UNSDCF EVALUATION STEERING COMMITTEE MEETING
The UNSDCF Evaluation Steering Committee convened today, Tuesday, 6th October 2026, at The Treasury Building to review, validate and endorse the findings of the final evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF), setting the groundwork for the upcoming 2027–2032 cycle.
The independent assessment revealed a solid track record of performance, with 55 per cent of outcomes and 63 per cent of outputs fully or mostly achieved.
On the financial front, the framework successfully mobilized approximately US$2.3 billion, representing 70 per cent of its required funding.
The report highlighted notable successes in policy formulation, institutional capacity, data systems, social service delivery and environmental resilience.
However, it also underscored critical areas for improvement, including a 25 per cent data gap across outcome indicators, fragmented program delivery, static implementation strategies, weak development financing and insufficient disaggregated data particularly regarding the "Leaving No One Behind" principle.
During his remarks, the Principal Secretary for Economic Planning Dr. Bonface Makokha reaffirmed the Government of Kenya’s commitment to its strategic partnership with the United Nations.
PS Makokha also noted that UN support has been instrumental in strengthening national and county-level institutional frameworks, planning processes and data architecture.
"Sustainable development requires strong and well-supported national systems, particularly in planning, accounting and data management," PS Makokha emphasized. He observed that, as Kenya navigates a complex global economic climate, synchronized development planning, robust monitoring, and reliable data remain vital for evidence-based decision-making.
He further stated that the strategic role of the State Department for Economic Planning and its specialized semi-autonomous agencies in translating policy priorities into concrete national and subnational programs.
Looking ahead, the steering committee considered strategic recommendations to guide the formulation of the 2027–2032 UNSDCF. To maximize impact, the evaluation recommends adopting a narrower scope with deeper delivery, shifting toward fewer, larger-scale and longer-duration interventions.
The upcoming framework will prioritize enhanced adaptability, joint governance with government entities, integrated programming and strategic development financing.
In attendance were: UN Resident Coordinator, Dr. Garry Conille; Economic Planning Director General Dr. Masini Ichwara; Economic Planning Secretaries Festus Wangwe, Monica Asuna and UNICEF Representative Shaheen Nilofer among others.
