Ambassador Steven Pang paid a courtesy call on Her Excellency Chhi Va, Governor​of Koh Kong Province, on 29 May 2026.

During the meeting, Ambassador Pang noted that Koh Kong is the second province he has visited since assuming his appointment as Singapore’s Ambassador to Cambodia. He reaffirmed Singapore’s commitment to strengthening trade and economic cooperation with Cambodia, including through the recently signed Memorandum of Cooperation on Food Security.

Ambassador Pang also highlighted Koh Kong’s potential as a coastal province and its strategic proximity to Sihanoukville Autonomous Port. Governor Chhi Va welcomed the growing cooperation between Singapore and Cambodia and expressed support for continued engagement and collaboration.

ក្នុងជំនួបនោះ ឯកឧត្តម ឯកអគ្គរដ្ឋទូត ផាំង បានកត់សម្គាល់ថា ខេត្តកោះកុង គឺជាខេត្តទីពីរដែលឯកឧត្តមបានអញ្ជើញទៅទស្សនកិច្ច ចាប់តាំងពីការតែងតាំងជាឯកអគ្គរដ្ឋទូតសិង្ហបុរីប្រចាំនៅកម្ពុជា។ ឯកឧត្តម បានបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្តរបស់សិង្ហបុរីក្នុងការពង្រឹងកិច្ចសហប្រតិបត្តិការពាណិជ្ជកម្ម និងសេដ្ឋកិច្ចជាមួយកម្ពុជា រួមទាំងតាមរយៈអនុស្សរណៈនៃកិច្ចសហប្រតិបត្តិការស្តីពីសន្តិសុខស្បៀង ដែលទើបត្រូវបានចុះហត្ថលេខានាពេលថ្មីៗនេះ។

Ambassador Steven Pang called on His Excellency Prof Dr. Chhem Kieth Rethy, Senior Minister and Chairman, Economic Social and Cultural Council on 20 May 2026.

They had a useful discussion on global and regional developments affecting the interests of small states. They also took positive note of the close collaboration between Singapore and Cambodia and the potential to further deepen agro-trade, and manpower cooperation between the two countries.

Ambassador Pang expressed appreciation for the ECOSOC's continued support to him and the Singapore Embassy in furthering the bilateral cooperation.

ឯកឧត្តម ឯកអគ្គរដ្ឋទូត ផាំង បានសម្តែងអំណរគុណ ចំពោះការគាំទ្រជាបន្តបន្ទាប់របស់ក្រុមប្រឹក្សាសេដ្ឋកិច្ច សង្គម និងវប្បធម៌ ក្នុងការជំរុញកិច្ចសហប្រតិបត្តិការទ្វេភាគី។

On 1 May 2026, the Embassy hosted a delegation of young leaders from National Community Leadership Institute. They were in town for the overseas component of the Youth Leaders Collective Programme, an initiative to develop community leadership in Singapore. At the Embassy, the delegation learnt about the close relationship between our countries and heard from inspiring Singaporeans in Phnom Penh like Phillip Bank Cambodia Director and Shareholder’s Representative Mr Ong Teong Hoon, Singapore Club Cambodia President Mr Yeong Hock Ming and young Singaporeans Jovin and Sarah. People-to-people ties between Singapore and Cambodia are strengthened through such exchanges and we hope to welcome more youth delegations to Cambodia!

Ambassador Steven Pang paid a courtesy call on His Excellency Chay Borin, Minister of Cult and Religion, on 21 May 2026.

Minister Chay briefed Ambassador Pang on Cambodia’s religious landscape and the role of religion in Cambodian society. Ambassador Pang shared Singapore’s experiences as a multi-religious and multicultural society, and noted the shared values between Singapore and Cambodia in fostering mutual respect and understanding among diverse religious communities to achieve social harmony.

Both sides welcomed further exchanges and collaboration in areas of common interest.

During the meeting, they reaffirmed the strong and longstanding ties between Singapore and Cambodia. Ambassador Pang welcomed Cambodia's stepped-up efforts in combatting online scams. They took note of the importance of international cooperation and for each country to make utmost efforts to tackle such cross-border crime. Ambassador Pang also shared some of the recent developments in Singapore such as the setting up of the Cyber Command to consolidate anti-scam and cybercrime capabilities of the Singapore Police Force under a single unified structure, integrating operations, investigations and intelligence functions.

