ឆ្នាំនេះ ក្រសួងបរិស្ថានរៀបចំប្រារព្ធទិវាបរិស្ថានជាតិ និងបរិស្ថានពិភពលោក ក្រោមប្រធានបទ៖ «គ្មានសំរាម» ដោយផ្តោតលើការដោះស្រាយបញ្ហាគ្រប់គ្រងសំណល់ ជាពិសេសសំណល់ប្លាស្ទិកនៅទូទាំងប្រទេសកម្ពុជា។ ដើម្បីអបអរសាទរព្រឹត្តិការណ៍ដ៏សំខាន់នេះ GIZ មានមោទនភាពក្នុងការចែករំលែកដំណើរជោគជ័យក្នុងការប្រែក្លាយកោះទ្រង់ ទៅជាសហគមន៍ «គ្មានសំរាម»។
មុនឆ្នាំ២០២២ កោះទ្រង់មិនមានប្រព័ន្ធគ្រប់គ្រងសំណល់ផ្លូវការទេ។ តាមរយៈគម្រោងកាត់បន្ថយ ប្រើប្រាស់ឡើងវិញ និងកែច្នៃឡើងវិញ ដើម្បីការពារបរិស្ថានសមុទ្រ និងថ្មប៉ប្រះទឹក (3RproMar) របស់ GIZ (ឆ្នាំ២០២២-២០២៤) បានសហការជាមួយក្រសួងបរិស្ថាន និងដៃគូក្នុងស្រុក ដើម្បីលើកកម្ពស់ការយល់ដឹងអំពីផលប៉ះពាល់ នៃការគ្រប់គ្រងសំណល់មិនលអ និងលើកកម្ពស់ដំណោះស្រាយសេដ្ឋកិច្ចចក្រាជាក់ស្តែង។
សព្វថ្ងៃនេះ កោះទ្រុង កំពុងផ្លាស់ប្តូរទៅជាសហគមន៍ «គ្មានសំរាម» ហើយនេះជាអ្វីដែលបានផ្លាស់ប្តូរ៖

This year, the Ministry of Environment is celebrating National and World Environment Day under the theme “Zero Waste”, focusing on tackling waste management issues, particularly plastic waste across Cambodia. In honor of this milestone, GIZ Cambodia is proud to share our inspiring success journey in transforming Koh Trung, into a model “Zero Waste” community.
Before 2022, Koh Trung had no formal waste management system. Through GIZ’s Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs (3RproMar) project (2022-2024), implemented alongside with the Ministry of Environment and local partners to raise awareness about the impact of poor waste management and promoted practical, circular economy solutions.
Today, Koh Trung is thriving as a model “Zero Waste” community. Here is what changed:
🔄 Waste into Wealth: Residents established "Waste Banks," turning recyclables into extra income for school activities and daily expenses.
🌱 Organic Solutions: Home composting has significantly cut down organic waste.
🤝Community-Led: Students, monks, and families are actively driving the zero-waste system.
🌊 River Protection: These efforts have drastically reduced waste leakage into the Mekong River, protecting both biodiversity and public health.
Koh Trung proves that change is possible. By cutting on single-use plastics, reducing the waste amount through home composting, ending waste burning and managing rubbish responsibly - just like the Koh Trung Zero Waste Community - we all can make a difference.

The 3rd Project Steering Committee (PSC) convened on 4 June 2026 to review a year of strategic progress and strengthen future priorities for Cambodia’s and value chains.
Chaired by H.E. Touch Bun Hour, Secretary of State at the Ministry of Agriculture, Forestry and Fisheries (MAFF), alongside co-chairs Bryan Fornari, Head of Cooperation of the European Union Delegation to Cambodia, and Dr. Gidon Windecker, Deputy Head of Cooperation at the German Embassy in Cambodia, the meeting underscored a shared commitment to building a competitive, climate-resilient agribusiness landscape, through policy development, food safety, sustainable production, value addition, and private sector engagement.
Key Impacts:
🔹Advanced the Draft National Pepper Policy and finalized the Mid-Term Review for the National Cashew Policy (2022–2027).
🔹Trained over 3,000 farmers in sustainable cashew and pepper production
🔹Assisted 18 agribusinesses in upgrading their certification readiness to access international markets.
The committee aligned on shifting focus toward the post-harvest phase. Future interventions will prioritize scaling practical, cost-effective drying solutions. By modernizing facilities, the goal is to significantly reduce crop losses, elevate food safety standards, and ensure Cambodian farmers and processors capture maximum market value.

