We are rolling out the eNotification System, a fully digital platform for the notification and registration of births and deaths. This system will replace the traditional paper-based process with a modern, paperless solution.
What this means:
✅Real-time birth registration, eliminating previous delays
Paperless process with no physical forms required
✅Improved accessibility and convenience
✅Digital notifications via SMS and email
The rollout has begun in phases, starting with Nairobi County. We are currently onboarding and training hospitals and health facilities to support implementation; with plans underway for a national rollout. The Data Sharing Committee has today met to deliberate on possible data sharing frameworks that will allow us to accountably share fertility and mortality data with other government agencies.
Our data sharing will be governed by the data minimization practice that restricts recipient agencies to using the personal data only for the purposes it is shared for. This is to enhance personal data privacy as stipulated in the Data Protection Act of Kenya.

Large numbers of Samburu County residents continue to turn out to the various real-time mobile registration and issuance sites. What this exercise means for the residents of this county is:
1. Social and economic inclusion. Opening of bank accounts, voting, and employment.
2. Protection from exploitation like child labor, early marriages and trafficking.
3. Access to essential services like school enrollment, healthcare, feeding programs and employment.
4. National ID eligibility at the age of 18 years.
5. Death certificates are critical for protection of inheritance rights to land, livestock for widows in the event of a spouse’s death.
We remain aligned to the BETA pillar of inclusive national growth.

National Government Administration Officers (NGAO) sensitization on the new registration guidelines.
As of the year 2025, Nakuru county births and deaths registration coverage stood at 77.8% and 51.1%, respectively.
This sensitization serves as a tool for boosting these numbers to a 100% coverage; by reaching the underserved communities through the decentralized NGAO structures.
The initiative is our resounding commitment to timely and accurate service delivery based on verifiable population data.

We continue to engage the National Government Administration Officers (NGAO) on a nationwide sensitization programme on streamlining registration processes of identity documents: Birth certificates and National IDs.
Accompanying PS Belio Kipsang on a two day tour to Bomet, Kericho, Uasin Gishu and Nandi County, our Secretary Mr. Paul Mwangemi, reiterated the need for acquiring a birth certificate; the primary identity document on which an individual’s whole identity is based on. A birth certificate unlocks many opportunities including easy access to essential government services like education and health.
This sensitization initiative leverages the NGAO grassroots wide reach in the bid to ensure that every eligible Kenyan is identified and registered. We are leaving no one behind.
