១. រឿងដ្រូន និងអាវុធ ឬយន្តហោះទោះកម្ពុជា ឬថៃ បានមកពីប្រភពណាក៏ដោយ សូមមេត្តាកុំពង្រីកបញ្ហាចេញផុតពីជម្លោះរវាងកម្ពុជា និងថៃទៅកាន់ប្រទេសផ្សេង ក្នុងពេលប្រទេសទាំងនោះកំពុងជួយដល់ការបញ្ឈប់ជម្លោះ និងគាំទ្រដល់ការឈប់បាញ់និងជំរុញឲ្យមានសន្តិភាពឡើងវិញរវាងប្រទេសទាំងពីរកម្ពុជា-ថៃ។

២. រឿងផែនការធ្វើឃាតរបស់មេដឹកនាំថៃមកលើរូបខ្ញុំ និងនាយករដ្ឋមន្ត្រី ហ៊ុន ម៉ាណែត រឿងនេះពិបាកនឹងជឿណាស់ បើទោះបីជាមេដឹកនាំថៃស្អប់ ឬមិនចូលចិត្តខ្ញុំ និង ហ៊ុន ម៉ាណែត ក៏ដោយក៏មេដឹកនាំថៃមិនទាន់ឈានដល់កំរិតអគុណធម៌មករៀបចំផែនការសម្លាប់ខ្ញុំ និង ហ៊ុន ម៉ាណែត នោះដែរ។

ក្នុងប្រវត្តិសាស្ត្រគេតែងតែរកវិធីសម្លាប់មេទ័ពដែលពូកែ ដើម្បីងាយយកឈ្នះលើសង្រ្គាមតែសម័យនេះមិនដូចសម័យមុនទេ គេត្រូវការមនុស្សដែលអាចនិយាយគ្នាបាន ដើម្បីកសាងសន្តិភាព។

In recent days, two key reports have been circulating: the first concerns Japan's provision of drones to Thailand, China's provision of drones to Cambodia, and South Korea’s sale of ammunition and aircraft to Thailand, allegedly as part of efforts to prepare for operations targeting Hun Sen and Hun Manet. The second report involves alleged plans by the Thai leadership to orchestrate an assassination against me and Prime Minister Hun Manet.

If these two issues are not addressed or clarified, they could evolve into major problems in the future. Therefore, I would like to offer the following explanations:

1. On drones and military equipment: Regardless of where Cambodia or Thailand acquires drones or military equipment, the matter should not be exaggerated or extended into a conflict that goes beyond bilateral issues between the two countries. Especially when these very countries are supporting efforts to end the conflict, advocating for a ceasefire, and promoting peace between Cambodia and Thailand.

2. On the alleged assassination plot: The notion that Thai leaders are planning to assassinate me and Prime Minister Hun Manet is extremely difficult to believe. Even if the Thai leadership dislikes or disapproves of me or Hun Manet, it is unthinkable that they would stoop to such an immoral level as to conspire to kill us.

Historically, powerful generals have often been targeted for assassination to gain a strategic edge in warfare. However, the today’s era is different. We now seek dialogue and mutual understanding to build peace.

Cambodia needs a strong Thai leader capable of engaging in peace negotiations. Likewise, Thailand needs a strong Cambodian leader, and currently, only Hun Sen and Hun Manet have the authority and capacity to engage in such talks. Among the two, Hun Manet is taking the lead in direct negotiations.

Given this context, there is no rationale whatsoever for Thai leadership to plan the assassination of Hun Sen or Hun Manet. In fact, if either of us were truly killed at the hands of Thai leadership, it would certainly trigger the rise of tens of thousands, even millions of “Hun Sens” and “Hun Manets” across Cambodian soil, turning Thailand into an eternal enemy that would be impossible to appease. As for myself, and as for Hun Manet—we are not feeble frogs easily crushed. This is an additional explanation to affirm that Thai leaders are not planning the assassination of Hun Sen and Hun Manet.

As for the claim that the Thai leadership's plan to assassinate Hun Sen and Hun Manet would involve the use of military aircraft, it is critical that the countries selling such aircraft to Thailand strictly enforce agreements on their proper use. In the past, Thailand has used aircraft purchased from the United States and Sweden to intrude deep into Cambodian territory. Cambodia does not object to Thailand’s acquisition of military aircraft. However, we strongly urge that these aircraft not be used to conduct airstrikes into Cambodian territory, nor into the territories of Laos, Malaysia, or Myanmar, which are Thailand’s neighboring countries.

ការបញ្ជូនកម្លាំងកាន់អាវុធគ្រប់ដៃ និងគ្រឿងចក្រ ចូលក្នុងតំបន់អានសេះ និងតំបន់ផ្សេងទៀត ហើយថែមទាំងបានរាយបន្លាលួស ដែលជាដែនអធិបតេយ្យរបស់កម្ពុជា នៅវេលាម៉ោង១១ព្រឹក ថ្ងៃទី៤ ខែសីហា ឆ្នាំ២០២៥ បើទោះបីជាកងកម្លាំងកម្ពុជាហាមឃាត់យ៉ាងខ្លាំងខ្លាក៏ដោយនោះ គឺ ថៃខ្លួនឯងទេ៖

១.ថៃកំពុងដើរចូលអន្ទាក់ច្បាប់អន្តរជាតិកាន់តែជ្រៅទៅៗ ជាប្រៀបឈ្នះរបស់កម្ពុជានៅតុលាការអន្តរជាតិ។ យើងអនុវត្តយុទ្ធសាស្ត្រ«បន្លាយខ្សែឱ្យវែងចាប់ត្រីធំ»។ ថៃគឺជាត្រី ដែលកម្ពុជាអង្គុយស្ទូច និងរង់ចាំវាត់។