Both sides welcomed the prospect of closer cooperation in various areas, including capacity building between the law enforcement agencies.

Ambassador Steven Pang visited the Ministry of Economy and Finance (MEF)'s Secretariat for the Master Plan for Cambodia Coastal Provinces Development on 19 May 2026 where he had a productive discussion with His Excellency Chea Kok Hong, Secretariat Director, on the Multi-Purpose Special Economic Zone (MPSEZ) and Comprehensive Economic Corridor, which cover Preah Sihanouk, Kampot, Kep and Kok Kong provinces. Both sides exchanged views on the Royal Government of Cambodia’s long-term vision to transform the coastal provinces into a dynamic economic corridor and investment hub, with a strong emphasis on innovation, entrepreneurship, and human capital development.

Ambassador Pang also visited the Khmer Enterprise and Cambodia's Skills Development Fund (SDF) which are located in the same building. He met His Excellency Dr Chhieng Vanmunin, CEO of Khmer Enterprose and His Excellency Ky Sokkim, CEO of SDF respectively and gained a better understanding of Khmer Enterprise's role in nurturing SMEs and supporting the entrepreneurship ecosystem in Cambodia and the SDF's efforts in supporting skills development to enable inclusive growth and preparing Cambodia’s workforce for the future economy.

Ambassador Pang expressed appreciation for the valuable insights and looked forward to continued engagement and cooperation with the respective agencies.

Ambassador Steven Pang paid a courtesy call on His Excellency Mao Havannall, Minister in charge of State Secretariat of Civil Aviation (SSCA) on 15 May 2026.

They took positive note of the strong flight connectivity between Singapore and Cambodia and longstanding cooperation between SSCA and Civil Aviation Authority of Singapore (CAAS) as well as the Ministry of Transport. Ambassador Pang noted with appreciation that SSCA participate regularly in the Singapore Airshows and programmes organised by the Singapore Aviation Academy (SAA) which have provided opportunities for both sides to share technical know-how and experiences on matters related to civil aviation.

Ambassador Pang looked forward to further strengthening collaboration with His Excellency and SSCA.

Ambassador Steven Pang paid a courtesy call on His Excellency Sok Chenda Sophea, Deputy Prime Minister, on 13 May 2026 at the Office of the Council of Ministers (OCM).

They took positive note of the strong bilateral investment and trade between Singapore and Cambodia as well as collaboration to strengthen the regional and multilateral trade systems. They also discussed about further strengthening food trade, logistics and connectivity, and private sector engagement. Ambassador Pang welcomed continued engagement with His Excellency Sok Chenda Sophea on enhancing economic cooperation between the two countries. 🇸🇬🇰🇭

The Singapore Embassy in Phnom Penh hosted the Singapore Cooperation Programme (SCP) Leaders Night, bringing together over 150 distinguished Cambodian leaders and senior officials who had participated in programmes under the SCP. The evening celebrated the longstanding partnership between Singapore and Cambodia and the contributions of the SCP to Cambodia’s public sector development.

Since 1992, the SCP has been Singapore's major platform for sharing its development experience with fellow developing countries. In Cambodia, over 19,000 government officials have been trained across disciplines, from public administration to digital transformation.

Singapore remains committed to partnering the Royal Government of Cambodia in capacity-building and sharing Singapore's experiences, contributing to Samdech Thipadei's Pentagonal Strategy.

Ambassador Steven Pang also highlighted the Cambodia-Singapore Cooperation Centre (CSCC), formerly the Cambodia-Singapore Training Centre which was established in 2002 under the Initiative for ASEAN Integration, and upgraded in 2018 to a dedicated platform for capacity-building, knowledge exchange, and people-to-people ties between Singapore and Cambodia. A special CSCC video was also launched, tracing the Centre's journey from its early days of providing foundational training to its current programmes spanning digital governance, data analytics, sustainability, and leadership development.

Looking ahead, through broadening the scope of the CSCC's programmes, the Embassy looks forward to many more years of partnership in capacity-building, and friendship between Singapore and Cambodia.

