IGRTC, led by Chairman CPA Kithinji Kiragu, today engaged the Parliamentary Constitutional Implementation Oversight Committee (CIOC), chaired by Hon. William Kamket, in discussions on the development of a parliamentary framework for Post-Legislative Scrutiny (PLS) of legislation.
The engagement focused on strengthening mechanisms for assessing whether laws achieve their intended objectives, particularly those governing devolution and the relationship between the National and County Governments.
Chairman CPA Kithinji Kiragu underscored the importance of post-legislative scrutiny in examining whether laws affecting devolution translate constitutional mandates into clear responsibilities, effective coordination, adequate resourcing, and accountable service delivery.
The stakeholder engagement brought together key institutions involved in legislation, implementation, oversight, research, and law reform, highlighting the importance of evidence-based review in strengthening legislative effectiveness, constitutional implementation, and the delivery of services to citizens.
