SUMMARY OF BBI REPORT ON
A) EXECUTIVE
✓President
✓Deputy President
✓Prime Minister
✓Two Deputy Prime Ministers.
^ President to nominated a person from the party with majority of MPs in the National Assembly to be voted through a resolution by N.A as the Prime Minister.
^ Deputy Prime Ministers to be appointed from from the cabinet.
^ Functions of the PM is to supervise and coordinate the functions of Government business in the National Assembly.
^ Half of Cabinet to be named from Parliament and half from outside parliament. Cabinet Secretaries to be known as Cabinet Ministers.
^ Prime Minister can be removed through a vote of no confidence Supported by two thirds of MPs, or the President can fire him/her.
^ President to appoint Cabinet Ministers and Permanent Secretaries.
B) DEVOLUTION
^Devolved funds to be increased from the current 15% to 35% of the last GoK audited financial accounts.
^ Ward Development Fund to be introduced and will be getting 5% of the shareable revenue sent to the County.
^ The governor and the deputy governor will not be from the same gender.
C) PARLIAMENT
All nominated slots and Woman Rep seats in the Senate and Parliament to be scrapped.
^ Each County to produce two senators, one male, one female.
^ Parliament to retain 290 Constituents. But 70 MPs to be added in relation to Population strength.
^ Party primaries for Members of Parliament to meet two third gender rule so that the N.A will satisfy the Constitutional 2/3 gender rule.
D) WARDS
^All the 1450 wards to be retained. Nominated positions in the County Assemblies to be retained to satisfy 2/3 gender rule.
^Those to be Nominated in the County Assemblies will be the female candidates with the highest votes during party primaries.
