Technical Mission on Flood Risk Management and Nature Based-Solutions Technical Assistance

As part of the collaborative efforts with Mombasa City County and the State Department for Housing and Urban Development to enhance urban resilience in Mombasa, the World Bank is undertaking two studies:
• Strategic Flood Risk Assessment in Mombasa commenced in November 2024 with Royal Haskoning/Egis providing consulting services. The primary objective of the study is to identify and prioritize flood and coastal risk reduction measures within the Mombasa region. The study is being developed through close consultation with relevant stakeholders to ensure that the findings are aligned with local needs and to support evidence-based decision-making.
• Nature-based Solutions (NbS) Investment Planning for Mombasa County" commenced in March 2025 with Group Huit providing consulting services. The study aims at identifying and prioritizing Nature-based solutions within Mombasa County. The study is being developed through close consultation with relevant stakeholders to ensure that the findings are aligned with local needs and to support evidence-based decision-making.
To further strengthen the participatory building of both studies, a technical mission is proposed to undertake a series of workshops were arranged as from 27th - 30th October 2025 at English Point Marina to get feed back from stakeholders and the urban resilience technical team on the results from studies and the proposed interventions.

NATUREBASED SOLUTION TRAINING ON ENHANCED CLIMATE CHANGE RESILIENCE

As part of the collaborative efforts with Mombasa City County and the State Department for Housing and Urban Development to enhance urban resilience in Mombasa, the World Bank is undertaking a study on:
• "Nature-based Solutions (NbS) Investment Planning The study aims at identifying and prioritizing Nature-based solutions within Mombasa County. The study is being developed through close consultation with relevant stakeholders to ensure that the findings are aligned with local needs and to support evidence-based decision-making.
To further strengthen the participatory building of the studies, County officers and relevant government stakeholders undertook a training on Nature-based Solution (NBS) as from October 22 to 24. The training was essential for building capacity and knowledge among the relevant stakeholders.

CECM Emmily Achieng earlier today presided the handing over of outdoor benches by the UN -Habitat represented by Mr Jeremiah Ougo.
This initiative symbolizes more than the simple provision of street furniture; it underscores a broader vision of promoting urban mobility, enhancing liveability, and increasing the utilization of public spaces within the county.
Urban public spaces are the lifeblood of cities. They provide opportunities for recreation, interaction, and rest, especially in densely populated urban areas like Mombasa. The installation of outdoor benches in strategic locations, such as Railways Garden, encourages residents and visitors alike to engage more actively with the urban environment. These benches offer a place to rest for pedestrians, the elderly, children, and people with limited mobility, thus enhancing inclusivity and accessibility across the city

The World Bank Division Director together with Technical Team Leaders,Technical Experts and Task Leaders from the Bank visited the County today. Being his first visit to Mombasa since his deployment, the Division Director was keen to see the progress and the impacts of the World Bank funded projects and potential areas of investment with special focus given to socioeconomic and ecological resilience against the impacts of climate change as well as improvement of quality of life at the County. The team visited the old town and Mbaraki combined sewer and storm water out fall. They were accompanied by technical officers from the county, officers from the subcounty coordination unit as well as the local community members who took them through the unique challenges and opportunities in the areas visited. Later the Division Manager and officers from the Bank paid a courtesy call to H.E the Governor Abdulswamad Shariff Nassir where the challenges affecting the quality of life of the County’s residents and existing opportunities were discussed.

‎Today marked the 2nd day of the County Annual Development Plan (ADP) public participation, a constitutional obligation and key pillar for fostering inclusive, responsive, and sustainable development in Kenya. The process empowers citizens to shape the county’s development priorities and strengthens the legitimacy of county governance.
‎Engagements took place across all six wards of Kisauni Sub-county. CECM Waziri Emmily Achieng was stationed in Mtopanga Ward together with some of her executive colleagues and Chief officers for the morning session, and later in afternoon at Shanzu Ward, while our Chief Officer Mr.Daleno was at Mwakirunge in the morning before joining Madam Waziri, fellow CECs, and CCOs for the afternoon session in Shanzu.
‎Tomorrow, the public participation continues in Likoni Sub-county. All residents are encouraged to attend and share their views as we work together toward the development of our county.

‎Today's Mombasa Mangrove Mudbath was a tremendous success!
‎Residents turned up in large numbers for the fun run and later joined hands in a spirited mangrove planting exercise. The event was flagged off by the CECM Waziri Emmily Achieng , accompanied by our new Chief Officer Mr. Daleno , alongside representatives from both county and national government.
‎‎This initiative not only promoted fitness and fun, but also championed environmental conservation — a step forward towards a greener and more resilient Mombasa

PUBLIC PARTICIPATION FORUM ON DRAFT SANITATION & AIR QUALITY REGULATIONS 2025

‎Earlier today, the Department of Water, Natural Resources and Climate Change Resilience successfully held a public participation forum at Tononoka Social Hall on the (Draft Mombasa County Water and Sewerage Services (Sanitation) Regulations 2025 and the Mombasa Climate Change - Air Quality Regulations 2025.)
‎The session was led by the CECM Waziri Emmily Achieng and Chief Officer Eng. Albert Keno , alongside directors from the department, who engaged the public, stakeholders and various interest groups on key provisions of the draft regulations.
‎Valuable insights, suggestions, and concerns were shared by Mombasa residents, touching on sanitation service delivery, environmental protection, and the need for inclusive implementation frameworks. These views will be carefully considered in shaping the final draft of the regulations.

‎Special thanks to Mombasa Sub County Administration for the success of this exercise together with all who attended and contributed meaningfully. Together, we are building a cleaner, healthier and more resilient Mombasa County.
