នៅថ្ងៃទី២១ ខែកុម្ភៈ ឆ្នាំ២០១៥ ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល រដ្ឋមន្ត្រីក្រសួងពាណិជ្ជកម្ម និងជាប្រធានសហព័ន្ធកីឡាហែលទឹកកម្ពុជា បានចុះពិនិត្យការដ្ឋានសាងសង់ កីឡដ្ឋានកីឡាហែលទឹកថ្មី នៅខេត្តកំពង់ចាម។ កីឡដ្ឋាននេះត្រូវបានសាងសង់ឡើង ដោយមានការចូលរួមឧបត្ថម្ភអំពីបណ្តាក្រុមហ៊ុន និង សប្បុរសជន ដើម្បីបង្កើតបានជា ទីកន្លែងបណ្តុះបណ្តាល និងធ្វើការប្រកួត សម្រាប់ក្រុមកីឡាករហែលទឹក និងលោតទឹករបស់យើង។ កីឡដ្ឋានថ្មីនេះ ត្រូវបានគេរំពឹងទុកថានឹង ត្រូវបានសាងសង់រួចជាស្ថាពរត្រឹមខែមេសា ឆ្នាំ២០១៥ ខាងមុខនេះ។

On February 21, 2015, H.E. Sun Chanthol, Senior Minister and Minister of Commerce and President of Khmer Swimming Federation, inspected the construction of the new swimming center in Kampong Cham. The swimming center is built with the generous donations from companies and individuals to serve as a regional training facility and competition for our swimmers and divers.The new swimming center is estimated to be completed by April 2015.

នៅថ្ងៃទី០៣ ខែមីនា ឆ្នាំ២០១៥ នៅសណ្ឋាគារកាំបូឌីយ៉ាណា ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ ថុល បានអញ្ជើញជាអធិបតីបើកសន្និសីទថ្នាក់ជាតិស្តីពីយន្តការអភិវឌ្ឍន៍វិស័យឯកជន ក្រោម ចំណងជើងថា៖ “សហថាមពល កំណើន និងសហគមន៍សេដ្ឋកិច្ចអាស៊ាន”។ សន្និសីទនេះ មានការគាំទ្រពីកម្មវិធីគាំទ្រការអភិវឌ្ឍពាណិជ្ជកម្ម (TDSP) ហើយរៀបចំឡើងដោយសភាពាណិជ្ជកម្មកម្ពុជាសហការជាមួយក្រសួងពាណិជ្ជកម្ម។

សន្និសីទនេះមានអ្នកចូលរួមប្រមាណ១៦០នាក់ ជាតំណាងអញ្ជើញមកពីវិស័យឯកជន រដ្ឋាភិបាល ផ្នែកសិក្សាធិការ ស្ថាប័នដៃគូអភិវឌ្ឍន៍។

សន្និសីទនេះ រៀបចំឡើងក្នុងគោលបំណងប្រមូលផ្តុំវិស័យឯកជនទាំងឡាយ ដែលពាក់ព័ន្ធនឹងគំនិតផ្តួចផ្តើមអភិវឌ្ឍន៍របស់រាជរដ្ឋាភិបាលកម្ពុជា ដៃគូអភិវឌ្ឍន៍ និងដៃគូផ្សេងៗទៀត ដើម្បីបង្កើតបរិយាកាសកាន់តែប្រសើរឡើងក្នុងការធ្វើពាណិជ្ជកម្មនៅកម្ពុជា។

