Respect is the foundation of credible journalism.

To see a publication like The Wall Street Journal refer to Cambodia as “Scambodia” is, frankly, disappointing.

Respect for a country’s name should never be optional.

Cybercrime is serious. And yes, it must be addressed. But let’s not pretend it belongs to one place, one country. This is a global issue, not a national identity.

From developed economies to emerging markets, scam networks operate across borders, across platforms, and across financial systems. No single country owns this issue. When one country is singled out and renamed, it doesn’t add clarity. It oversimplifies a complex problem and creates a narrative that is neither balanced nor fair.

Cambodia, like many others, is taking steps strengthening enforcement, improving regulation, and working with international partners. Progress takes time, but the effort is real.

We welcome honest reporting.
But turning a country’s name into a headline punchline is not it.

Cambodia cannot be defined by a single narrative.

Personal Sharing:
1. As long as Cambodia can continue importing fuel normally from the international market, the domestic fuel supply remains stable. Therefore, there is currently no need to use the national strategic fuel reserves.
2. In general practice among oil-importing countries, strategic fuel reserves are used only when there are severe disruptions to supply, such as: Wars or geopolitical tensions, Natural disasters, Blockages of major oil transportation routes and Regional fuel shortages. The main objective is to ensure fuel availability for essential services, including electricity generation, hospitals, transportation, and emergency response.
3. If strategic reserves are used while imports are still functioning normally, it could unnecessarily reduce the reserve stock, creating risks in case a real supply crisis occurs later.
4. Therefore, when fuel imports continue to operate normally, Cambodia should rely on imports and preserve strategic reserves strictly for severe emergencies, when fuel cannot be imported in time.
5. In addition, Cambodia imports refined petroleum products (gasoline and diesel), not crude oil directly. As a result, the retail price includes transportation costs, insurance, supply risks, and the timing of when the fuel stock was purchased.
6. For this reason, changes in international crude oil prices do not immediately translate into retail fuel price changes in Cambodia within the same day or the next day, because the fuel being sold today was purchased and shipped earlier.
7. Furthermore, when major global oil shipping routes face risks or disruptions, shipping companies often increase service charges. This can raise import costs even if there is not yet a full supply shortage.

1. Why Fuel Prices in Cambodia Don’t Drop Immediately ?
2. Why Strategic Oil Reserves Are Not Used?

Many people recently noticed global crude oil prices falling and expected fuel prices in Cambodia to drop right away. When this did not happen, questions quickly appeared online.

One key reason is that Cambodia does not import crude oil for domestic refining. Instead, the country imports finished fuel products such as gasoline and diesel from regional markets. These prices follow the Singapore fuel benchmark (MOPS), which is the main reference for refined fuel trading in Asia.

Crude oil and gasoline are not the same market. Even when crude oil becomes cheaper, gasoline prices in Asia may remain high due to refinery supply, regional demand, and shipping costs.

Another factor is timing. Fuel sold at stations today was usually purchased weeks earlier, then shipped, insured, unloaded at ports, stored, and distributed across the country. Because of this supply chain, global price changes take time to reach the pump and includes shipping, insurance, taxes, and distribution costs.

Some people also asked why strategic fuel reserves are not used to reduce prices now. These reserves are designed mainly for emergencies, such as major supply disruptions or blocked shipping routes, to ensure the country does not run out of fuel. They are not intended to manage normal market price changes.

Currently, the government is also applying a reduction of about $0.065 per liter plus an additional $0.01 adjustment to help ease pressure on consumers.

In short, fuel prices in Cambodia reflect the cost of importing refined fuel from regional markets, not just global crude oil prices.

Personal view on the question many people are asking:
“Why are global crude oil prices going down, but fuel prices in Cambodia are still increasing?”

