ឯកឧត្តម យោគ សាមឌី អគ្គលេខាធិការរង នៃអគ្គលេខាធិការដ្ឋានក្រុមប្រឹក្សាជាតិគាំពារសង្គម និងជាប្រធានលេខាធិការដ្ឋាន អ.ប.ប. បានដឹកនាំក្រុមការងារបច្ចេកទេសនៃលេខាធិការដ្ឋាន ព្រមទាំងនាយកដ្ឋាន និងអង្គភាពពាក់ព័ន្ធ ជួបពិភាក្សាជាមួយ លោក ម៉ែន ភក្តី អគ្គនាយករងនៃអគ្គនាយកដ្ឋានបទប្បញ្ញត្តិ និងបរិយាបន្នហិរញ្ញវត្ថុ ព្រមទាំងមន្រ្តីពាក់ព័ន្ធនៃធនាគារជាតិនៃកម្ពុជា រួមជាមួយតំណាងធនាគារ អេស៊ីលីដា ភីអិលស៊ី និងធនាគារ វីង (ខេមបូឌា) ម.ក. ដើម្បីពិគ្រោះយោបល់ លើការធ្វើទំនើបកម្មការបើកផ្តល់អត្ថប្រយោជន៍ក្នុងប្រព័ន្ធគាំពារសង្គម។

កិច្ចពិភាក្សានេះ មានគោលបំណងផ្លាស់ប្តូរយោបល់ និងប្រមូលធាតុចូល មុនឈានទៅរៀបចំទស្សនាទាន ស្តីពីការធ្វើទំនើបកម្មការបើកផ្តល់អត្ថប្រយោជន៍ជាសាច់ប្រាក់ ក្នុងប្រព័ន្ធគាំពារសង្គម ដោយប្រើប្រាស់យន្តការអន្តរប្រតិបត្តិការ និងហេដ្ឋារចនាសម្ព័ន្ធបច្ចេកវិទ្យាព័ត៌មានដែលមានស្រាប់ សំដៅលើកកម្ពស់បរិយាបន្នហិរញ្ញវត្ថុ ព្រមទាំងបង្កើនប្រសិទ្ធភាពនៃដំណើរការបើកផ្តល់អត្ថប្រយោជន៍គាំពារសង្គម ឱ្យកាន់តែមានភាពលឿនរហ័ស និងតម្លាភាព បន្ថែមទៀត។

Discussion with the National Bank of Cambodia on Modernizing Social Protection Cash Benefit Delivery

H.E. YOK Samedy, Deputy Secretary-General of the General Secretariat for the National Social Protection Council and Head of the Digital Secretariat, led technical teams of the Secretariat alongside relevant departments and units to discuss the modernization of social protection cash benefit payments with Mr. MEN Pheakdey, Deputy Director-General of the Directorate General of Banking Regulation and Financial Inclusion, and relevant officials of the National Bank of Cambodia, as well as representatives from ACLEDA Bank Plc. and Wing Bank (Cambodia) Plc.

The meeting exchanged views and gathered inputs to support the drafting of a concept towards the modernization of the social protection cash benefit payments by leveraging existing interoperability mechanisms and IT infrastructure, aiming to promote financial inclusion while making the delivery of social protection benefits faster, more efficient, and transparent.

កិច្ចប្រជុំនេះ មានគោលបំណងពិនិត្យលើទិដ្ឋភាពសំខាន់ៗចំនួន ២ រួមមាន (១) ការប្រើប្រាស់លេខសម្គាល់គាំពារសង្គម (SPID) ក្នុងប្រព័ន្ធគ្រប់គ្រងកំណត់ត្រាវេជ្ជសាស្ត្រអេឡិចត្រូនិក (EMR) បន្ថែមលើលេខសម្គាល់សុខាភិបាល (Health ID) ដើម្បីបម្រើដល់ការបញ្ជាក់ចំណាយ អនុលោមតាមអនុក្រឹត្យ ស្តីពីការបញ្ជាក់ចំណាយក្នុងប្រព័ន្ធគាំពារសង្គម របស់រាជរដ្ឋាភិបាល, និង (២) កិច្ចសហប្រតិបត្តិការឈានទៅសិក្សាលើទិដ្ឋភាពបច្ចេកទេស ដើម្បីធានាបានការធ្វើអន្តរប្រតិបត្តិការពេញលេញ រវាងប្រព័ន្ធអេកូឡូស៊ីគាំពារសង្គម និងប្រព័ន្ធអេកូឡូស៊ីសុខាភិបាល។

Exploring Interoperability Between the Social Protection Ecosystem and the Health Ecosystem

H.E. YOK Samedy, Deputy Secretary-General of the GS-NSPC and Secretary of the Digital Secretariat, led a technical working group from the Secretariat and relevant departments in a trilateral meeting with H.E. CHEA Sereyvath, Secretary-General of the General Secretariat for the Digital Government Committee, and H.E. Professor SOK Chour, Deputy Director-General for Health Technical of the Ministry of Health, together with their respective teams. The meeting focused on exploring opportunities to advance interoperability between the Royal Government's Social Protection Registry (SPR) and the Ministry of Health's Client Registry (CR), which is currently being designed and developed in line with the draft Digital Health Strategy.

The meeting specifically discussed two key areas:

1- The use of the Social Protection ID (SPID) in the Electronic Medical Record (EMR) system, in addition to the Health ID, to support payment certification in compliance with the Royal Government's Sub-Decree on Payment Certification in the Social Protection System; and

2- Strengthening technical collaboration to study and establish the necessary technical framework for achieving full interoperability between the social protection ecosystem and the health ecosystem.

YOK Samedy, Deputy Secretary-General of the General Secretariat for the National Social Protection Council and Head of the DigitalSP Secretariat, led a meeting to review the first semester's progress and set the direction for implementing the Secretariat’s action plan for the second semester of 2026. The meeting was attended by officials from the Digital Transformation Unit, Information Technology Unit, and Service Support Unit, with the aim to review and assess work progress, discuss challenges, consolidate the Secretariat's achievements during the first semester, and establish directions for the second semester of 2026 to ensure that all set targets and indicators are successfully achieved as planned.

Technical Discussion on the Integration and Verification of Vehicle Registration Data with the Digital Social Protection Platform using the Cambodia Data Exchange Platform

With the high-level approval of H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the National Social Protection Council, the technical team of the Digital Secretariat of the GS-NSPC held a technical discussion with representatives of the Ministry of Public Works and Transport via Zoom. The meeting focused on reviewing and finalizing the technical arrangements for integrating and exchanging vehicle registration data with the DSPP using CamDX.

This data verification collaboration aims to enhance the efficiency and accuracy of the identification process for poor and vulnerable households. It will enable the implementation of a modern real-time asset verification function to support decision-making by Commune/Sangkat Councils and the Department of Identification of Poor Households of the Ministry of Planning in determining eligibility for issuing Equity Cards (IDPoor Cards) to target households.

Meeting on the Grievance Redress Mechanism (GRM) for Cambodia’s Social Protection System

YOK Samedy, Deputy Secretary-General of the General Secretariat for the National Social Protection Council and Head of the DigitalSP Secretariat, chaired a meeting to review and discuss the Grievance Redress Mechanism (GRM) within the social protection system. The meeting was attended by relevant departments and units under the GS-NSPC, with support from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The objective of the meeting was to review and exchange views on the design and implementation of the GRM, aimed at enhancing the efficiency, transparency, and responsiveness of complaints handling and redressal, thereby improving the overall quality of social protection benefit delivery for target groups.