នៅក្នុងសន្ទរកថាបើករបស់ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានសង្កត់ធ្ងន់លើសារៈសំខាន់នៃការអភិវឌ្ឍវិស័យឯកជន ដែលជាក្បាលម៉ាស៊ីននៃការបង្កើនសេដ្ឋកិច្ចប្រទេស។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានមានប្រសាសន៍ថា៖ “យើងរៀបចំសន្និសីទនេះឡើង ដើម្បីស្វែងរកដំណោះស្រាយធ្វើឲ្យយន្តការវិស័យឯកជនអាចទាញយកផលប្រយោជន៍ពេញលេញពីឱកាសក្នុងការចូលជាសមាជិកសហគមន៍សេដ្ឋកិច្ចអាស៊ាន”។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីក៏មានប្រសាសន៍បន្ថែមទៀតថា “សន្និសីទនេះ នឹងផ្តល់ឱកាសថ្មីដើម្បីពង្រឹង និងពង្រីកភាពជាដៃគូរបស់យើង ដែលនាំទៅរកភាពរីកចម្រើនសេដ្ឋកិច្ចប្រកបដោយនិរន្តរភាព ធ្វើឲ្យប្រសើរឡើងសូចនាករសង្គមដែលនឹងធ្វើឲ្យប្រទេសកម្ពុជាជាប្រទេសមានចំណូលតិចតូច ក្លាយជាប្រទេសដែលមានចំណូលក្រោមមធ្យមនាពេលអនាគត”។

ឯកឧត្តមទេសរដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល បានស្នើឲ្យអង្គសន្និសីទចូលរួមដោយភាពស្មោះត្រង់ បញ្ចេញការពិតជាក់ស្តែង និងចូលរួមដោយសកម្មក្នុងការលើកឡើងនូវបញ្ហា និងអនុសាសន៍នានាក្នុងកិច្ចពិភាក្សា។

ឯកឧត្តមទេសរដ្ឋមន្ត្រី ស៊ុន ក៏បានឆ្លៀតឱកាសរំឭកឡើងវិញអំពីកំណែទម្រង់មួយចំនួនផ្តួចផ្តើមឡើងនៅក្រសួងពាណិជ្ជកម្ម ហើយបានបន្ថែមថា៖ កំណែទម្រង់ដែលផ្តួចផ្តើមទាំងនេះ ស្របគ្នានឹងការរៀបចំគោលនយោបាយអភិវឌ្ឍន៍ឧស្សាហកម្ម ដែលនឹងត្រួសត្រាយផ្លូវសម្រាប់ភាពជាដែគូកាន់តែធំធេងរវាងរដ្ឋាភិបាល និងវិស័យឯកជន។

យោងតាមអនុសាសន៍ណែនាំរបស់សម្តេចនាយករដ្ឋមន្ត្រី ឯកឧត្តមទេសរដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល ក៏បានជំរុញលើកទឹកចិត្តវិស័យឯកជនឲ្យឆ្លុះកញ្ចក់ ងូតទឹក ដុសក្អែល និងព្យាបាល ដើម្បីធានា ដល់ការចូលរួមរបស់ខ្លួនក្នុងដំណើរការកំណែទម្រង់ទាំងនេះផងដែរ។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី ក៏ស្នើឲ្យសភាពាណិជ្ជកម្មកម្ពុជាស្វាគមន៍ចំពោះការបញ្ចូលសមាជិកសហគ្រិនវ័យក្មេង ដើម្បីផលប្រយោជន៍នៃការអភិវឌ្ឍវិស័យឯកជន។

