OFFENDER COMMUNICATION SYSTEM TO STRENGTHEN OFFENDER REINTEGRATION AND IMPROVE PACS SERVICE DELIVERY

The Probation and Aftercare Service (PACS) is set to strengthen the reintegration of offenders into their families and communities through the introduction of an offender communication system that will enable offenders in PACS institutions to maintain regular contact with their families.

The system is being introduced in partnership with Telio Group and will initially be piloted at Nairobi Probation Hostel and Nakuru Girls Probation Hostel, before consideration for rollout to the other PACS institutions.
The initiative is expected to play a significant role in supporting the rehabilitation and reintegration of offenders by helping them maintain and rebuild relationships with their families while they are undergoing institutional rehabilitation.

For many offenders, maintaining meaningful family connections is an important part of preparing for life after institutional care. Regular communication can help preserve family bonds, provide emotional and social support, and create a stronger support network for offenders as they transition back into their communities.

Speaking during a meeting between Telio Group, led by Ghislain d’Adesky, and the PACS technical team, the Acting Secretary, Mr. Shadrack Kavutai, welcomed the partnership and said that the system will also enhance the ability of PACS officers to facilitate effective reintegration by strengthening communication between offenders and their families. This will complement existing rehabilitation, counselling, supervision and reintegration interventions undertaken by the Service.

The telecommunication company is already on the ground and will be conducting site visits as from tomorrow the 20th August 2026 in Nairobi Probation Hostel.

PACS Puts Communities at the Centre of Crime Prevention.

The Probation and Aftercare Service (PACS) has challenged communities to take a more active role in preventing crime before it happens.

The call was made today during the closing of a three-day Social Crime Prevention Training of Trainers Workshop held in Nakuru County under the Community Probation Volunteer (CPV) Project.

The Acting Secretary of Probation and Aftercare Service, Mr. Shadrack Kavutai said traditional justice approaches have largely focused on what happens after an offence is committed, while the CPV model seeks to involve communities earlier by identifying and addressing factors that may contribute to crime.

“What if we could intervene before crime happens?” the Acting Secretary asked participants.

The CPV Project gives communities a greater role in crime prevention, rehabilitation and reintegration of offenders while strengthening collaboration between probation officers and community volunteers.

Participants were trained on social crime prevention, partnerships, resource mobilisation and the respective roles of probation officers and Community Probation Volunteers. They were urged to return to their stations with practical action plans and share the knowledge gained with their communities.

The initiative is anchored in the PACS Social Crime Prevention Strategy 2026–2030, which promotes a proactive, preventive and community-driven approach to crime prevention.
The Japan International Cooperation Agency (JICA Kenya ) has supported the project through capacity building and strengthening community participation.

JICA Senior Program Officer Simon Kariuki urged participants to cascade the lessons learned, while Rift Valley Regional Director Dr. Florence Mueni called for the CPV model to be expanded to more stations across Kenya.

Also present were Nairobi/Kiambu Regional Director, Madam Sarah John, Deputy Director Ann Kimathi , Deputy Director Benta Ochieng and other Senior officers from PACS headquarters.
