MDAS CAPACITY BUILDING WORKSHOP ON THE GOVERNMENT LEGISLATIVE AGENDA (GLA) TOOLS.
The State Department for Parliamentary Affairs is currently conducting a Capacity Building Workshop for MDAs on the Government Legislative Agenda (GLA) tools at KALRO, Naivasha.
The workshop focuses on strengthening how Government institutions develop, track, and implement policies and legislation under the Whole-of-Government Approach. It also reinforces coordination between policy development, legislative processes, and parliamentary engagement to improve consistency and delivery across Government.
In remarks delivered on her behalf by Mr. Richard Miano, Director Legislative Affairs, Dr. Aurelia Chepkirui Rono, CBS, Principal Secretary, underscored the progress made in structuring and coordinating the Government Legislative Agenda across MDAs and the need to sustain focus on effective implementation.
She noted that 1,342 initiatives are currently being tracked across statutory instruments, policy proposals, and legislative initiatives, reflecting the scale of Government priorities under implementation. She emphasized the importance of strengthening discipline in follow-through, reporting, and coordination to ensure that approved priorities are effectively delivered.
She further highlighted the key instruments guiding this work, including the Public Policy Handbook for Kenya, the Guidelines for the Development of National Government Policy and Legislation (2024), the Parliamentary Liaison Framework, and the Public Policy Monitoring and Evaluation Framework. These tools are intended to standardize processes, strengthen coherence, and improve accountability across Government.
She emphasized that MDAs remain central to the effectiveness of the Government Legislative Agenda, particularly in ensuring that policy commitments are translated into implementable and measurable programmes. Strengthening inter-agency coordination remains critical in addressing implementation gaps.
The State Department continues to work closely with MDAs and Parliament to deepen coordination, strengthen parliamentary liaison, and support effective delivery of Government priorities.

PUBLIC PARTICIPATION ON THE STATISTICS BILL, 2026.
The State Department for Parliamentary Affairs wishes to draw the attention of the public to a call for public participation and submission of memoranda by the Kenya National Bureau of Statistics, a Semi-Autonomous Government Agency (SAGA) under the National Treasury, on the Statistics Bill, 2026. The Bill, which was published on 28th April 2026, proposes a comprehensive overhaul of Kenya's statistical framework. It seeks to repeal the Statistics Act, Cap. 112, and establish the Kenya Statistics Authority as a body corporate with perpetual succession.
The key objectives of the Bill are to provide a comprehensive legal framework for the collection, compilation, analysis, production, management and dissemination of official statistics; to establish an independent and professionally autonomous national statistical authority responsible for the coordination of official statistical programmes; to establish and regulate a coherent and integrated National Statistical System at the national and county levels; to ensure the production of high quality, relevant, timely and reliable official statistics; to promote the use of administrative data, big data and citizen-generated data for statistical purposes; to protect the confidentiality and security of statistical data and safeguard the privacy of individuals and entities; to promote the use of official statistics for evidence-based decision-making; and to align the national statistical system with international standards and best practice.
Members of the public and stakeholders are invited to submit written submissions, memoranda or comments on the draft Bill by 20th May 2026, via email to [email protected] and [email protected].

PUBLIC NOTICE ON THE COMING INTO FORCE OF THE EAST AFRICAN COMMUNITY ASSEMBLY AND MANUFACTURING OF PRODUCTS REGULATIONS, 2023
The State Department for Parliamentary Affairs wishes to draw the public's attention to a notice issued by the Ministry of Investments, Trade and Industry, through the State Department for Industry, notifying all manufacturers, assemblers, investors, and the general public that the East African Community Assembly and Manufacturing of Products Regulations, 2023 shall come into force on 1st July, 2026.
The Regulations, issued under the East African Community Customs Management Act, 2004, and adopted by the East African Community Council of Ministers, aim to promote the use of raw materials and goods manufactured in the Community in the assembly and manufacture of products. The key objectives are threefold: first, to provide for the registration of manufacturers and assemblers within the Community; second, to specify the raw materials or goods manufactured in the Community for use in the assembly and manufacture of products; and third, to specify the incentives accruing to assemblers and manufacturers for the use of raw materials manufactured in the Community.
Key provisions for stakeholders include mandatory registration with competent authorities, submission of time-bound localization plans, maintenance of records for at least five years, and duty remission incentives based on four distinct assembly levels. Raw materials or goods manufactured in the Community as specified in the Second Schedule shall be excluded from imported Completely Knocked Down and Semi Knocked Down kits, with importation of such items attracting full duties.
All stakeholders are encouraged to apprise themselves with the provisions of the Regulations and take necessary steps to ensure compliance ahead of the commencement date.
The State Department for Industry is currently undertaking stakeholder engagement and sensitization initiatives to facilitate smooth implementation.