ឯកឧត្តមទេសរដ្ឋមន្ត្រី ស៊ុន ចាន់ថុល បានបញ្ចប់សុន្ទរកថារបស់ខ្លួន តាមរយៈការរំឭកឡើងវិញនូវប្រសាសន៍របស់អតីតលោកប្រធានាធិបតីដ៏ឆ្នើម John F. Kennedy ជូនដល់អង្គសន្និសីទទាំងអស់ថា៖ "កុំសួរថាតើប្រទេសអ្នកអាចធ្វើអ្វីខ្លះដើម្បីអ្នក ត្រូវសួរថាតើអ្នកអាចធ្វើអ្វីខ្លះដើម្បីប្រទេសអ្នក"។ ឯកឧត្តមទេសរដ្ឋមន្រ្តីបានកែឃ្លានេះទៅជា៖ "កុំសួរថាតើប្រទេសកម្ពុជាអាចធ្វើអ្វីខ្លះដើម្បីអ្នក ត្រូវសួរថា តើអ្នកអាចធ្វើអ្វីខ្លះដើម្បីប្រទេសកម្ពុជា”។ ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល បានជំរុញឲ្យអង្គសន្និសីទគ្រប់រូបខិតខំបំពេញការងាររួមគ្នាជាមួយរដ្ឋាភិបាល ដើម្បីផ្លាស់ប្តូរ ទស្សនៈគ្នាទៅវិញទៅមកនិងធ្វើការជាមួយគ្នា។ ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានបន្ថែមទៀតថា៖ “យើងមិនអាចរស់នៅ លើកោះដែលសម្បូរទៅដោយទ្រព្យសម្បត្តិ ហើយហ៊ុំព័ទ្ធដោយ សមុទ្រនៃភាពក្រីក្រនោះទេ” ។ វាគឺជាការទទួលខុសត្រូវ របស់អ្នករាល់គ្នា ដែលយើងត្រូវធ្វើការ ជាមួយគ្នាដើម្បីពង្រីក កោះដែលពោរពេញ ដោយទ្រព្យសម្បត្តិរបស់យើង ឲ្យកាន់តែធំទៅៗ និងធ្វើឲ្យសមុទ្រនៃភាពក្រីក្រនេះកាន់តែរួមតូចទៅៗ” ដើម្បីជាប្រយោជន៍ដល់ប្រជាជន និងមនុស្សជាតិរបស់យើង។

On March 03, 2015 at Hotel Cambodiana, Senior Minister H.E. Sun Chanthol presided over the Opening Ceremonies of the National conference on Mechanism for Private Sector Development under the theme: Synergy, growth, and ASEAN Economic Community. This forum was sponsored by the Trade Development Support Program and organized by the Cambodia Chamber of Commerce in cooperation with the Ministry of Commerce.

Approximately 160 representatives from the private sector, government, academia, development partners and institutions were in attendance.

The forum was held in order to take stock of the different private sector related development initiatives of the government, development partners, and other partners with the goal of creating an environment more conducive to doing business in Cambodia.

In his opening remarks, Senior Minister Sun emphasized the importance of private sector development as an engine of growth for the Cambodian economy. He said that the Conference should find ways to leverage G-PSF as a mechanism to take full advantage of the opportunities being offered by the ASEAN economic integration. He added that this Conference will provide new opportunities to strengthen and expand partnerships that will lead to sustainable economic growth, improving social indicators that will move Cambodia’s status from a low-income country to a lower -middle income country in the future.

Senior Minister Sun urged the participants to be honest, frank and active in addressing the issues and recommendations in the discussions.

He also took the opportunity to recall the various reforms initiated at the Ministry of Commerce and added that the reforms were in recognition of the preparation of Cambodia’s Industrial Development Policy, which will pave the way for greater partnership between the Government and the private sector.

Following the instructions of the Prime Minister, Minister Sun encouraged the private sector to look into the mirror, take a bath, and scrub off the dirt so as to be cured, ensuring that they are also participating in the process of reforms as well. He suggested to the Cambodia Chamber of Commerce that they become more inclusive by welcoming young entrepreneurs to their organization for the sake of private sector development.

Minister Sun ended his speech by reminding the participants of the quote from the late President John F. Kennedy, "Ask not what your country can do for you - ask what you can do for your country ". He modified it to "Ask not what Cambodia can do for you - ask what you can do for Cambodia". He urged everyone to work closely with the government to exchange ideas and to work together. He added, "We cannot live on an island of wealth surrounded by a sea of poverty. It is everyone's responsibility to work together to enlarge the island of wealth and to shrink the sea of poverty " for the benefit of our people and mankind.

