Jumuiya Ya Kaunti Za Pwani Secretariat convened a 2-day ‘Kenya Go Blue: Green–Blue Bond Financing’ Framework workshop held at Kilili Baharini Resort & Spa on April 16th and 17th. The workshop was attended by the Chief Guest, Tana River Governor and JKP Chairman H.E Major (Rtd) Dr. Dhadho Godhana, Coastal County leadership and partners to chart a bold, innovative path for financing sustainable development. It brought together County Executive Committee Members and Chief Officers from the Blue Economy and Finance dockets, County Attorneys and legal advisors, investment corporation leaders, and partners including United Nations Development Programme (UNDP), Nairobi Securities Exchange (NSE) and FSD Africa. The workshop focused on unlocking capital for nature, people, and economic transformation through a pioneering Green-Blue Bond.

The call to action was clear, Coastal Kenya must design homegrown, innovative financing mechanisms that respond to its unique ecological and economic realities. The Green-Blue Bond presents an opportunity to join this global momentum while tailoring solutions that sustainably finance marine ecosystems, climate resilience, and livelihoods along the Coast.

From a capital markets standpoint, the Nairobi Securities Exchange reaffirmed its commitment to positioning the bond as a flagship instrument that links finance to the real economy. With a renewed purpose of inspiring Africa’s transformation, the exchange emphasized its readiness to support structuring, investor readiness, and eventual listing. This marks a critical shift-leveraging capital markets not just for traditional investments, but as engines for climate finance and sustainable coastal development.

With several counties already establishing investment corporations, the region is now poised to package bankable projects and pursue blended finance at scale. The Green-Blue Bond is emerging as a transformative, jointly owned instrument, one that could unlock jobs, strengthen the blue economy, and position Kenya’s coast as a cornerstone of national and global sustainable development.