Over the past week, GIZ Cambodia accompanied a High-Level Advisory Mission on Fiscal Decentralisation and Sub-National Financial Management, led by Mr. Werner Gatzer, former State Secretary of the German Federal Ministry of Finance.
The mission engaged in high-level and technical discussions with the Ministry of Economy and Finance, the National Committee for Sub-National Democratic Development (NCDD), and its Secretariat to explore opportunities for strengthening fiscal decentralisation in Cambodia.
To complement these discussions, the delegation conducted field visits to Kampong Tralach District and Kampong Chhnang Provincial Administrations, where they met with local councils and officials to better understand the practical realities of sub-national governance, including local revenue generation, resource management, and expenditure autonomy.
A Lessons Learned Workshop brought together senior officials from the Royal Government of Cambodia, sub-national administrations, development partners, and civil society organizations to discuss experiences and lessons from fiscal decentralization reforms in Germany and Southeast Asia.
Building on the findings of the four-day high-level advisory mission, the workshop drew on experiences from and Southeast Asia to validate and refine the mission's initial recommendations and identify practical policy options for Cambodia. Key recommendations included reaching agreement on priority reform areas, piloting selected measures in 2–3 provinces, monitoring and evaluating implementation results, making necessary adjustments, and scaling up successful approaches nationwide. The outcomes of the workshop informed the senior-level policy roundtable and contributed to the preparation of the final Advisory Note for the Royal Government of .

This past Monday (June 1st, 2026), a delegation from the German Bundestag’s Committee on Economic Cooperation and Development (AwZ) visited Sotr Nikum District, Siem Reap Province, to observe local governance, decentralization and improved public service delivery in action.
The visit to the One Window Service Office (OWSO) highlighted how streamlined procedures and a single-entry point can enhance accessibility and transparency for citizens and enable conditions for the private sector to grow. Engaging with local authorities and community members underscored a shared commitment to inclusive, efficient, and responsive public services.

A new Red Tape page has officially gone live on the Advocacy Compass platform, developed by EuroCham Cambodia.
The platform highlights complex and repetitive administrative procedures that affect businesses and investment, while promoting practical solutions through digitalization, streamlined processes, and stronger coordination across institutions.
By identifying bureaucratic bottlenecks and encouraging dialogue with relevant stakeholders, the initiative aims to support a more transparent, efficient, and competitive business environment in Cambodia. Companies are also encouraged to report their red tape issues via the website to get in touch with the EuroCham advocacy team.
Red tape issues are also an integral part of EuroCham White Book 2027, which compiles 77 policy recommendations to strengthen reforms surrounding Cambodia’s trade and investment policy framework.
The EuroCham Red Tape initiative is supported by the European Union and Germany through the EU-German GATE project implemented by GIZ Cambodia.

On 08 May 2026, GIZ Cambodia joined the Royal Government of Cambodia and the Governments of 🇩🇪 Germany, 🇨🇭 Switzerland, and 🇱🇺 Luxembourg at the first Programme Steering Committee (PSC) Meeting of the 𝐈𝐦𝐩𝐫𝐨𝐯𝐞𝐝 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐃𝐞𝐥𝐢𝐯𝐞𝐫𝐲 𝐟𝐨𝐫 𝐂𝐢𝐭𝐢𝐳𝐞𝐧𝐬 𝐢𝐧 𝐂𝐚𝐦𝐛𝐨𝐝𝐢𝐚 - 𝐏𝐡𝐚𝐬𝐞 𝐈𝐈 (𝐈𝐒𝐃 𝐈𝐈).
Effective governance begins at the local level. When district and municipal administrations have the capacity, tools, resources and the policy backing to serve their communities well, citizens can access quality services, participate in decisions that affect their lives, and build mutual trust between local authorities. This also creates transparent and accountable environments in which business and private sector can thrive. That is the conviction is at the heart of the ISD Programme, and it is what has guided four years of work across Battambang, Banteay Meanchey, and Siem Reap.
ISD II builds on those foundations with renewed ambition and will be working with 18 selected districts and municipalities from four target provinces, now including Stung Treng. The programme will strengthen public service delivery, deepen citizen participation and accountability, support local administrations to manage their resources and functions more effectively, and ensure that lessons learned at the local level inform national policy and legislation.
The GIZ's ISD II programme is implemented in partnership with the National Committee for Sub-national Democratic Development Secretariat (NCDDS). We collaborate closely with the ក្រសួងមហាផ្ទៃ Ministry of Interior Cambodia, the ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ Ministry of Economy and Finance, the ក្រសួងមុខងារសាធារណៈ Ministry of Civil Service Cambodia, the ក្រសួងផែនការ Ministry of Planning, Ministry of Environment, ក្រសួងធនធានទឹក និងឧតុនិយម/Ministry of Water Resources and Meteorology, and other stakeholders. This programme is financed by the German Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ), the Government of Luxembourg Aid & Development (LuxAid) and the Swiss Cooperation Mekong (SDC).