ដោយមានការអនុញ្ញាត ពីរាជរដ្ឋាភិបាលកម្ពុជា នៅថ្ងៃទី២៧ ខែកុម្ភៈ ឆ្នាំ២០១៥ ឯកឧត្តម ស៊ុន ចាន់ថុល ទេសរដ្ឋមន្រ្តី រដ្ឋមន្រ្តីក្រសួងពាណិជ្ជកម្ម និងជារដ្ឋមន្រ្តីសេដ្ឋកិច្ចអាស៊ាន បានដឹកនាំគណៈប្រតិភូកម្ពុជា ចូលរួមកិច្ចប្រជុំចង្អៀត រដ្ឋមន្រ្តីសេដ្ឋកិច្ចអាស៊ានលើកទី២១ ពីថ្ងៃទី២៨ ខែកុម្ភៈ ដល់ថ្ងៃទី១ ខែមីនា ឆ្នាំ២០១៥ នៅទីក្រុង KOTA BHARU, KELANTAN ប្រទេសម៉ាឡេស៊ី។

នៅក្នុងការបើកកិច្ចប្រជុំចង្អៀត រដ្ឋមន្រ្តីសេដ្ឋកិច្ចអាស៊ានលើកទី២១ ឯកឧត្តម DATO’ SRI MUSTAPA MOHAMED រដ្ឋមន្រ្តីពាណិជ្ជកម្ម និងឧស្សាហកម្មអន្តរជាតិ និងជាប្រធានរដ្ឋមន្រ្តីសេដ្ឋកិច្ចអាស៊ានឆ្នាំ២០១៥ បានមានប្រសាសន៍ថា កិច្ចប្រជុំនេះ គឺមានសារៈសំខាន់ណាស់ ដើម្បីធ្វើការត្រួតពិនិត្យឡើងវិញ និងពិភាក្សារកវិធីឆ្ពោះទៅកាន់សហគមន៍សេដ្ឋកិច្ចអាស៊ាន នៅចុងឆ្នាំ២០១៥។

នៅល្ងាចថ្ងៃទី២៨ ខែកុម្ភៈ បណ្តារដ្ឋមន្រ្តីសេដ្ឋកិច្ចអាស៊ាន បានចូលរួមស្តាប់នូវបទបង្ហាញ ដោយឯកឧត្តម YB. DATO’ SERI IDRIS JALA រដ្ឋមន្រ្តីទទួលបន្ទុក ខុទ្ទកាល័យនាយករដ្ឋមន្រ្តី ស្តីពីការលើកទឹកចិត្ត ការវិនិយោគឆ្លងដែន នៅក្នុងអាស៊ាន និងបានផ្លាស់ប្តូរទស្សនៈ លើគម្រោងនាំផ្លូវអាស៊ាន ស្នើឡើងដោយប្រទេសម៉ាឡេស៊ី។

នាឱកាស នៃកិច្ចពិសារអាហារការងារពេលល្ងាច ថ្ងៃទី២៨នោះ រដ្ឋមន្រ្តីទំាងអស់បានពិចារណា និងឯកភាពលើរបាយការណ៍ នៃកិច្ចប្រជុំក្រុមការងារជាន់ខ្ពស់ ស្តីពីសមាហរណកម្ម សេដ្ឋកិច្ចអាស៊ានលើកទី២៧ រួមទាំងអនុសាសន៍មួយចំនួន ស្តីពីចក្ខុវិស័យសហគមន៍សេដ្ឋកិច្ចអាស៊ាន ក្រោយឆ្នាំ២០១៥ និងឯកសារការងារស្តីពី សហគមន៍សេដ្ឋកិច្ចអាស៊ានឆ្នាំ២០២៥ ព្រមទាំងពិភាក្សាពីការកំណត់ចំនួន សម្រាប់កិច្ចប្រជុំអាស៊ានបូក១ និងរបៀបនៃការទទួលជួបពិគ្រោះយោបល់ ជាមួយក្រុមប្រឹក្សាពាណិជ្ជកម្មបូក១ផងដែរ។ រដ្ឋមន្រ្តីសេដ្ឋកិច្ចអាស៊ានទាំងអស់ បានពិភាក្សា និងឯកភាពឲ្យធ្វើការពិភាក្សាបន្តទៀត នូវក្របខ័ណ្ឌស្តីពី ការសម្រួលពាណិជ្ជកម្មអាស៊ាន។ រដ្ឋមន្រ្តីទាំងអស់ ក៏បានពិភាក្សាផងដែរ លើសំណើស្តីអំពី ការធ្វើដំណើរសម្រាប់ការធ្វើពាណិជ្ជកម្ម ដោយប្រើប្រាស់កាតអាស៊ាន(ABTC) និងបានឯកភាព ស្នើឲ្យរដ្ឋមន្រ្តីការបរទេសអាស៊ាន ពិចារណា និងសម្រេចលើសំណើនេះ។

