In Banteay Meanchey, Chrouk Sophal is helping farmers overcome the challenges of floods, droughts and unpredictable weather through better rice seed production.

Through the Promoting Climate-resilient Livelihoods of Rice-based Communities in the Tonle Sap Region (PCRL) project, implemented by the Ministry of Agriculture, Forestry and Fisheries (MAFF), with technical support from FAO and funding from the Global Environment Facility (GEF), she has more than doubled her rice yields while reducing farming costs.

Today, she leads a seed producer group that produced over 24 tonnes of certified rice seed in 2025, supplying quality seed to farmers in her community and beyond. She also shares her knowledge to help other farmers improve their harvests.

👩‍🌾 Women play a vital role in Cambodia’s agricultural sector, contributing significantly to farming activities, household food security, and rural livelihoods. Yet despite their contributions, women often remain underrepresented in leadership positions and face barriers to participating in decision-making processes at both household and community levels.

In Pursat Province, Um Simorn’s story demonstrates how empowering women through knowledge, opportunity, and support can help overcome these barriers and create positive change for entire communities.

🌱 PCRL Project supports communities in developing climate adaptation plans in the Tonle Sap Region

Three-day provincial dissemination workshops on the findings of vulnerability and risk assessments/agro-ecological zoning (VRA/AEZ), supporting the development of Local Adaptation Plans (LAPs) and raising awareness of the procedures for Community-led Resilience Investment Plans (CRIPs), were conducted for Banteay Meanchey, Siem Reap, and Kampong Thom provinces.

Local authorities, commune councils, relevant provincial departments, community representatives, and commune agricultural officers from the three provinces actively participated in discussions, addressed questions, exchanged experiences, and identified priority actions for climate change adaptation in their respective communes.

The valuable inputs and perspectives shared by participants will provide an important foundation for strengthening the LAPs to better reflect local realities, while also supporting the development of CRIPs that respond to climate-related challenges and the priority needs of farmers and communities.

🌿 The PCRL Project conducted a capacity-building training on eco-tourism for Sat Kkserb and Boeng Totil Community Protected Areas in Kampong Thom Province, focusing on practical skills and knowledge that communities can apply to support their development. The topics included:

📸 Content writing and photography to promote community activities and tourism sites
💡 Introduction to PCRL small grants and guidance on developing community proposals
📋 Prakas on the Implementation of Technical Guidelines for the Management of Community-based Ecotourism Development Projects

These knowledge and skills will help the communities improve their tourism services, showcase the potential of their areas, and develop proposals for activities that can support tourism development and improve the livelihoods of their communities.

PCRL connects climate-resilient rice producers to real markets

On 9 September 2026, three PCRL-supported producer groups from Banteay Meanchey and Battambang signed rice production contracts with Khmer Foods Group.
With support from PCRL, and in close collaboration with CiRD, Department of Agro-Industry and Provincial Department of Agriculture Foresty and Fisheries, the contracts connect 406 farming households across 1,926 hectares with a confirmed market for around 7,20០​ tonnes of rice, including SRP, OM-5451, Phka Rumduol and Sbay Meangkul glutinous rice.

The signing ceremony was presided over by H.E. Dith Tina, Minister of Agriculture, Forestry and Fisheries, which shows the importance of stronger links between farmers, producer groups and the private sector in building a more competitive and resilient rice sector in Cambodia.

🌱 PCRL is proud to have played an important role, together with our partners, in supporting these three producer groups to reach this milestone.

Strong communities begin with good leadership and management. 🌿

Community Protected Area (CPA) committee and members from Battambang and Pursat provinces strengthened their capacity in community management planning, business planning, and transparent and accountable financial management.

Beyond technical knowledge, participants assessed their communities' potential, identified development priorities, and developed practical plans to strengthen natural resource management, improve livelihoods, and promote sustainable community development.

By strengthening the leadership and management capacity of CPAs, the PCRL Project is helping communities become more resilient to climate change, conserve natural resources, and create a more sustainable future for local people.
