Homa Bay Stakeholders Convene to Fast-Track Public School Land Titling
More than 400 heads of public educational institutions in Homa Bay County today met with government officials and land administration stakeholders to discuss measures aimed at accelerating the titling of public school land and safeguarding learning institutions from land-related disputes.
The meeting, held at Ogande Girls' Secondary School, was convened by Homa Bay County Commissioner Ronald F. Mwiwawi in collaboration with National Land Commission (NLC) Homa Bay County Coordination office led by the coordinator Violet Odawa.
Also in attendance were County Director of Education Eunice Khaemba, County Police Commander Lawrence Koilem, County Criminal Investigations Officer Peter Kimulwo, Deputy County Commissioners from various sub-counties, and officials from the Ministry of Lands and Physical Planning, including the County Land Registrar, County Land Surveyor, County Land Adjudication Officer and County Land Administration Officer.
Addressing the meeting, Mr. Mwiwawi underscored the importance of securing title deeds for public schools, noting that secure land tenure is critical in protecting educational institutions from encroachment and land grabbing. He urged stakeholders to work together in resolving land disputes and expediting title deed processing for schools across the county.
Ms. Odawa emphasized the need for collaboration among government agencies and education stakeholders to accelerate the public school land titling programme. She also guided school heads on the procedures involved in land registration and title deed acquisition.
The meeting heard that only 27 per cent of public schools in Homa Bay County currently possess title deeds, leaving many institutions vulnerable to land-related challenges.
To address the situation, the National Land Commission and the County Director of Education agreed to jointly develop a comprehensive database of public schools and their land registration status to support future titling interventions.
Ms. Khaemba acknowledged the support provided by the National Land Commission in securing public school land and reaffirmed the education sector's commitment to working with stakeholders to ensure all public schools acquire title deeds.
The stakeholders resolved to strengthen inter-agency collaboration, enhance information sharing, expedite land registration processes and address land disputes to accelerate the issuance of title deeds to public schools throughout Homa Bay County.

NLC Advances Digital Transformation Agenda Through Land Administration Systems Review
Maanzoni, Machakos County, June 3, 2026 – The National Land Commission (NLC) today continued its consultative forum on the mapping and reengineering of land administration and management processes, with discussions focusing on the development of an integrated digital land administration system.
The second day of the workshop, being held at Maanzoni Hotel in Machakos County, was attended by NLC Vice Chairperson Dr. Julie Oseko, who joined the management and technical officers in deliberating on the future of digital land governance in Kenya.
The Food and Agriculture Organisation of the United Nations, in partnership with the European Union through the Digital Land Governance Programme is supporting NLC in the commission’s automation journey.
Another key partner is the Ministry of Lands, Public Works, Housing and Urban Development.
Presentations and working sessions centred on the mapping of end-to-end land administration and management workflows across the Commission's directorates. Participants reviewed existing operational processes and identified opportunities for integration into a unified digital platform that will support the Commission's constitutional mandate.
The discussions also examined how various land administration functions can be harmonised within an integrated system to improve information sharing, reduce duplication of processes and facilitate faster decision-making. Participants emphasized the need for interoperable systems capable of supporting land allocation, public land inventory management, valuation and taxation, land use planning and other core functions of the Commission.
The workshop further provided a platform for technical teams to validate existing workflows and develop recommendations that will inform the design of future digital solutions, including integration with ongoing national land information management initiatives.
The consultative forum is expected to culminate in the development of reengineered workflows, a digital systems architecture and an implementation roadmap that will guide the Commission's digital transformation agenda.
Through the initiative, the National Land Commission aims to modernise land administration and management processes, enhance public access to land services and strengthen the management of public land through technology-driven solutions. National Land Commission Appears Before Parliamentary Public Petitions Committee.
Today, the Chairperson of the National Land Commission (NLC), Dr. Abdillahi Alawy, accompanied by the Commission’s Chief Executive Officer, CHRP Kabale Tache, appeared before the Public Petitions Committee chaired by the MP for Runyenjes, Hon. Muchangi Karemba, CBS.
During the session, the Commission submitted its position on three distinct petitions, namely: Public Petition No. 59 of 2023, concerning the resettlement of squatters in the Ontulili area of Mount Kenya Forest; Public Petition No. 18 of 2025, regarding the determination of road reserve boundaries and the protection of ancestral lands claimed by residents of Gitei Village, Kiambu County; and Public Petition No. 5 of 2024, which addresses the alleged irregular acquisition of land parcels designated as Kapkagaron Farm, Land Reference Nos. 5423/2 and 6053, located in Nandi Hills Sub-County.
The Committee duly acknowledged the efforts undertaken by the Commission, observing that NLC has acted with fairness and justice in the handling of the aforementioned matters. This recognition reaffirms the commission’s steadfast commitment to transparency, due process, and the resolution of both historical and contemporary land injustices.