នៅថ្ងៃទី១ ខែមីនា ឆ្នាំ២០១៥ បណ្តារដ្ឋមន្រ្តីសេដ្ឋកិច្ចអាស៊ាន បានចូលរួមស្តាប់ ការរាយការណ៍ និងផ្លាស់ប្តូរយោបល់ ស្តីពីការចូលរួមពីផ្នែកឯកជន ជាពិសេស បញ្ហាដែលបានលើកឡើង ដោយប្រធានក្រុមប្រឹក្សា ពិគ្រោះយោបល់ពាណិជ្ជកម្មអាស៊ាន (ABAC) ស្តីពីសហគមន៍សេដ្ឋកិច្ចអាស៊ាន។ ពាក់ព័ន្ធនឹងការលើកឡើងខាងលើនេះ ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល បានផ្តល់អនុសាសន៍ថា ផ្នែកឯកជន និងស្ថាប័នអន្តរជាតិ គួរជួយផ្តល់នូវហិរញ្ញប្រទាន ដល់សហគ្រាសតូច និងមធ្យម ឲ្យបានកាន់តែប្រសើ ជាមួយនឹងអត្រាការប្រាក់ទាប។

ចំពោះបញ្ហាសន្តិសុខស្បៀង ឯកឧត្តមទេសរដ្ឋមន្រ្តី ក៏បានថ្លែងថា យើងមិនត្រឹមតែ បារម្ភចំពោះសន្តិសុខស្បៀងប៉ុណ្ណោះទេ គឺយើងក៏មានការបារម្ភផងដែរ ចំពោះបញ្ហាសុវត្ថិភាពចំណីអាហារ ដែលជាបញ្ហាចំណងរបស់ប្រជាជន។ ឯកឧត្តមក៏បានជម្រុញឲ្យវិស័យឯកជន ពិចារណាជួយបញ្ជូននិស្សិត ទៅធ្វើកម្មសិក្សានៅក្នុង ប្រទេសអាស៊ាន ដើម្បីទទួលបាននូវចំណេះដឹង និងបទពិសោធន៍ល្អៗ អំពីសហគ្រាសតូច និងមធ្យមផងដែរ។

ដើម្បីសម្រេចបាននូវ សហគមន៍សេដ្ឋកិច្ចអាស៊ាន បណ្តារដ្ឋមន្រ្តីសេដ្ឋកិច្ចទាំងអស់ បានពិភាក្សា និងផ្លាស់ប្តូរទស្សនៈ លើភាពជឿនលឿន នៃការអនុវត្តវិធានការ នៅក្នុងផែនការលម្អិត សហគមន៍សេដ្ឋកិច្ចអាស៊ាន និងវិធានការអាទិភាពគន្លឹះៗ បន្សល់ពីឆ្នាំ២០១៣ និងឆ្នាំ២០១៥ និងវិធានការអាទិភាពនានា នៅក្រោមភាពជាប្រធាន អាស៊ាននៅក្នុងឆ្នាំ២០១៥ របស់ម៉ាឡេស៊ី។ លើពីនេះទៅទៀត រដ្ឋមន្រ្តីទាំងអស់ ក៍បានធ្វើការពិភាក្សា រកពិធីដោះស្រាយបញ្ហា វិធានមិនមែនពន្ធគយ / របាំងមិនមែនពន្ធគយ (NTMs/NTBs) និងបានផ្តល់ការណែនាំ ស្តីពីការដោះស្រាយបញ្ហា នូវការកាត់បន្ថយ/លុបបំបាត់ វិធានទាំងនោះ ឲ្យបានទាន់ពេលវេលា (ដោយគិតដល់ការងារបច្ចុប្បន្ន របស់អាស៊ានស្តីពីវិធានមិនមែនពន្ធគយ និងរបាយការណ៍របស់ CIMB CARI ស្តីពីការធ្វើឲ្យលែងមានរបាំង រួមទាំងភាពចាំបាច់នូវយន្តការ ដែលមានរចនាសម្ព័ន្ធត្រឹមត្រូវ ដើម្បីដោះស្រាយបញ្ហា របាំងមិនមែនពន្ធគយ)។ រដ្ឋមន្រ្តីទំាងអស់ បានឯកភាពលើសំណើ របស់ក្រុមប្រឹក្សា ពិគ្រោះយោបល់ពាណិជ្ជកម្មអាស៊ាន និងបានស្នើឲ្យ ក្រុមប្រឹក្សា ពិគ្រោះយោបល់ពាណិជ្ជកម្មអាស៊ាន ដឹកនាំដោះស្រាយបញ្ហាទាំងនេះ។

