ញ្ញត្តិគាំទ្រចំពោះសេចក្តីថ្លែងការណ៍របស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា នៅថ្ងៃទី០២ ខែមិថុនា ឆ្នាំ២០២៦ ស្តីពីដំណោះស្រាយរបស់រាជរដ្ឋាភិបាលពាក់ព័ន្ធនឹងការទាមទារដែនសមុទ្រត្រួតគ្នា (Overlapping Claims Area - OCA) រវាងកម្ពុជា-ថៃ ក្នុងការប្រើប្រាស់យន្តការផ្សះផ្សាដោយចាប់បង្ខំ (Compulsory Conciliation) ក្រោមអនុសញ្ញាអង្គការសហប្រជាជាតិស្តីពីនីតិសមុទ្រ (UNCLOS) ដើម្បីដោះស្រាយដោយសន្តិវិធី បន្ទាប់ពីភាគីថៃបានប្រកាសដកខ្លួនដោយឯកតោភាគីចេញពីអនុស្សរណៈនៃការយោគយល់គ្នាឆ្នាំ២០០១ (MOU 2001) នាពេលថ្មីៗនេះ។

សេចក្តីជូនដំណឹងស្តីពីការជ្រើសរើសបុគ្គលិកជាប់កិច្ចសន្យាឱ្យចូលបម្រើការងារនៅក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា

ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក.) សូមជូនដំណឹងដល់សាធារណជនឱ្យបានជ្រាបថា គណៈកម្មាធិការវិនិយោគកម្ពុជា ត្រូវការជ្រើសរើសបុគ្គលិកជាប់កិច្ចសន្យាចំនួន ២រូប ដើម្បីបំពេញការងារជាមន្ត្រីគោលនយោបាយ។ បេក្ខជនដែលមានចំណាប់អារម្មណ៍ សូមពិនិត្យព័ត៌មានលម្អិតអំពីការដាក់ពាក្យ នៅក្នុងសេចក្តីជូនដំណឹងខាងក្រោម។

នាថ្ងៃសុក្រ ១៣ កើត ខែជេស្ឋ ឆ្នាំមមី អដ្ឋស័ក ព.ស. ២៥៧០ ត្រូវនឹងថ្ងៃទី២៩ ខែឧសភា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា, ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុកបេសកកម្មពិសេស អនុប្រធានទី២ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា និងលោក Thomas Lammar ភារៈធារីនៃស្ថានទូតលុចសំបួដែលមាននិវេសនដ្ឋាននៅទីក្រុងវៀងចន្ទន៍ នៃប្រទេសឡាវ និងទទួលបន្ទុកកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍សម្រាប់កម្ពុជា បានដឹកនាំកិច្ចពិគ្រោះយោបល់ស្ដីពីកម្មវិធីណែនាំសម្រាប់កិច្ចសហប្រតិបត្តិការ (Indicative Cooperation Programme - ICP) រវាងរាជរដ្ឋាភិបាលកម្ពុជា និងរាជរដ្ឋាភិបាលលុចសំបួ ។ កិច្ចពិគ្រោះយោបល់នេះមានការចូលរួមពីលោក Robert De Waha តំណាងទីភ្នាក់ងារសហប្រតិបត្តិការអភិវឌ្ឍន៍លុចសំបួ (LuxDev), មន្ត្រីជាន់ខ្ពស់តំណាងរាជរដ្ឋាភិបាលលុចសំបួ និងតំណាងជាន់ខ្ពស់ពីក្រសួងស្ថាប័នពាក់ព័ន្ធរបស់រាជរដ្ឋាភិបាលកម្ពុជា សរុបប្រមាណ ៦០ នាក់ ។ គោលបំណងសំខាន់នៃកិច្ចពិគ្រោះយោបល់ គឺដើម្បីពិនិត្យ និងពិភាក្សាលើទិសដៅយុទ្ធសាស្ត្រ, វិស័យអាទិភាព និងយន្តការភាពជាដៃគូក្នុងការអនុវត្តកម្មវិធីណែនាំ ដែលបានស្នើឡើងក្នុងសេចក្តីព្រាង ICP សម្រាប់រយៈពេល៧ឆ្នាំ២០២៧-២០៣៣ ។ កិច្ចពិភាក្សាបានផ្តោតសំខាន់លើវិស័យអាទិភាព ចំនួន ៣ រួមមាន វិស័យសុខាភិបាល, បណ្ដុះបណ្ដាលវិជ្ជាជីវៈ និងការអភិវឌ្ឍជនបទ ព្រមទាំងអន្តរវិស័យដូចជា យេនឌ័រ, បរិស្ថាន និងការប្រែប្រួលអាកាសធាតុ, អភិបាលកិច្ចល្អ និងឌីជីថលនីយកម្ម ។
On Friday, 29 May 2026, at the Council for the Development of Cambodia (CDC), H.E. Chhieng Yanara, Senior Minister in charge of Special Missions and Second Vice-Chairman of the Council for the Development of Cambodia (CDC), together with Mr. Thomas Lammar, Chargé d’Affaires of the Luxembourg Embassy based in Vientiane Lao People’s Democratic Republic and the Development Cooperation Office for Cambodia, co-chaired the Consultation Meeting on the Indicative Cooperation Programme (ICP) between the Royal Government of Cambodia and the Government of the Grand Duchy of Luxembourg. The consultation was attended by Mr. Robert De Waha, regional representative of LuxDev, senior officials from the Government of Luxembourg, and senior representatives from relevant ministries and institutions of the Royal Government of Cambodia, with approximately 60 participants in total. The main objective of the consultation was to review and discuss the proposed strategic orientation, priority sectors, and partnership mechanisms as outlined in the draft ICP for the seven-year period of 2027–2033. Discussions primarily focused on three priority sectors: health, technical and vocational education and training (TVET), and rural development, together with cross-cutting areas including gender, environment and climate change, good governance, and digitalisation.

