Across 190 economies, Women, Business and the Law 2026 finds:
➡️ Nearly all economies allow women to start businesses on equal legal terms—but only about half mandate equal access to credit
➡️ Less than half have laws providing financial or tax support for childcare
➡️ Only 30% of needed childcare policies are in place—and in low-income economies, just 1%

Over the next decade, 1.2 billion young people—half of them girls—will enter the workforce. Closing financing and care gaps is an economic must-have, not a nice-to-have.

Building Strong Foundations: NEST Brings Innovation to Early Childhood Education

At the launch of the Nurturing Early Skills through Technology (NEST) initiative today, World Bank Practice Manager for Education and Skills in the East Asia and Pacific Region, Cristian Aedo, highlighted the importance of continued investment in early learning.

“NEST builds on Cambodia’s strong foundation in early childhood education—bringing innovation through technology, strengthening teachers, and helping ensure that every child, especially in underserved communities, has the opportunity to learn and thrive. Together, through strong partnerships, we can continue to drive meaningful progress,” he said.

The launch was presided over by Her Excellency Kim Sethany, Acting Minister of Education, Youth and Sport, and attended by Mr. Kensuke Nagase, Deputy Chief of Mission at the Embassy of Japan in Cambodia; Ms. Eri Yamamoto, Secretary General of the Shanti Volunteer Association (SVA); and around 100 participants, primarily early childhood education leaders and educators—underscoring the shared commitment to advancing early learning.

NEST marks an important step forward in strengthening early childhood education in Cambodia by improving both access and quality, particularly in underserved areas. Building on the World Bank’s long-standing support to the sector, the initiative addresses four key challenges—poor learning environments, limited teacher capacity, lack of age-appropriate materials, and low parental engagement. It will do so through teacher training, practical digital tools, and increased parental awareness, while expanding access through improved infrastructure and school meal programs.

The program will also generate evidence to inform future reforms, as part of a broader, system-wide effort grounded in strong collaboration with government and development partners.
Supported by a US$4.73 million grant from the Japan Social Development Fund (JSDF), the initiative is led by the Shanti Volunteer Association (SVA) and aims to expand access to quality early childhood education services in targeted districts. NEST will support 60 public preschools across Battambang, Pailin, and Banteay Meanchey provinces, benefiting approximately 3,200 children, 200 teachers, and over 6,000 parents.

Key interventions include:
• Strengthening teaching practices through professional development and digital learning resources
• Expanding access by constructing and renovating classrooms, and improving age-appropriate facilities and play areas
• Integrating technology to support learning through play
• Piloting a school meal program to enhance nutrition and attendance

When people don’t have access to healthcare, the impact goes far beyond health.

It can mean:
• Missing work
• Losing income & jobs
• Falling behind in school
• Fewer opportunities over time

Building Cambodia’s Future Engineers: World Bank Visits ITC to Showcase Results

World Bank Vice President Samuel Munzele Maimbo, Country Manager Tania Meyer, and colleagues visited the Institute of Technology of Cambodia (ITC) to learn about the impact of World Bank–financed projects—the Higher Education Improvement Project (HEIP) and the Second Higher Education Improvement Project (HEIP2).

Following a welcome and briefing on ITC’s technical programs, the delegation toured several laboratories, including food processing, computer vision and natural language processing, smart irrigation, smart grid and automation, and environmental microbiology, showcasing the university’s growing capacity in applied research and innovation.

At ITC, HEIP and HEIP2 support the modernization of academic programs, strengthening research capacity in science and engineering, establishing laboratories and new classrooms as well as constructing a library, dormitory, industrial 4.0 building and center for research and technology transfer.

As a leading engineering institution, ITC is equipping students and faculty with greater opportunities to innovate, build practical skills, and contribute to Cambodia’s industrial development and sustainable growth.