ស្ថានទូតសិង្ហបុរីប្រចាំនៅរាជធានីភ្នំពេញ បានរៀបចំកម្មវិធី “Singapore Cooperation Programme (SCP) Leaders Night” ដោយមានការជួបជុំថ្នាក់ដឹកនាំកម្ពុជា និងមន្ត្រីជាន់ខ្ពស់កម្ពុជាចំនួនជាង ១៥០នាក់ ដែលបានចូលរួមក្នុងកម្មវិធីនានាក្រោម SCP។ ព្រឹត្តិការណ៍នេះ បានអបអរសាទរភាពជាដៃគូយូរអង្វែងរវាងសិង្ហបុរី និងកម្ពុជា ព្រមទាំងការចូលរួមចំណែករបស់ SCP ក្នុងការអភិវឌ្ឍវិស័យសាធារណៈរបស់កម្ពុជា។

ចាប់តាំងពីឆ្នាំ១៩៩២មក SCP បានក្លាយជាវេទិកាសំខាន់របស់សិង្ហបុរី សម្រាប់ចែករំលែកបទពិសោធន៍អភិវឌ្ឍន៍របស់ខ្លួនជាមួយបណ្តាប្រទេសកំពុងអភិវឌ្ឍន៍ដទៃទៀត។ នៅកម្ពុជា មន្ត្រីរាជការជាង ១៩ ០០០នាក់ បានទទួលការបណ្តុះបណ្តាលលើវិស័យជាច្រើន រួមមានការគ្រប់គ្រងរដ្ឋបាលសាធារណៈ រហូតដល់ការផ្លាស់ប្តូរផ្នែកឌីជីថល។

សិង្ហបុរី នៅតែបន្តប្តេជ្ញា ក្នុងការសហការជាមួយរាជរដ្ឋាភិបាលកម្ពុជា លើការកសាងសមត្ថភាព និងការចែករំលែកបទពិសោធន៍របស់សិង្ហបុរី ដើម្បីរួមចំណែកដល់យុទ្ធសាស្រ្ត បញ្ចកោណរបស់សម្តេចធិបតី។

ឯកឧត្តម ឯកអគ្គរដ្ឋទូត ស្ទីវិន ផាំង ក៏បានលើកឡើងអំពីមជ្ឈមណ្ឌលសហប្រតិបត្តិការកម្ពុជា-សិង្ហបុរី (CSCC) ដែលពីមុនមានឈ្មោះថា មជ្ឈមណ្ឌលបណ្តុះបណ្តាលកម្ពុជា-សិង្ហបុរី ដែលបង្កើតឡើងនៅឆ្នាំ២០០២ ក្រោមគំនិតផ្តួចផ្តើមសមាហរណកម្មអាស៊ាន (Initiative for ASEAN Integration) ហើយត្រូវបានអភិវឌ្ឍបន្ថែមនៅឆ្នាំ២០១៨ ទៅជាវេទិកាឯកទេសសម្រាប់ការកសាងសមត្ថភាព ការផ្លាស់ប្តូរចំណេះដឹង និងការពង្រឹងទំនាក់ទំនងរវាងប្រជាជននៃប្រទេសទាំងពីរ។ វីដេអូពិសេសមួយអំពី CSCC ក៏ត្រូវបានដាក់បង្ហាញផងដែរ ដោយបង្ហាញពីដំណើររបស់មជ្ឈមណ្ឌល ចាប់ពីដំណាក់កាលដំបូងនៃការផ្តល់ការបណ្តុះបណ្តាលមូលដ្ឋាន រហូតដល់កម្មវិធីបច្ចុប្បន្នដែលគ្របដណ្តប់លើអភិបាលកិច្ចឌីជីថល ការវិភាគទិន្នន័យ និរន្តរភាព និងការអភិវឌ្ឍភាពជាអ្នកដឹកនាំ។

ក្នុងពេលខាងមុខ តាមរយៈការពង្រីកវិសាលភាពនៃកម្មវិធីរបស់ CSCC ស្ថានទូត ទន្ទឹងរង់ចាំការបន្តភាពជាដៃគូក្នុងការកសាងសមត្ថភាព និងមិត្តភាពរវាងសិង្ហបុរី និងកម្ពុជា ជាច្រើនឆ្នាំទៅមុខទៀត។

Ambassador Steven Pang paid a courtesy call on His Excellency Sok Soken, Minister of Inspection, on 12 May 2026.

They exchanged views on governance, public sector capacity-building and outcome-based performance evaluation, and opportunities for closer institutional cooperation and exchanges.

Ambassador Pang also welcomed the strong interest from Cambodian officials in Singapore’s capacity-building programmes under the Singapore Cooperation Programme, and looked forward to continued collaboration with the Ministry of Inspection to support human capital development in the Cambodian institutions.