កិច្ចប្រជុំខាងលើនេះ រៀបចំឡើងក្នុងគោលបំណងដើម្បីពិភាក្សាកម្រិតបច្ចេកទេសលើការត្រៀមរៀបចំធ្វើបច្ចុប្បន្នភាពរចនាសម្ព័ន្ធ និងជំរឿនមន្ត្រីជាក់ស្ដែងនៅតាមរចនាសម្ព័ន្ធរ​បស់ ក.អ.ក. ព្រមទាំងចុះពិនិត្យទីតាំងផ្ទាល់សម្រាប់ការរៀបចំធ្វើជីវមាត្រមន្រ្តី។

On the afternoon of Monday, 25 May 2026, at the Council for the Development of Cambodia (CDC), H.E. Chhieng Yanara, Senior Minister in charge of Special Missions Second Vice-Chairman of the CDC, chaired an interministerial preparatory meeting for the upcoming consultation with the Luxembourg on the Indicative Cooperation Programme (ICP) between the Royal Government of Cambodia and the Government of the Grand Duchy of Luxembourg. The meeting was attended by approximately 50 representatives from relevant ministries and institutions. The purpose of the meeting was to discuss the strategic orientations and priority sectors proposed under the draft ICP, as well as to collect comments and inputs from relevant ministries and institutions in preparation for the consultation meeting with the Luxembourg delegation scheduled for 29 May 2026.

ក្រៅពីការទាក់ទាញវិនិយោគ និងសម្រួលនីតិវិធីនានា កម្ពុជាក៏បានយកចិត្តទុកដាក់លើការពិគ្រោះយោបល់ និងការដោះស្រាយបញ្ហាប្រឈមជូនវិស័យឯកជន ជាមួយយន្តការនៃកិច្ចសន្ទនាត្រង់ទៅត្រង់មក រួមមានជាអាទិ៍ វេទិការដ្ឋាភិបាល-ផ្នែកឯកជន (G-PSF) កិច្ចសន្ទនារវាងរដ្ឋនិងវិស័យឯកជន (PPSD) ដោយមានការសហការយ៉ាងជិតស្និតជាមួយសភាពាណិជ្ជកម្មអន្តរជាតិ និងស្ថាប័នពាក់ព័ន្ធផ្សេងៗ។

Chongqing: From May 21 to 25, 2026, a Cambodian delegation consisting of the Council for the Development of Cambodia (CDC), the Cambodia-China Industrial Economic Promotion Association, Special Economic Zone (SEZ) developers, and nine investment companies operating in Cambodia, attended the 8th Western China International Fair for Investment and Trade (8th WCIFIT) held in Chongqing, People's Republic of China.

The event was held under the theme of the Western Development Strategy and the Chengdu-Chongqing Economic Circle, aiming to foster partnerships, global connectivity, and industrial influence. It focused on key sectors including: smart vehicles, automotive parts, agricultural products processing, modern logistics, healthcare, and green energy.

During the opening ceremony of the forum on May 22, 2026, H.E. Heang Sotheayuth, Deputy Secretary General of the General Secretariat of the CDC, delivered an opening speech highlighting Cambodia's potential in fostering a vibrant environment with investment facilitation under the direct leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia and Chairman of the CDC.

H.E. Deputy Secretary General highlighted the favorable investment environment, which includes allowing foreign investors 100% ownership, ensuring free capital flow, protecting against nationalization, and practicing non-discrimination against foreign investors.
Furthermore, Qualified Investment Projects (QIP) receive corporate income tax holidays for up to 9 years, as well as exemptions on customs duties, special taxes, and value-added tax (VAT) for investment activities that incorporate research and development (R&D), human resource development, and supporting industries.

Cambodia has also modernized and simplified its public services with the launch of the Cambodia Investment Project Management System, known as cdcIPM. This system transforms traditional paper-based investment registration procedures into digital processes and digital payments, reducing face-to-face interactions and unnecessary expenses. Every document, from the initial application to the issuance of the certificate, utilizes e-Signature and e-Stamp featuring a QR Code linked to the verify.gov.kh domain. This ensures these digital documents hold the value of original legal documents and contain crucial investment details about the company. The cdcIPM is capable of digitally recording the workflows of inter-ministerial officials and allows investors to track every stage of the service by scanning the QR Code on their payment receipts, alongside receiving updates via email and Telegram.

In addition to attracting investment and streamlining procedures, Cambodia has paid close attention to consultation and resolving challenges for the private sector through direct dialogue mechanisms. Before concluding, H.E. Deputy Secretary General took the opportunity at the forum to invite all Chinese entrepreneurs, suppliers, and investors to consider Cambodia as their next investment destination. This would allow them to capitalize on connectivity to the ASEAN regional market of over 600 million consumers and to the global market. Remarkably, during this matchmaking forum, several enterprises approached the desks of the Cambodian delegation to inquire about information and receive on-site consultations.