រដ្ឋមន្រ្តីទំាងអស់ក៏បានពិភាក្សាផងដែរ នូវភាពជឿនលឿន នៃការចរចាស្តីពី ភាពជាដៃគូសេដ្ឋកិច្ចទូលំទូលាយតំបន់ (RCEP) និងផ្តល់នូវការណែនាំស្តីពី ការធានាឲ្យធ្វើការចរចាបញ្ចប់ជាដុំកំភូន នៅក្នុងឆ្នាំ២០១៥។ ទន្ទឹមនឹងនេះ រដ្ឋមន្រ្តីទំាងអស់ បានពិភាក្សាលើបញ្ហាផ្សេងៗទៀត ដូចជាភាពជឿនលឿន នៃទស្សនវិស័យ សហគមន៍អាស៊ានឆ្នាំ២០២៥ រួមទាំងឯកសារការងារស្តីពី សហគមន៍សេដ្ឋកិច្ចអាស៊ានឆ្នាំ ២០២៥ ការអនុវត្តអនុសាសន៍របស់ក្រុមការងារ ស្តីពីកិច្ចពង្រឹងលេខាធិការដ្ឋានអាស៊ាន និងអង្គភាពចំណុះ។ រដ្ឋមន្រ្តីទាំងអស់ក៏បានពិភាក្សាផងដែរនូវ ការត្រៀមរៀបចំ សម្រាប់កិច្ចប្រជុំកំពូលអាស៊ានលើកទី២៦ នៅក្នុងខែមេសា ខាងមុខនេះ។

On 27th February 2015, H.E. Sun Chanthol, Senior Minister and Minister of Commerce and ASEAN Economic Minister (AEM) for Cambodia, led a Cambodian delegation to attend the 21st ASEAN Economic Ministers’ Retreat held from 28th February to 1st March 2015 in Kota Bharu, Kelantan, Malaysia.

The 21st AEM Retreat, which was chaired by Dato’ Sri Mustapa Mohamed, Malaysia’s Minister of International Trade and Industry, is an important meeting to kick start the reviews and discussions on ways to move forward towards the ASEAN Economic Community (AEC) by the end of 2015. The Ministers reviewed and discussed a numbers of issues in order to achieve this AEC target.

On the evening of 28th February, the Ministers listened to a presentation by YB. Dato’ Seri Idris Jala, Minister in the Prime Minister’s Department on Encouraging Cross-Border Investment in ASEAN and exchanged views on the proposed ASEAN Pathfinder Project from Malaysia.

At the Working Dinner on 28th February 2015, the Ministers considered and endorsed the Report of the 27th HLTF EI Meeting including its recommendations on the AEC’s Post-2015 Vision and the AEC 2025 Attendant Document, the frequency of ASEAN+1 meetings and format of the Plus+1 Business Council Consultations. The Ministers discussed and endorsed the resumption of work on an ASEAN Trade Facilitation Framework. They also discussed the proposal for an ASEAN Business Travel Card (ABTC) and agreed to propose this to the ASEAN Foreign Ministers for consideration.