1. First, we need to understand that changes in international fuel prices cannot affect Cambodia’s retail prices immediately, such as within the same day or the next day. Cambodia is a fuel-importing country, importing gasoline and diesel from abroad. Therefore, the retail price in Cambodia does not depend only on global crude oil prices. It also includes transport costs, insurance, supply risks, and the time needed to bring fuel from abroad to fuel stations across the country.
2. Another important point is that Cambodia imports refined fuel products, such as gasoline and diesel, not crude oil directly. These refined products follow the prices of fuel markets in the regional and international markets, not only crude oil prices. This means that even if crude oil prices go down, gasoline or diesel prices can still go up if the market for refined fuel becomes tight or if refineries face disruptions.
3. Global transportation can also affect fuel prices. When major shipping routes face problems or higher risks, shipping companies increase their service costs. This can make fuel imports more expensive. For Cambodia, most fuel is imported through seaports and then transported inside the country by trucks or waterways. These logistics costs also affect the final retail price.
4. Regarding the speech by LCT Minister of Commerce on March 12, saying that the retail price of regular gasoline could decrease that night, some people felt confused when the official announcement for March 14–16, 2026 showed a slight increase.

In simple terms, retail fuel prices cannot change immediately according to international news. Fuel stations may still be selling old stock that was imported earlier at higher prices. Until that stock is used up and replaced by new fuel purchased at lower prices, retail prices may not drop right away.

At the same time, the Minister’s message can also be seen as a positive signal. If global fuel prices continue to fall, companies will be able to import new fuel at lower prices, and this may be reflected in future price announcements.

In addition, the Royal Government of Cambodia has already reduced fuel prices by 6.5 cents per liter, with an additional 1 cent per liter reduction to help reduce the burden on citizens. The Ministry of Commerce is also working to ensure fair fuel trading at stations and stable supply for the needs of citizens and businesses.

Before comparing domestic fuel prices with global crude oil prices, it is important to understand the full process of how fuel prices are determined.

At a time when the whole world is facing changes in energy markets and global economic challenges, these issues are not only happening in Cambodia. What matters most is that we stay informed, stay united, and support efforts to maintain economic stability for the country.

Over this period, I would like to express my gratitude to all relatives and friends who have generously contributed their time, effort, and resources to help prepare and donate food supplies and essential items to displaced families in Phnom Srok District, Banteay Meanchey Province (reaching more than 1,100 families), as well as to our Cambodian armed forces stationed at key checkpoints in Banteay Meanchey and Preah Vihear provinces, and further to frontline units in Samlout District, Battambang Province.

During this time, I have also contributed, within my own capacity to various fundraising initiatives shared on social media, as well as to friends whose family members are serving on the frontline. All of this has been done in the spirit of “Khmer Love Khmer” 🇰🇭💕

Furthermore, I would like to express my deepest respect and appreciation to the Royal Government of Cambodia for its consistent commitment to resolving challenges through peaceful means, and for its continued efforts to pursue dialogue through all possible channels to prevent armed confrontation, in accordance with established technical mechanisms and legal frameworks.

With the implementation of the “immediate ceasefire in place”, effective from 12:00 noon on 27 December 2025, I would like to convey my profound respect, support, protection, and unwavering trust in the leadership of Samdech Techo Hun Sen and Samdech Thipadei Hun Manet. Their steadfast dedication to the path of peace, and to placing the lives, safety, and well-being of the people as the highest priority, even in the face of pressure and hardship, deserves the utmost recognition.

I also wish to warmly commend the leadership for their tireless diplomatic efforts that led to the safe return of all 18 detained soldiers to the motherland.

I pray that justice will return to our land, and I am endlessly grateful for the solidarity of our nation, standing together, caring for one another, and refusing to look away.

As a Cambodian citizen, what I desire most is peace. This is also what Cambodia’s leadership has always firmly upheld and wholeheartedly pursued—maintaining a sincere commitment to resolving border disputes through peaceful means, while safeguarding our sovereign rights and territorial integrity.

Likewise, I am no different from families who have loved ones serving on the frontlines. I worry deeply about their safety and continue to pray to the sacred forces to bless my younger brother and all the brave soldiers of Cambodia with strength and victory over the Thai Army, and that they may return home safely.

Even though I have been unable to contact my brother since the outbreak of the unlawful and unacceptable aggression by the Thai invaders, my family and I continue to fully support and trust the Royal Government of Cambodia in its leadership to protect the people and defend our nation’s territorial integrity and sovereignty—so that we may restore the peace we have all worked so hard to build before this crucial invasion.

In this difficult time, we stand united as one Cambodian citizens for the sake of our nation and our motherland.