NLC Begins Digital Transformation Process to Streamline Land Administration

The National Land Commission (NLC) has commenced a four-day consultative forum aimed at mapping and reengineering land administration and management processes in readiness for digital transformation.
The forum, being held at Maanzoni Hotel in Machakos County, has brought together officials from the Commission, the Ministry of Lands, Public Works, Housing and Urban Development, and the Food and Agriculture Organization through EU/FAO Digital Land Governance Programme to review existing workflows and develop an integrated digital framework for land governance.

Dr Julie Oseko, and commissioners Hon Tiyah Galgalo and CHRP Vincent Kigen were present for the opening of the forum.
Opening the forum, Hon. Tiyah underscored the importance of leveraging technology to enhance efficiency, transparency, and service delivery in land administration. The workshop seeks to document existing operational processes, identify areas for improvement, and develop future-state workflows that will support the Commission's ongoing digitisation agenda.
Over the four days, participants will undertake detailed mapping of end-to-end workflows across directorates and examine opportunities for integration with the national ArdhiSasa platform. The sessions will also deliberate on the establishment of a comprehensive Public Land Inventory and mechanisms for enhancing accessibility of land information.

Today, National Land Commission (NLC) Commissioners Hon. Mary Seneta and Hon. Mohamed Abdi, alongside Chief Executive Officer Kabale Tache and Director of Human Resource Management, CHRP Ben Bett, paid a courtesy visit to the Kilifi County National Land Commission Office. They were received by the NLC County Coordinator, Ummi Kugula, and her team.
The discussions centered on practical measures to strengthen the county office’s capacity to deliver on the Commission’s constitutional mandate. The leadership conveyed sincere appreciation to the Kilifi staff for their resilience and dedication in ensuring that the Commission’s services remain visible and accessible to citizens at the grassroots level.
The National Land Commission reaffirms its commitment to reaching even the most remote villages in Kenya. No citizen shall be left behind in securing their land rights, and the Commission will continue to enhance its presence across all counties to realize this vision. NATIONAL LAND COMMISSION TEAM CONTINUES GROUND VERIFICATION FOR REREC PARCELS OF LAND SITES IN TURKANA COUNTY
The National Land Commission (NLC) team has continued with the ongoing ground verification exercise for REREC parcels of land across various sites in Turkana County. The exercise is being led by Ms. Jacinta Gitau, Deputy Director of Land Administration.
Prior to the field visits, the team paid a courtesy call to the Deputy County Commissioner (DCC) of Loima, Mr. Justus Mangangi, who warmly welcomed the teams from both NLC and REREC and assured them of adequate security during the exercise.
The team also visited the Assistant County Commissioner of Turkana South Sub-County, Mr. Patrick Mwangi, who reaffirmed the government’s commitment to ensuring safety and security throughout the verification process in Turkana South.
Speaking during the visits, Ms. Jacinta Gitau, Deputy Director of Land Administration at NLC, noted that the exercise aims to verify REREC sites on the ground and encouraged public institutions to safeguard public land. She emphasized that the National Land Commission manages public land on behalf of both the National and County Governments and urged counties to ensure that communities and individuals acquire proper land ownership documents.
“When all land in Kenya has been planned, surveyed and ownership record secured, together we can transform our counties to match global standards like Singapore,” she said.
The verification exercise later proceeded to several sites, including Lochwa, Naposimoru, Lokichar in Turkana South Sub-County, Kalemng’orok in Aroo Sub-County, as well as Lorengip and Lokiriama in Lokiriama Sub-County.

The National Land Commission (NLC) Committee on Communication, Technologies and Partnerships on Tuesday concluded its two-day working retreat in Machakos County, with members reviewing strategic partnership initiatives and strengthening collaboration between the Commission’s Communication and ICT Departments.
The committee was joined by Ms. Jane Mwangi from the International Land Coalition (ILC), a key partner organisation that has signed a Memorandum of Understanding (MoU) with the Commission to support various land governance initiatives.
During the session, Ms. Mwangi presented on the MoU between ILC and NLC and highlighted areas of collaboration under the partnership. She also took the committee through a jointly developed work plan aimed at enhancing implementation of shared programmes and activities.
Committee members were given an opportunity to deliberate on the proposed work plan and provide their views and recommendations on priority areas of engagement moving forward.
The retreat was led by Committee Chairperson Hon. Tiyah Galgalo, who had earlier challenged senior officers from the ICT and Communication Departments to work together in supporting the Commission’s constitutional mandate through effective communication and technological innovation.