On 1st March 2015, the Ministers listened to a briefing and exchanged views on Private Sector Engagement, especially the issues raised by the ASEAN Business Advisory Council (ABAC) Chair 2015 on the AEC. H.E Sun Chanthol recommended the private sector and international institutions help create better access to finance with low cost financing for SMEs.

Minister Sun further noted that food security needs to be addressed and has become a very big concern for the government and the people of Cambodia. He also suggested that ASEAN urge the private sector to consider sending students to undertake internships in ASEAN countries to get better knowledge and experience for SMEs.

To realize the AEC, the Ministers discussed and exchanged views on the progress of the implementation of the AEC Blueprint Measures and the Prioritised Key Deliverables 2013 and 2015. They also discussed and exchanged views on Malaysia’s priorities under its ASEAN’s Chairmanship in 2015, and the way to move forward in addressing the non-tariff measures/non-tariff barriers (NTMs/NTBs) and providing guidance on addressing their timely reduction/elimination, (taking into account the current ASEAN work on NTMs and the CIMB CARI “Lifting the Barriers Report”). This includes the need for a structured mechanism to deal with NTBs. The Ministers endorsed the ABAC’s proposals and asked ABAC to take a lead in these issues.

The Ministers discussed the progress of Regional Comprehensive Economic Partnership (RCEP) negotiations and provided guidance on ensuring its substantial conclusion by 2015. Their was also discussion on other matters such as the progress in the development of ASEAN Community Vision 2025 including the work on the AEC 2025 Attendant Document, the implementation of the HLTF recommendations on strengthening the ASEAN Secretariat and reviewing the ASEAN Organs, and the preparation for the 26th ASEAN Summit in April.

នៅថ្ងៃពុធ ទី០៤ ខែមីនា ឆ្នាំ២០១៥ នៅទីស្តីការក្រសួងពាណិជ្ជកម្ម ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល បានដឹកនាំកិច្ចប្រជុំប្រចាំសប្តាហ៍ ជាមួយបណ្តាថ្នាក់ដឹកនាំក្រសួង។កិច្ចប្រជុំនេះមានគោលបំណង ពិភាក្សាអំពីកិច្ចការងារកំពុងបន្ត និងសមិទ្ធផលសម្រេចបានរួមមាន៖ កិច្ចប្រជុំចង្អៀតរដ្ឋមន្រ្តីសេដ្ឋកិច្ចអាស៊ាន លើកទី២១ នៅប្រទេសម៉ាឡេស៊ី វេទិកាវិស័យឯកជនតាមបណ្តាខេត្ត (សៀមរាប និងបាត់ដំបង) និងដំណើរការធ្វើសេចក្តីព្រាងច្បាប់ E-Commerce និងច្បាប់ប្រកួតប្រជែង។
ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល បានជំរុញលើកទឹកចិត្ត ឲ្យមន្រ្តីក្រសួងពាណិជ្ជកម្ម ទាំងអស់មកធ្វើការងារ ឲ្យបានទាន់ពេលវេលា ដើម្បីបង្កើនផលិតភាពការងាររបស់ខ្លួន និងមានការទទួលខុសត្រូវ ក្នុងការផ្តល់សេវាសាធារណៈ។ ឯកឧត្តមទេសរដ្ឋមន្រ្តី ក៏បានណែនាំឲ្យអគ្គាធិការដ្ឋាន ធ្វើការត្រួតពិនិត្យដោយចៃដន្យ ទៅលើវត្តមានមន្រ្តីរាជការតាមនាយកដ្ឋាននីមួយៗផងដែរ។

On Wednesday, March 04, 2015 at the Ministry of Commerce, H.E. Sun Chanthol led a regular weekly meeting with all senior officials of the Ministry of Commerce. The meeting was to discuss about ongoing works and achievements, which included the outcomes of the 21st AEM Retreat in Malaysia, Provincial Private Sector forums in Siem Reap and Battambang provinces, and the progress of E-Commerce and Competition Law development.
H.E. Sun encouraged MoC officials to come to work on time to increase their work productivity and responsibilities in providing the public services. He also advised the General Inspectorate to do spot check on the staff attendance in each department.

