The Democratic Republic of Timor-Leste on Monday (Jun. 1) officially launched verify.gov.tl, a national digital platform for verifying the authenticity of government-issued documents, developed by Cambodia's Ministry of Posts and Telecommunications (MPTC).

The launch ceremony in Dili was attended by Chea Vandeth, Cambodian Minister of Post and Telecommunications and Chairman of the Digital Government Committee, and Miguel Marques Gonçalves Manetelu, Minister of Transport and Communications of Timor-Leste.

The platform is based on Cambodia's successful verify.gov model, a digital public infrastructure solution that reviews and verifies documents issued by government agencies and have a standard QR code as a source of proof of authenticity.

The launch marks a major milestone in the growing digital partnership between Cambodia and Timor-Leste, following the bilateral cooperation agreement signed in January 2025. It also highlights Cambodia's increasing role in exporting digital government solutions and supporting digital transformation efforts across the region.

Cambodia's verify.gov platform has gained international recognition as a Digital Public Infrastructure (DPI) initiative, with organizations including the United Nations Development Programme (UNDP), the World Bank, the Digital Public Goods Alliance, and the 50-in-5 Campaign encouraging broader adoption of the technology to strengthen transparency and efficiency in public service delivery.

ពិធីប្រកាសដាក់ឱ្យប្រើប្រាស់ជាផ្លូវការថ្នាលផ្ទៀងផ្ទាត់ឯកសារ verify.gov.tl របស់សាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្តេ គឺជាសមិទ្ធផលនៃការអនុវត្ត “អនុស្សរណៈនៃការយោគយល់ស្តីពីកិច្ចសហប្រតិបត្តិការក្នុងវិស័យប្រៃសណីយ៍ ទូរគមនាគមន៍ បច្ចេកវិទ្យាគមនាគមន៍និងព័ត៌មាន និងបរិវត្តកម្មឌីជីថល” រវាង ក.ប.ទ. នៃព្រះរាជាណាចក្រកម្ពុជា និងក្រសួងដឹកជញ្ជូននិងសារគមនាគមន៍ នៃសាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្តេ ដែលបានចុះហត្ថលេខាកាលពីថ្ងៃទី២០ ខែមករា ឆ្នាំ២០២៥ កន្លងទៅ ដែលបានបញ្ជាក់យ៉ាងច្បាស់អំពីកិច្ចសហប្រតិបត្តិការដ៏រឹងមាំ និងការប្តេជ្ញាចិត្តយ៉ាងមុតមាំរវាងប្រទេសទាំងពីរ ក្នុងការប្រើប្រាស់បច្ចេកវិទ្យាជាឃ្នាស់ ដើម្បីធ្វើឱ្យប្រសើរឡើងការផ្តល់សេវាសាធារណៈ និងគាំទ្រដល់ការអភិវឌ្ឍសេដ្ឋកិច្ចនិងសង្គមឌីជីថល។

ដោយមានការគាំទ្រយ៉ាងខ្លាំងពី សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្រ្តីនៃព្រះរាជាណាចក្រកម្ពុជា ក.ប.ទ. បានចាត់បញ្ជូនមន្រ្តីជំនាញបច្ចេកទេសជួយអភិវឌ្ឍផតថលជាតិ verify.gov.tl ជូនសាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្តេ និងបានធ្វើសមាហរណកម្មជាមួយមូលដ្ឋានទិន្នន័យ (Database) ដែលអាចធ្វើការផ្ទៀងផ្ទាត់ភាពត្រឹមត្រូវនៃបណ្ណបើកបរជាតិ តាមរយៈផតថលជាតិនេះ។

សូមបញ្ជាក់ជូនថា សាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្តេបានសម្រេចជ្រើសរើសយកបណ្ណបើកបរ ជាឯកសារទី១ ក្នុងការដាក់បញ្ចូល QR Code ដែលអាចផ្ទៀងផ្ទាត់ភាពត្រឹមត្រូវតាមថ្នាល verify.gov.tl ដែលការសម្រេចចិត្តនេះបានជួយឱ្យក្រសួងដឹកជញ្ជូននិងសារគមនាគមន៍ នៃសាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្តេកាត់បន្ថយថ្លៃចំណាយក្នុងការផលិតបណ្ណរឹងដែលមានតម្លៃ ៤ (បួន) ដុល្លារអាម៉េរិក មកសល់ត្រឹមតែ ០,១ (សូន្យក្បៀសមួយ) ដុល្លារអាម៉េរិកប៉ុណ្ណោះ។