២.ថៃប្រឈមនឹង«បទឈ្លានពានរដ្ឋអធិបតេយ្យ»តាមច្បាប់អន្តរជាតិ។ សូមចាំថា រាល់ប្រតិបត្តិការយោធាលើបូរណភាពដែនដីរដ្ឋដទៃ ដោយគ្មានការយល់ព្រម គឺជាការឈ្លានពាន។ សកម្មភាពនេះ ជាភស្ដុតាងដែលថៃពិបាករកមេធាវីសម្រាលបន្ទុក និងត្រូវចារក្នុងប្រវត្តិសាស្ត្រថា ជាប្រទេសប្រព្រឹត្តិបទឈ្លានពានរដ្ឋដទៃ ដែលជាឧក្រិដ្ឋកម្មអន្តរជាតិ។

៣.ថៃកាន់តែបង្ហាញថា ខ្លួនបំពានកិច្ចព្រមព្រៀងនៃបទឈប់បាញ់ នាថ្ងៃទី២៨ ឈានចូលថ្ងៃទី២៩ ខែកក្កដា ឆ្នាំ២០២៥ ដោយតម្រូវឱ្យឈប់បាញ់ដោយឥតលក្ខខណ្ឌ ហាមប្រាមចល័ត បង្កើនកម្លាំង យុទ្ធោបករណ៍ និងជាការប្រមាថ សហរដ្ឋអាមេរិក ចិន ម៉ាឡេស៊ី និងអនុព័ន្ធយោធានានា ព្រមទាំងបណ្ដាអង្គទូតជាច្រើន ដែលបានចុះទៅអង្កេតការអនុវត្តបទឈប់បាញ់។

៤.ថៃប្រតិបត្តិការយោធាលើអធិបតេយ្យភាពរបស់កម្ពុជានេះ គឺជាការបង្កលេសសង្គ្រាម និងគំរាមកំហែងដ៏ធ្ងន់ធ្ងរចំពោះសន្តិភាព និងសន្តិសុខនៅតាមតំបន់បណ្តោយព្រំដែននៃប្រទេសទាំងពីរ។

៥.ថៃប្រតិបត្តិការយោធាលើដែនអធិបតេយ្យរបស់កម្ពុជានេះ គឺកាន់តែត្រដាងកេរ្តិ៍កណ្ដាលវាលប្រាប់អន្តរជាតិថា អ្វីៗ គឺសុទ្ធតែខ្លួនជាអ្នកចាប់ផ្ដើមមុនរហូតមក«​ Thai Attacked First​ »។

យើងបញ្ជាក់ជាថ្មីថា កម្ពុជាទើបតែបានរៀបចំនូវដំណើរទស្សនកិច្ចរបស់អនុព័ន្ធយោធាបរទេស ប្រចាំនៅកម្ពុជា ទៅកាន់តំបន់អានសេះដែលជាដែនដីរបស់កម្ពុជាកាលពីថ្ងៃទី៣០ ខែកក្កដា ឆ្នាំ២០២៥។ យើងបន្តអត់ធ្មត់ មិនចាញ់ឧបាយអមិត្ត តែប្រមូលភស្ដុតាង បម្រើសំណុំរឿងនៅតុលាការអន្តរជាតិ។ យើងខាំមាត់សង្កត់ចិត្ត«សង្ងំមិនមាត់ដូចពស់ ចាំចឹកសម្លាប់»តែម្ដង ដូចដែល សម្ដេចធិបតីនាយករដ្ឋមន្ត្រី មានប្រសាសន៍កន្លងទៅ៕

Thailand is further falling into the trap of international law.
Despite strong objections from Cambodian forces, Thailand has deployed armed troops and machinery into the An Ses area and other related zones — including encroachments into Cambodia’s sovereign territory — at 11:00 AM on August 4, 2025. In doing so:

1. Thailand is increasingly entangled in a legal trap, akin to a strategic advantage for Cambodia in international court. Cambodia is implementing a strategy of "extending the fishing line to catch the big fish." Thailand is the fish; Cambodia sits patiently with the rod in hand, waiting to strike.

2. Thailand faces accusations of violating the sovereignty of another state under international law. It must be remembered that any military operation on another country’s territorial integrity without consent constitutes an act of aggression. This incident is clear evidence of Thailand’s difficulty in defending itself legally and will be remembered in history as the act of a state committing international aggression — a grave international crime.

3. Thailand continues to violate the ceasefire agreement reached on July 28–29, 2025, which required an unconditional cessation of hostilities, a prohibition on troop movements, and a freeze on military build-up. This act undermines the efforts of the United States, China, Malaysia, military alliances, and several diplomatic observers who have visited the area to monitor compliance with the ceasefire.

4. Thailand’s military operations on Cambodia’s sovereign territory amount to provocation, risking the outbreak of war, and pose a severe threat to peace and security along the shared border.

5. These actions also reveal Thailand’s true intention to place itself first — a “​ Thai Attacked First​ ” approach — blatantly initiating conflict while attempting to shift the narrative.

Cambodia reaffirms that on July 30, 2025, a delegation of foreign military attachés based in Cambodia visited the An Ses area, which lies within Cambodian territory. Cambodia remains patient, refusing to fall into hostile traps. Instead, we gather solid evidence to support our case before international legal institutions. We remain calm and collected, “calm like a snake, waiting for the fatal strike,” as previously stated by the Prime Minister.
