Bishkek at the SCO Youth Forum in China 🇰🇬🇨🇳
From August 4–9, 2025, the city of Tianjin, China is hosting the international educational forum “Chinese Bridge” – “SCO Meeting”, bringing together young people and education leaders from Shanghai Cooperation Organization countries to promote cultural exchange, youth initiatives, and the Chinese language.
Bishkek is represented by Deputy Mayor Viktoriya Mozgacheva, Director of the Education Department Rakhat Musaeva, along with principals and students from our capital’s schools.
Speaking at the official opening ceremony, Deputy Mayor Mozgacheva said:
“We deeply value the opportunity to take part in such an important project that unites youth and professionals from different countries. Events like this strengthen cultural ties, foster mutual respect and tolerance, and inspire young generations to pursue new knowledge.”
The opening gathered over 40 education officials from SCO countries, around 100 students and young representatives, and more than 400 international students studying in Tianjin.

🇰🇬🇨🇳From July 6 to 9, 2025, the “Global Dialogue of City Mayors of the Shanghai Cooperation Organization (SCO) Member States” was held in Tianjin, People’s Republic of China, as part of the preparations for the 25th SCO Summit. The event brought together representatives of municipalities from SCO member countries, including Kyrgyzstan, China, the Russian Federation, Kazakhstan, Tajikistan, and Uzbekistan.
The Mayor of Bishkek, Aibek Dzhunushaliev, delivered a welcome address in which he emphasized the importance of strengthening cooperation between sister cities to address pressing global challenges such as sustainable development, climate change, and the adoption of innovative technologies. “The cities of SCO countries are not only centers of economy and culture. They are where the daily agenda of the future is being shaped,” the mayor stressed.
As part of the event, Mayor Aibek Dzhunushaliev held a meeting with the Mayor of Tianjin, Bishkek’s sister city. During the meeting, the two sides discussed ways to deepen bilateral relations and explored prospects for implementing joint initiatives across various sectors.
Additionally, Mr. Dzhunushaliev visited Tianjin Foreign Studies University, where he engaged in an exchange of views on strengthening educational cooperation between Bishkek and Tianjin. Among the proposals discussed was the initiative to establish a Center for Language and Cultural Exchanges aimed at enhancing language training and expanding cultural interaction among students and schoolchildren.
Participants of the dialogue also explored opportunities for cooperation in the areas of urban infrastructure, environmental sustainability, and digital technologies, highlighting the value of shared experience in improving the quality of life in cities.
Mayor Dzhunushaliev’s participation in the “Global Dialogue of City Mayors” reaffirms the Kyrgyz Republic’s commitment to active international engagement and the development of strong municipal-level partnerships.

🇰🇬🇲🇾Today, in the picturesque Perdana Botanical Garden, the first-ever meeting between the mayors of Kuala Lumpur and Bishkek took place as part of the official visit of the President of the Kyrgyz Republic, H.E. Sadyr Japarov, to Malaysia.
The Mayor of Bishkek, Aybek Dzhunushaliev, and the Mayor of Kuala Lumpur, Mahyuddin Sharif, signed a Cooperation Document — a significant step toward building a partnership between the two capitals.
The parties agreed to cooperate in key areas such as:
• environmentally sustainable development and urban planning;
• cultural exchange and tourism development;
• preservation of historical heritage;
• effective municipal governance.
To commemorate the occasion, the mayors jointly planted a tree — a symbol of growing friendship and a shared commitment to greener, more sustainable cities of the future.
In her speech, the Mayor of Kuala Lumpur emphasized the importance of dialogue between cities and expressed confidence that this marks the beginning of long-term cooperation based on mutual respect, trust, and a shared aspiration for progress.
The Mayor of Bishkek, in turn, highlighted the significance of this meeting for Kyrgyzstan and expressed readiness for open exchange of experience, innovations, and cultural initiatives.

On June 16, 2025, in the city of Astana, the Mayor of Bishkek, Mr. Aibek Dzhunushaliev, took part in the Second Central Asia–China Industrial and Investment Forum, held within the framework of the official visit of the President of the Kyrgyz Republic to the Republic of Kazakhstan.
During the forum’s plenary session, the Mayor delivered a presentation on the investment potential of Bishkek, highlighting the key priorities of the city administration in fostering a favorable investment climate and a sustainable urban environment. Special attention was given to the prospects of public-private partnerships, the development of urban infrastructure, and the measures in place to support investors at both national and local levels.
Participation in the forum served as an opportunity to showcase Bishkek as a rapidly developing metropolis open to international cooperation and the attraction of direct foreign investment. It also enabled the establishment of direct contacts with representatives from the business community, international financial institutions, and relevant government bodies from Central Asian countries and China.
The Central Asia–China Forum is a respected regional platform that promotes deeper economic ties and the development of joint industrial and infrastructure projects.

