The Mombasa County Public Service Board, through its Compliance Team headed by the Chairperson of the Board, Farida Abdalla, conducted a comprehensive spot check at Coast General Teaching & Referral Hospital (CGTRH).

This compliance monitoring exercise is anchored in the Board’s mandate under Section 59 (4) (1) (e) of the County Governments Act No. 17 of 2012, which empowers the County Public Service Board “to visit any county public office or body with a view to assessing and inspecting the status of compliance with the values and principles set out in Articles 10 and 232 of the Constitution.”

The exercise involved the administration of structured questionnaires to both hospital staff management and patients/caregivers to assess the level of compliance with quality service delivery standards. The assessment covered key areas including staffing and performance management, accountability systems, and the overall patient experience within the facility.

Through this engagement, the Board continues to strengthen accountability, promote transparency, identify service delivery gaps, and develop strategic recommendations aimed at enhancing efficient, ethical, and people-centered healthcare services at CGTRH.

The consultative process, anchored on dialogue and consensus-building, culminated in commitments by County Governments to fully implement the agreed resolutions, including the forthcoming signing of the Collective Bargaining Agreement (CBA) on 2nd February 2026.

The return-to-work arrangement paves the way for the resumption of essential healthcare services and reinforces the commitment of county leadership, to strengthening public health systems and safeguarding uninterrupted service delivery to citizens.
