ថ្លែងនៅក្នុងសិក្ខាសាលាកសាងសមត្ថភាពនេះ ឯកឧត្តម ស៊ូ សុជាតិ បានបញ្ជាក់សារជាថ្មីនូវការប្តេជ្ញាចិត្តរបស់រដ្ឋាភិបាលក្នុងការលើកកម្ពស់ហិរញ្ញវត្ថុប្រកបដោយចីរភាព ដោយបានមានប្រសាសន៍ថា៖”ការកសាងប្រព័ន្ធអេកូឡូស៊ីហិរញ្ញវត្ថុប្រកបដោយចីរភាពតម្រូវឱ្យមានកិច្ចសហការយ៉ាងជិតស្និទ្ធិរវាងនិយ័តករ ដៃគូអភិវឌ្ឍន៍ ស្ថាប័នហិរញ្ញវត្ថុ និងអ្នកចូលរួមក្នុងទីផ្សារ។ តាមរយៈការកសាងសមត្ថភាព ការបង្កើនប្រសិទ្ធភាពនៃការរាយការណ៍អំពីចីរភាព និងការអនុវត្តការបង្ហាញព័ត៌មាន ESG ការត្រៀមខ្លួនផ្នែកទិន្នន័យឱ្យកាន់តែរឹងមាំ និងនវានុវត្តន៍ឌីជីថល យើងអាចធ្វើឱ្យប្រសើរឡើងនូវតម្លាភាព ពង្រឹងប្រសិទ្ធភាពបទប្បញ្ញត្តិ និងបង្កើតទិន្នន័យចីភាពដែលមានគុណភាពខ្ពស់។ កិច្ចខិតខំប្រឹងប្រែងទាំងនេះ នឹងជួយកសាងទំនុកចិត្តរបស់វិនិយោគិន ទាក់ទាញការវិនិយោគប្រកបដោយចីរភាព និងគាំទ្រដល់ការអភិវឌ្ឍរយៈពេលវែងនៃទីផ្សារហិរញ្ញវត្ថុប្រកបដោយចីរភាពរបស់ប្រទេសកម្ពុជា ” ។
សិក្ខាសាលាកសាងសមត្ថភាពនេះ មានសមាសភាពចូលរួមពីថ្នាក់ដឹកនាំ និងមន្ត្រីនៃ ន.ម.ក., អ្នកតំណាងមកពីក្រសួង-ស្ថាប័ន, ដៃគូអភិវឌ្ឍន៍, សមាគមឧស្សាហកម្ម, គ្រឹះស្ថានហិរញ្ញវត្ថុ, ក្រុមហ៊ុនចុះបញ្ជីលក់មូលបត្រ និងភាគីពាក់ព័ន្ធផ្សេងៗ សរុបប្រមាណ ១០០ រូប។ ជាមួយគ្នានេះ វាគ្មិននៅក្នុងកម្មវិធី គឺជាអ្នកជំនាញ និងមានបទពិសោធផ្នែក ESG ជាច្រើនឆ្នាំមកពី UNESCAP, វិទ្យាស្ថានអភិវឌ្ឍន៍កំណើនបៃតងសកលប្រចាំប្រទេសកម្ពុជា (GGGI), ធនាគារអភិវឌ្ឍន៍អាស៊ី (ADB), អាជ្ញាធរទីផ្សារ និងមូលបត្រអឺរ៉ុប (ESMA), ការិយាល័យស្រាវជ្រាវម៉ាក្រូសេដ្ឋកិច្ចអាស៊ានបូក៣ (AMRO), ការិយាល័យប្រឹក្សាយោបល់ផ្នែកច្បាប់ និងអន្តរកាលប្រកបដោយចីរភាព (STLA), ការិយាល័យក្រុមប្រឹក្សាស្តង់ដារចីរភាពអន្តរជាតិ (ISSB) ប្រចាំទីក្រុងប៉េកាំង, វិទ្យាស្ថានហិរញ្ញវត្ថុ និងចីរភាព, កម្មវិធីអភិវឌ្ឍន៍អង្គការសហប្រជាជាតិ (UNDP) ប្រចាំប្រទេសចិន, ក្រុមហ៊ុន Greenverse (Shanghai) Eco-Technology Co., Ltd., សហការីនៃក្រុមប្រឹក្សាគោលនយោបាយសេដ្ឋកិច្ច (CEP), ការិយាល័យប្រឹក្សាយោបល់ auctusESG, គំនិតផ្តួចផ្តើមហិរញ្ញវត្ថុ នៃកម្មវិធីបរិស្ថានរបស់អង្គការសហប្រជាជាតិ (UNEP-FI), ក្រុមហ៊ុន GoldenBee Management Consulting, ក្រុមហ៊ុន ROBECO, សាកលវិទ្យាល័យ Tsinghua និងវិទ្យាស្ថានកិច្ចការសាធារណៈ និងបរិស្ថាន (IPE) ហើយក្រុមហ៊ុនចុះបញ្ជីលក់មូលបត្រកម្មសិទ្ធិចំនួន ៤ ដែលបានចូលរួមក្នុងគម្រោងសាកល្បង និងស្ម័គ្រចិត្ត ក្នុងការបង្ហាញព័ត៌មាន ESG រួមមាន៖ កំពង់ផែស្វយ័តភ្នំពេញ កំពង់ផែស្វយ័តក្រុងព្រះសីហនុ រដ្ឋាករទឹកស្វយ័តក្រុងភ្នំពេញ និងតំបន់សេដ្ឋកិច្ចពិសេសភ្នំពេញ (PPSEZ) ក៏បានចែករំលែកបទពិសោធជាក់ស្តែងនៅក្នុងកម្មវិធីនេះ ផងដែរ។ សិក្ខាសាលាកសាងសមត្ថភាពនេះ បានប្រព្រឹត្តទៅដោយរលូន និងប្រកបដោយផ្លែផ្កាខ្ពស់៕

