence, and weaken service delivery to the residents.
The Ad Hoc Committee has 60 days to report its findings to the House.

Our work as a legislative institution is guided by the principles of transparency, accountability, and public participation as anchored in the Constitution of Kenya 2010 and the framework of Devolution in Kenya.
Civil society organizations play a vital role in strengthening democracy at the county level. They help amplify the voices of citizens, promote civic education, and support meaningful public participation in the legislative process.
This morning, we were pleased to host officials from the United Nations Development Programme (UNDP) who visited to pay a courtesy call and to evaluate collaborative engagements between the County Assembly and UNDP's partner Civil Society Organizations (CSOs).
Working with various House Committees, the CSOs have partnered with the Assembly in the development of Kisumu County Gender & Equity Bill 2023 and to conduct public participation on Kisumu County Gender Mainstreaming Bill.
In addition, they have worked with Gender & Health Committees of the County Assembly on establishment of GBV Centres in sub-county hospitals in all the 7 sub-counties of Kisumu County.
The visitors held a discussion with the Speaker Hon. Elisha Jack Oraro, Clerk Mr. Owen Ojuok and a section of Committee Chairpersons on how to enhance the collaborative engagements.
The County Assembly values this partnership because it contributes to better legislation, stronger oversight, and improved service delivery.
The Assembly remains committed to open dialogue, structured engagement, and collaborative initiatives that enhance public participation and accountability.

Kisumu County Assembly Choir has emerged as champions once again - scooping position one in both Set Piece and Sacred Own Choice during the 6th edition of CASA competitions in Meru County.
At the same time, our Football Men have booked their spot in the quarter finals after beating all the opponents in the group stage, the latest being Samburu County Assembly which suffered a 7:0 defeat in the hands of the lakeside giants.
Our Tug of War Ladies have equally progressed to the quarter finals after beating Nairobi County Assembly in the group stage.
In Netball, Kisumu continued their sterling performance by flooring their Baringo counterparts 29:9 in their opening fixture.
Indoor games were not left behind as the Assembly registered good results in Drought, Table Tennis and Ajua - all of which have progressed to the next stages of the competitions.

Kisumu County Assembly has started the 6th edition of CASA competitions on a winning note.
Our Football Men qualified for the quarter finals after beating Samburu County Assembly 7:0 and flooring their Nairobi Counterparts in the group stage of the competition.
In Tug of War, our ladies defeated their Nairobi County Assembly counterparts in the group stage and is poised to progress to the quarter finals.
Earlier, our Volleyball Women, defeated their Elgeyo Marakwet counterparts 2-0 (sets).
In this year's competitions, which officially kicked off yesterday in Meru County, Kisumu County Assembly has enrolled in a number of disciplines which include Choir, Volleyball, Football, Scrabble, Tug of War, Netball, Badminton, Chess among others.
With an enthusiastic support behind the players, led by Speaker Hon. Elisha Jack Oraro, we hope to bag major trophies in the ongoing competitions.

Speaker Hon. Elisha Oraro has today flagged off players who are representing the County Assembly in various disciplines in the County Assemblies Sports Association (CASA) extravaganza, which officially kicks off tomorrow in Meru County.
The Assembly leadership urged the participants to work hard to ensure the Assembly maintains its position of being a champion in such competitions.
"We are always the champions and we must ensure that we maintain this record so that we can bring honour to the Assembly," said Hon. Oraro.
Clerk of the Assembly Mr. Owen Ojuok underscored the importance of CASA competitions and urged Hon. Members and staff to take advantage of the opportunity.
" These forums have been used as a way of encouraging cohesion and integration as well as promoting health and well-being of Hon. Members and staff, " he said.
Apart from providing a platform for sporting activities, the extravaganza also provides opportunities for exchange of ideas to improve performance at the County Assemblies.
In this year's competitions, Kisumu County Assembly has enrolled in a number of disciplines which include Choir, Volleyball, Football, Scrabble, Tug of War, Netball, Badminton, Chess among others.
Sports Committee Chairperson Hon. Nancy Matara urged the players to remain disciplined for them to register good performance in all disciplines.