THE DRAFT KENYA DEPOSIT INSURANCE (CONTRIBUTION BY INSTITUTIONS) REGULATIONS, 2026, THE PROPOSED REVISED COVERAGE LIMIT AND THE DRAFT KENYA DEPOSIT INSURANCE GUIDELINES (TRUST ACCOUNT), 2026
The State Department for Parliamentary Affairs wishes to draw the attention of the public and stakeholders to an ongoing call for public participation and submission of memoranda by the Kenya Deposit Insurance Corporation (KDIC) on the Draft Kenya Deposit Insurance (Contribution by Institutions) Regulations, 2026, the Proposed Revised Coverage Limit and the Draft Kenya Deposit Insurance Guidelines (Trust Account), 2026.
The Draft Kenya Deposit Insurance (Contribution by Institutions) Regulations, 2026 introduce a system where banks contribute to the deposit insurance fund based on their level of risk, encouraging better risk management and strengthening the stability of the banking sector.
KDIC is also reviewing the deposit insurance coverage limit which is the maximum amount protected for depositors in case a bank fails. The review aims to ensure that depositors, especially small savers, continue to receive meaningful protection.
Additionally, KDIC has developed Draft Kenya Deposit Insurance Guidelines (Trust Account), 2026 to guide how trust accounts are opened, managed and reported. These Guidelines are meant to protect funds held on behalf of clients and ensure transparency and accountability in how such funds are handled.

THE DRAFT NATIONAL FORENSIC SCIENCE BILL, 2026
The State Department for Parliamentary Affairs wishes to draw the attention of members of the public and stakeholders to an ongoing call for public participation and submission of memoranda by the Ministry of Interior and National Administration on the Draft National Forensic Science Bill, 2026. The Bill establishes a comprehensive legal framework for the regulation and coordination of forensic science services in Kenya. It seeks to standardize the collection, handling, analysis and presentation of forensic evidence while promoting the use of scientific methods in investigations and court processes.
The proposed law is expected to strengthen the criminal justice system by enhancing the reliability of evidence, improving investigative capacity and reducing delays in case resolution. It also promotes accountability through regulation of forensic practitioners and laboratories thereby improving public confidence in the administration of justice.

ENHANCING CAPACITY ON DATA PRIVACY AND PROTECTION
A section of officers from the State Department for Parliamentary Affairs are currently undertaking a sensitization and training workshop on data privacy and protection at the Kenya Agricultural and Livestock Research Organization (KALRO) in Murang’a County.
The training, facilitated by officials from the Office of the Data Protection Commissioner (ODPC), is designed to deepen participants’ understanding of data governance frameworks, compliance requirements, and the practical application of the Data Protection Act. Through interactive engagements, the officers are exploring key principles of lawful data processing, institutional responsibilities in handling personal information, and measures for strengthening data security and managing potential breaches.
This capacity-building initiative reflects the Department’s commitment to embedding a culture of privacy, accountability, and responsible data use within public service. As government operations continue to evolve in an increasingly digital environment, safeguarding personal data remains central to building public trust and enhancing transparency.
By strengthening internal capacity on data protection, the State Department for Parliamentary Affairs continues to align its operations with national legal frameworks and international best practices in information governance.
