The Ministry of Information, Communications and The Digital Economy (MOIC-DE) has responsibility for formulating, administering, managing and developing the Information, Broadcasting and Communication policy. In October, 2022, through an Executive Order No. 1/2022, the Ministry was split into two state Departments:

1. The State Department of ICT and Digital Economy.

This Evening, the Cabinet Secretary, Ministry of Information, Communication and the Digital Economy, H.E Hon. William Kabogo Gitau, EGH, appeared before the Departmental Committee on Communication, Information and Innovation to present the Ministry’s 2026/2027 Budget Estimates and outline key priorities for the upcoming financial year.

He highlighted the Ministry’s achievements and financial performance, while raising concerns over reduced external financing, which is expected to affect key programmes such as the Last Mile County Connectivity Project (LMCCP) and the Kenya Digital Economy Acceleration Project (KDEAP).

The CS reaffirmed the Ministry’s commitment to advancing the Government’s Bottom-Up Economic Transformation Agenda (BETA), particularly under the Digital Superhighway and Creative Economy pillars.

The Ministry continues to deliver on its mandate through the State Department for Broadcasting and Telecommunications and the State Department for ICT and the Digital Economy, working closely with its SAGAs, which includes the Communications Authority of Kenya (CA), ICT Authority (ICTA), Konza Technopolis, KBC, Media Council of Kenya and the Postal Corporation of Kenya.

Today, the Cabinet Secretary, Ministry of Information, Communication and the Digital Economy, H.E Hon. William Kabogo Gitau, EGH, joined his fellow Cabinet colleagues and other leaders at State House, to witness the award of charters to the Kenya Advanced Institute of Science and Technology (Kenya-AIST) and KEMRI University.

The conferment of the charters presided over by H.E President William Samoei Ruto , marks a significant milestone in the Government’s continued commitment to strengthening higher education, advancing scientific research and positioning Kenya as a regional hub for innovation, technology and knowledge-driven development.

Kenya-AIST plays a transformative role in nurturing highly skilled professionals in science, engineering, Artificial Intelligence (AI), digital technologies and applied research in a move to support industrial growth, foster innovation ecosystems and accelerate the country’s transition towards a knowledge-based economy.

The move underscores the Government’s commitment to investing in quality education, research and innovation as key pillars of economic transformation and sustainable development.

The Cabinet Secretary, Ministry of Information, Communication and the Digital Economy, H.E Hon. William Kabogo, EGH, held a constructive bilateral ICT discussion with Rwanda’s Minister of ICT and Innovation, Paula Ingabire, on advancing cooperation between Kenya and Rwanda in the digital economy.

The discussions focused on AI, data centres, digital infrastructure, innovation, talent development, and regional collaboration. They agreed on the need to accelerate practical implementation of existing frameworks and strengthen coordination through regional platforms such as Connected Africa and Smart Africa.

Kenya remains committed to working with Rwanda and other African partners to build a more connected, resilient, and innovative digital future for the continent.

Today, the Cabinet Secretary, Ministry of Information, Communication and the Digital Economy H.E Hon. William Kabogo, EGH, appeared before the Senate to address concerns regarding the protection of children in the digital space, particularly against cyberbullying, online exploitation, harmful content, gambling exposure, and abusive data-harvesting practices on online platforms.

The proceedings chaired by the Speaker of the Senate, Rt. Hon. Amason Jeffah Kingi, EGH, centered on the government’s responsibility to ensure that children are safeguarded from harmful online environments, especially across social media platforms such as TikTok, Facebook, Instagram, Telegram and online betting sites.

He assured the Senate that the Ministry is working closely with key stakeholders, including the Communications Authority of Kenya (CA), the Office of the Data Protection Commissioner (ODPC), law enforcement agencies, and child protection organizations, to strengthen online safety measures aimed at protecting the rights, privacy, and wellbeing of children.

Among the measures being implemented are the strengthening of age-verification systems on social media and gambling platforms, enhanced monitoring and regulation of harmful online content through the CA, increased public awareness campaigns on cyber safety and responsible internet use, as well as intensified investigations and crackdowns on illegal gambling and betting operations targeting young people.

The government remains committed to creating a safer and more secure digital environment for all children and ensuring that technology is used responsibly for their growth, learning, and protection.