សូមគូសបញ្ជាក់ផងដែរថា បច្ចុប្បន្ននេះប្រទេសកម្ពុជាក៏បានដាក់ QR Code ដែលអាចផ្ទៀងផ្ទាត់ភាពត្រឹមត្រូវតាមថ្នាល verify.gov.kh នៅលើបណ្ណបើកបរដែលអនុញ្ញាតឱ្យអ្នកបើកបរយានយន្តទាំងអស់អាចប្រើប្រាស់ បណ្ណបើកបរទម្រង់ឌីជីថលបានយ៉ាងទូលំទូលាយ និងជាផ្លូវការដើម្បីបង្ហាញដល់ស្ថាប័នមានសមត្ថកិច្ចពាក់ព័ន្ធនានា ដោយចំណាយពេលស្នើសុំតិចជាង ១នាទី នៅលើកម្មវិធី DG SuperApp ដោយធ្វើការ Logon តាមរយៈថ្នាល dgconnect ហើយ ក.ប.ទ. នឹងសហការជាមួយក្រសួងដឹកជញ្ជូននិងសារគមនាគមន៍ នៃសាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្តេ ដើម្បីចែករំលែកបទពិសោធនេះជូនសាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្តេបន្តទៀតផងដែរ។

On Monday, 1 June 2026, in Dili, the Democratic Republic of Timor-Leste, the Ministry of Transport and Communications of the Democratic Republic of Timor-Leste organized the “Official Launch Ceremony of verify.gov.tl of the Democratic Republic of Timor-Leste”, under the high presidency of H.E. Miguel Marques Gonçalves Manetelu, Minister of Transport and Communications (MTC) of the Democratic Republic of Timor-Leste, H.E. Chea Vandeth, Minister of Post and Telecommunications (MPTC) and Chairman of the Digital Government Committee (DGC) of the Kingdom of Cambodia, H.E. Verónica das Dores, Minister of Social Solidarity and Inclusion of the Democratic Republic of Timor-Leste, H.E. Céu Brites, Vice-Minister of Social Solidarity and Inclusion of the Democratic Republic of Timor-Leste, and H.E. Expedito Dias Ximenes, Secretary of State for Social Communication of the Democratic Republic of Timor-Leste, and attended by leaders, delegations, and national and international guests totaling 500 Participants.

This ceremony marks an achievement resulting from the implementation of the “Memorandum of Understanding on Cooperation in the Fields of Post, Telecommunications, Information and Communications Technology, and Digital Transformation” between MPTC of the Kingdom of Cambodia and MTC of the Democratic Republic of Timor-Leste, signed on 20 January 2025. This fruitful achievement clearly reflects the strong cooperation and firm commitment between the two countries to leverage technology to enhance public service delivery and support digital socio-economic development.

With the strong support of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, MPTC deployed technical experts to assist with the development the national portal, verify.gov.tl, for the Democratic Republic of Timor-Leste, and integrate with relevant databases to enable verification of national driver’s licenses through this national portal.

The Democratic Republic of Timor-Leste has selected the driver’s license as the first official document to integrate a QR Code for authenticity verification through verify.gov.tl. This initiative has enabled MTC of Timor-Leste to substantially reduce the cost of producing physical driver’s licenses, from USD 4.00 per card to just USD 0.10 per card.

It is also highlighted that Cambodia has currently integrated a verification QR Code into driver’s licenses through verify.gov.kh. This allows all drivers to officially use digital driver’s licenses and present them to relevant authorities whenever required. Digital driver’s licenses can be requested in less than one minute through the DG SuperApp by logging on via the dgconnect platform. Moving forward, MPTC of Cambodia will continue to cooperate with MTC of Timor-Leste to further share this experience and expertise.

The technical teams of both ministries will continue their cooperation to expand the implementation of verify.gov.tl to additional official public documents issued by relevant ministries and institutions of the Democratic Republic of Timor-Leste, including Educational Certificates and Civil Registry Documents. The adoption of verify.gov.tl has also received approval and support from the Council of Ministers of the Democratic Republic of Timor-Leste.

On this occasion, H.E. Chea Vandeth and H.E. Miguel Marques Gonçalves Manetelu reaffirmed their commitment to further strengthening bilateral cooperation in the fields of post, telecommunications, information and communications technology, and digital transformation.