On Tuesday and Wednesday June 2-3, 2026, the Securities and Exchange Regulator of Cambodia (SERC) in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), co-organized the capacity building workshop on “Building a Sustainable Finance Ecosystem: Reporting, Data Readiness, and Digital Innovation” at Hyatt Regency Phnom Penh under the high presidency of H.E. Sou Socheat, Delegate of the Royal Government in charge as Director General of the SERC and Mr. Hamza Ali Malik, Director, Macroeconomic Policy and Financing for Development Division, UNESCAP.

This capacity building workshop aimed at deepening practitioners’ operational understanding of applicable sustainability reporting and disclosure frameworks, strengthening institutional capacity for environmental, social and governance (ESG) data readiness, building institutional and technical capacity through digital solutions and data infrastructure and strengthening multi-stakeholder coordination with the sustainability focus.
In this capacity building workshop, H.E. Delegate reiterated that, “Building a sustainable finance ecosystem requires strong collaboration among regulators, development partners, financial institutions, and market participants. Through capacity building, enhanced sustainability reporting and ESG disclosure practices, stronger data readiness, and digital innovation, we can improve transparency, strengthen regulatory efficiency, and generate high-quality sustainability data. These efforts will help build investor confidence, attract sustainable investment, and support the long-term development of Cambodia’s sustainable finance market”.

The capacity building workshop was attended by the managements and officials of the SERC, representatives from government institutions, development partners, industry associations, financial institutions, listed companies and relevant stakeholders in total 100 participants. The speakers in this event were the experts with extensive experience in ESG from the UNESCAP, Global Green Growth Institute (GGGI), Asian Development Bank (ADB), European Securities and Markets Authority (ESMA), ASEAN+3 Macroeconomic Research Office (AMRO), Sustainable Transitions Legal and Advisory (STLA), International Sustainability Standards Board (ISSB) Beijing Office, Institute of Finance and Sustainability (IFS), United Nations Development Programme (UNDP) China, Greenverse (Shanghai) Eco-Technology Co., Ltd., Associate at the Council on Economic Policies (CEP), auctusESG, United Nations Environment Programme Finance Initiative (UNEP-FI), GoldenBee Management Consulting, ROBECO, Tsinghua University, Institute of Public & Environmental Affairs and four equity listed companies that joined the pilot project and volunteer to disclose ESG, namely Phnom Penh Autonomous Port, the Sihanoukville Autonomous Port, the Phnom Penh Autonomous Water Supply Authority and Phnom Penh Special Economic Zone (PPSEZ) also shared their practical experience in this event. The capacity building workshop was conducted smoothly and fruitfully.

On the afternoon of June 1st, 2026, H.E. SOU Socheat, Delegate of the Royal Government in charge as Director General of the Securities and Exchange Regulator of Cambodia (SERC), led colleagues to virtually meet with Mr. Ahmad Faris Rabidin, Principal Financial Sector Specialist of ADB, and Mr. Satoru (Tomo) Yamadara, Technical Assistant of ADB, to kick-off the technical assistance project focused on the Monitoring and Evaluation (M&E) Framework for Cambodia's Securities Sector Development. The purpose of this meeting was to deliberate on the action plan and implementation mechanisms of the technical assistance, to ensure effectiveness and efficiency of the project’s implementation.

The meeting proceeded smoothly and fruitfully.

និយ័តករមូលបត្រកម្ពុជា (ន.ម.ក.) សហការជាមួយគណៈកម្មការសេដ្ឋកិច្ច និងសង្គមសម្រាប់អាស៊ី និងប៉ាស៊ីហ្វិកនៃអង្គការសហប្រជាជាតិ (UNESCAP) នឹងរៀបចំសិក្ខាសាលា ស្ដីពី “ការកសាងប្រព័ន្ធអេកូឡូស៊ីហិរញ្ញវត្ថុប្រកបដោយចីរភាព៖ ការរាយការណ៍, ការត្រៀមខ្លួនផ្នែកទិន្នន័យ និងនវានុវត្តន៍ឌីជីថល” ដែលនឹងប្រព្រឹត្តទៅចាប់ពីថ្ងៃទី២ ដល់ថ្ងៃទី៣ ខែមិថុនា ឆ្នាំ២០២៦ នៅសណ្ឋាគារ ហៃយ៉ាត់ រីជិនស៊ី ភ្នំពេញ។

On the afternoon of June 1, 2026, H.E. SOU Socheat, Delegate of the Royal Government in charge as Director General of the Securities and Exchange Regulator of Cambodia (SERC), led colleagues to meet with Datuk Michael Lor Chee Leng, advisor to the Non-Bank Financial Services Authority, to discuss about the establishment of the National Securities Institute of the SERC. The meeting proceeded smoothly and fruitfully.