🇰🇬🇮🇹 Yesterday, on October 3, as part of the visit of the President of the Kyrgyz Republic to Italy, a memorandum of understanding was signed between the cities of Bishkek and Rome. The document was signed by Bishkek Mayor Aibek Dzhunushaliev and the head of the municipality, Francesca Del Bello.
Under this memorandum, both cities aim to establish a framework for the development and support of mutual cooperation, friendship, and knowledge exchange. This will involve sharing experiences and engaging in internationally significant activities in the following areas of cooperation:
- Urban management and regeneration
- Environmental protection and sustainable development
- Education and culture
- Social development
- Social inclusion and innovation

🇰🇬🇺🇳First Deputy Mayor Mirlanbek Baigonchokov and WFP Representative and Country Director Kojiro Nakai have signed an agreement to cooperate between the Mayor’s Office and the World Food Programme.
The purpose of this agreement is to establish a framework of cooperation to further support and expand the capabilities of the Bishkek Mayor’s Office to improve the quality, efficiency, and sustainability of nutrition in urban schools and kindergartens.
Within the framework of the project, the plan is to develop the potential for effective management of variable nutrition models, including the development of a roadmap for optimizing nutrition in schools and kindergartens of the city, as well as a plan for its implementation.
This agreement includes the partial reconstruction of canteens in schools and kindergartens and, the improvement of infrastructure such as electricity, sewerage, water supply, heating, and sanitation. It also involves strengthening the technical potential of innovative and planet-friendly schools (solar panels, greenhouses, etc.), and the introduction of an optimized menu to ensure healthy nutrition in schools and kindergartens.
New sustainable and cost-effective models of school and preschool nutrition will be developed for implementation in urban schools and kindergartens.
Earlier, the Bishkek City Mayor’s Office, together with the UN WFP, signed a Memorandum of Cooperation, within the framework of which all planned activities were carried out in a timely and high-quality manner. As a result, the repair of dining rooms was carried out and equipment was replaced in 12 educational institutions.
To continue joint work and within the framework of a new agreement between the Bishkek City Mayor’s Office and the UN WFP, 12 schools and 3 kindergartens have been identified.

🇰🇬🇯🇵 First Deputy Mayor Mirlanbek Baigonchokov met with a Japanese delegation headed by Nozomu Minagawa, Director of the Department of International Cooperation and Foreign Projects, Policy Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, in Bishkek City Hall.
On the agenda is the intensification of partnership relations between the cities of and Japan in the field of urban planning, housing and communal services, and the development of transport infrastructure, including the organization of parking lots.
Mirlanbek Baigonchokov noted that the Bishkek City Mayor’s Office attaches great importance to the progressive development of relations between the capitals. “We would like to study ’s experience in solving these issues,” the first deputy mayor added.
At the end of the meeting, the parties expressed hope for the development of fruitful mutually beneficial cooperation.

🇰🇬🇫🇷 Deputy Mayor of Bishkek Victoria Mozgacheva met with Ambassador Extraordinary and Plenipotentiary of the French Republic to Kyrgyzstan Nicolas Fai in the metropolitan municipality.
The Ambassador Extraordinary and Plenipotentiary of the French Republic paid a courtesy visit.
During the meeting, the parties discussed the prospects for mutually beneficial cooperation in the cultural and humanitarian sphere. The sides stressed the importance of developing bilateral ties aimed at supporting cultural and educational projects, exchanging experience in the field of art and culture, as well as implementing joint activities.
“Bishkek City Mayor’s Office is ready to cooperate. The municipality has always provided and will continue to provide assistance in holding cultural and educational events, and are also ready to cooperate with the field of education,” said Deputy Mayor Victoria Mozgacheva.

