Army says Chinese man stepped on a landmine, reflecting the landmine problem along the border, criticizing Cambodia for continuing to ignore and refusing to cooperate in demining efforts that affect public safety.

The Royal Thai Army stated that the incident — in which a Chinese man illegally crossed the border from Cambodia into Thailand near Ban Nong Chan, Non Mak Mun Subdistrict, Khok Sung District, Sa Kaeo Province and stepped on a landmine — reflects ongoing landmine issues along the Thai–Cambodian border.

Maj. Gen. Winthai Suwaree, the Army spokesperson, said the injured man was taken to the hospital and the Immigration Police in Sa Kaeo have been informed for further investigation, as the individual entered Thailand illegally. Initial assumptions suggest possible links to cyber-scam networks, which commonly attempt to flee into Thailand.

Regarding the site of the incident, the spokesperson said the location lies within Thailand’s operational zone, about 90 meters from Sri Phen Road. The area is known to be contaminated with landmines that Thailand has been working to clear. Numerous landmines were discovered there in past operations.

Considering the terrain, it is evident that Cambodia has laid landmines continuously along the border in ways that obstruct the work of Thai authorities and affect civilians—not only at this site but along the entire Thai–Cambodian border. The landmine involved in the recent incident is still being examined to determine whether it is old or newly planted. Regardless, the result is that Thai citizens cannot safely use land that should be accessible.

Maj. Gen. Winthai added that Cambodia has used landmines for tactical military purposes since the past and continues to do so in traditional military practice. Recent evidence shows widespread use of modern PMN-2 mines intended for ambush and obstruction.

Importantly, Cambodia is a state party to the Ottawa Convention and has received significant international funding for demining, yet has shown no cooperation in joint border demining with Thailand, even though Thailand has proposed this repeatedly in bilateral meetings. There have also been reports of Cambodian authorities obstructing Thai demining operations in several locations.

This incident highlights the brutality of landmines, which harm all sides—regardless of nationality or whether military or civilian, he said, adding that it also reflects Cambodia’s lack of responsibility in resolving the issue.

Winthai stressed that substantial evidence indicates continued deployment of new landmines and that Thailand believes the verified information submitted to international organizations will be considered, and Cambodia will face consequences for these serious action.

The Thai Armed Forces released an AOT report showing that a Thai soldier stepped on newly planted land in Phum Kheu, which is within Thai territory.

The AOT-TH team went to inspect the site immediately after the incident, based on an assessment of the above ground conditions, the mine placement pattern, and the signs of the burial, found that the PMN-2 mines were planted during the latest clashes, consistent with previous incidents in the Cambodian-Thai border conflict. The PMN-2 mines were found intact. No new mines have been found in the Cambodian-Thai border conflict. This is according to the Cambodian side.

The inspection by the engineering unit, together with the AOT-TH, also found that additional mines may have been planted in the area and that immediate clearance operations could not be carried out due to the safety risk to the officers in the area.

In addition, the AOT-TH team systematically confirmed the coordinates of all mine detection points using mobile GPS (Google Map) along with geographical maps. The inspection results clearly showed that all locations were entirely within Thai territory, with no points outside the Thai border.

Importantly, the head of the AOT-TH team inspected the private mobile phones of Cambodian soldiers who had left behind when they withdrew from the Burmese area. Inside the phone, photos, videos and registration data were found that clearly belonged to the Cambodian side, including images of PMN-2 mines being planted and buried, as well as images of Cambodian soldiers operating in the minefield. “The observers also confirmed that the area was previously a forward operating base during the conflict and that the mines were likely planted during the recent tensions, not old mines remaining in the area as explained by the Cambodian side.

“The Royal Cambodian Armed Forces Headquarters would like to reiterate that all information is factual, derived from direct observation, physical evidence, geographical coordinates, photographs, videos and scientific analysis by the AOT-TH team, which is neutral, transparent and operates in accordance with all international standards.

“Thailand adheres to all agreements under the bilateral framework, whether GBC, JBC or Joint Observer Agreement. We always operate based on the principles of peace, transparency and international standards to resolve the situation constructively and prioritize the safety of the people of both countries.

“At the same time, the Thai side has also found cases where the Cambodian side has provided information inconsistent with the facts in various discussion forums, which has affected the atmosphere of negotiations and trust in the cooperation mechanism.

“The Royal Thai Armed Forces will continue to operate in a transparent, clear and verifiable manner through bilateral mechanisms at all levels to present the truth to the community in all relevant forums and to firmly protect Thailand’s sovereignty and territorial integrity.”