The heads of Bishkek and Yekaterinburg Aibek Dzhunushaliev and Aleksey Orlov signed a roadmap for 2025-2026, which provides for the development of a format and concept for joint sports events for students of sports schools in Yekaterinburg and Bishkek, the exchange of experience in the organization of urban and suburban passenger transportation, a meeting of structural divisions to exchange experience on the design, creation, reconstruction and restoration of green space facilities, and also on the issues of repair and maintenance of green areas, etc.
Aibek Dzhunushaliev stressed the importance of strengthening mutually beneficial cooperation with the city of Yekaterinburg, the metropolis of the Sverdlovsk region of the Russian Federation, in sharing experience in the development of urban life, as well as the implementation of joint infrastructure and educational programs.

🇰🇬🇧🇾Bishkek Mayor Aibek Dzhunushaliev is on a working trip to Minsk (Republic of Belarus) at the invitation of Chairman of the Minsk City Executive Committee Vladimir Kukharev.
During the working visit, the head of the capital, Aibek Dzhunushaliev, took part in the opening ceremony of the international economic cooperation Forum.
In his speech at the forum, Aibek Dzhunushaliev emphasized the role of international cooperation: “International cooperation has played an important role in the successful implementation of all these projects. The experience of our foreign partners, as well as participation in forums such as this one, allow us to implement best practices and adapt them to the realities of our city. We are convinced that cooperation between cities at the international level will help us achieve common goals faster and more effectively.”
The Mayor of Bishkek also appealed to the forum participants to expand cooperation: “I urge colleagues from other cities to discuss the prospects of cooperation. We are ready to work on new joint projects and we are happy to invite you to visit Bishkek to personally see our achievements and discuss further ways of cooperation.”
It should be noted that representatives of more than 29 countries attended the international economic cooperation forum.
The mayor also held a bilateral meeting with Chairman of the Minsk City Executive Committee Vladimir Kukharev.
Aibek Dzhunushaliyev expressed deep gratitude for the hospitality and invitation to the opening of the forum, and highlighted the importance of developing mutually beneficial cooperation with the twin city of Minsk.
“The Mayor’s Office is interested in sharing experiences with the City Executive Committee. Bishkek city remains open for cooperation and is ready to share its successes and experiences with other cities,” Mayor Aibek Dzhunushaliev said.

🇰🇬🇸🇦 Mayor Aibek Dzhunushaliev met with a delegation from the Kingdom of Saudi Arabia at the metropolitan municipality.
The Mayor welcomed Faisal Ba Abdullah, Director of the Asia Department of the Ministry of Investment of the Kingdom of Saudi Arabia, and other delegation members, expressing sincere gratitude for their visit.
The meeting was also attended by Ambassador Ulukbek Maripov, the Kyrgyz Republic’s Ambassador to the Kingdom of Saudi Arabia, and Deputy Mayor Ramiz Aliev.
During the meeting, the parties discussed various aspects of bilateral cooperation. Aibek Dzhunushaliev emphasised the readiness of the Bishkek City Mayor’s Office to collaborate on implementing investment projects in key industries.
In response, Mr Faisal Ba Abdullah expressed thanks to the leadership of Bishkek for the warm and hospitable welcome.

Mayor Aibek Dzhunushaliev met with the UNDP Resident Representative in the Kyrgyz Republic
Aibek Dzhunushaliev met with the UNDP Resident Representative in the Kyrgyz Republic, Alexandra Solovieva, in Bishkek.
The Head of the city expressed gratitude for the projects that are being implemented in Bishkek.
He also noted the importance of the grant, which was won by the city of Bishkek for the implementation of the recommendations of the Voluntary Local Review of the SDGs.
“These funds create a platform for the implementation of other investment and other projects in the future. My team and I intend to prepare at the proper level,” the mayor added.
Aibek Dzhunushaliev also added that close cooperation with in the Kyrgyz Republic within the framework of the implementation will help to prepare at the proper level.
In turn, Alexandra Solovieva noted that she supports the preparation of the report and other joint initiatives and projects.
Further, the mayor of the capital spoke about the ongoing work in Bishkek and the immediate plans in the field of improving the environment, infrastructure, etc.
Alexandra Solovieva noted that the City Mayor’s Office should see the UNDP of the Kyrgyz Republic as part of the solutions.

For reference. Bishkek City Mayor’s Office is preparing the first Voluntary Local review of the achievement of the Sustainable Development Goals in Bishkek. UNDP supported the organization of an introductory seminar, which took place in October 2023.