នៅថ្ងៃទី០៤ ខែមីនា ឆ្នាំ២០១៥ នៅទីស្តីការក្រសួងពាណិជ្ជកម្ម ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល បានជួបពិភាក្សាការងារជាមួយ ឯកឧត្តម Jean-François Cautain ឯកអគ្គរដ្ឋទូតសហភាពអឺរ៉ុបប្រចាំនៅកម្ពុជា។

ជំនួបពិភាក្សានេះ មានគោលបំណង ពិភាក្សាបន្ថែមអំពី កិច្ចសហប្រតិបត្តិការ និងការសម្របសម្រួល រវាងបេសកម្មសហភាពអឺរ៉ុប និងក្រសួងពាណិជ្ជកម្មអំពី បញ្ហាសំខាន់ៗទាក់ទងនឹង អនុលោមភាពក្របខណ្ឌច្បាប់ អង្គការពាណិជ្ជកម្មពិភពលោក ការគាំទ្រផ្នែកពាណិជ្ជកម្ម ចំពោះការប្រកួតប្រជែងមិនស្មោះត្រង់ និងការគាំទ្ររបស់សហភាពអឺរ៉ុប សម្រាប់រយៈពេលប្រាំឆ្នាំបន្ទាប់ (២០១៦-២០២០)។

ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល បានបញ្ជាក់ថា កម្ពុជាប្តេជ្ញាបំពេញកាតព្វកិច្ច ក្រោមក្របខណ្ឌអង្គការ ពាណិជ្ជកម្មពិភពលោក ដូច្នេះចាំបាច់ត្រូវធ្វើវិសោធនកម្ម ក្របខណ្ឌច្បាប់មួយចំនួន។

ដើម្បីធ្វើឲ្យប្រសើរឡើងការប្រកួតប្រជែង ការអភិវឌ្ឍវិស័យពាណិជ្ជកម្ម គួរមានលក្ខណៈបើកចំហ និងមានការចូលរួមខ្លាំងក្លាថែមទៀតពី ពាណិជ្ជករនៅតាមមូលដ្ឋាន ដើម្បីឲ្យសហគ្រិនវ័យក្មេង អាចប្រកួតប្រជែងបាន នៅក្នុងទីផ្សារក្នុងស្រុក និងទីផ្សារពិភពលោក។

ដើម្បីសម្របសម្រួលដល់ ប្រព័ន្ធស្វ័យប្រវត្តិកម្ម នៅក្រសួងពាណិជ្ជកម្ម ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល បានស្នើឲ្យឯកឧត្តមឯកអគ្គរដ្ឋទូត ធ្វើការទំនាក់ទំនងជាមួយ បណ្តាប្រទេសសហភាពអឺរ៉ុបទាំងឡាយ ដើម្បីឲ្យប្រទេសទាំងនោះ ធ្វើការពិចារណាទទួលយក វិញ្ញាបនបត្របញ្ជាក់ប្រភពដើមទំនិញ (C/O) ដែលមានហត្ថលេខាបែបអេឡិចត្រូនិច ដែលនឹងដំណើរការជាមួយ ប្រព័ន្ធទូទាត់តាមអនឡាញ (E-Payment) នៅក្នុងប្រទេសកម្ពុជា។

ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល ក៏បានដាក់សំណើកម្មវិធី អភិវឌ្ឍន៍វិស័យពាណិជ្ជកម្មជូន ឯកឧត្តមឯកអគ្គរដ្ឋទូតផងដែរ ក្នុងគោលបំណង ផ្តល់ជំនួយបច្ចេកទេស ដែលពាក់ព័ន្ធ ដើម្បីបន្តធ្វើឲ្យប្រសើរឡើង ដល់ការអភិវឌ្ឍសេដ្ឋកិច្ច តាមរយៈវិស័យពាណិជ្ជកម្មនេះ ការលើកកម្ពស់ការប្រកួតប្រជែង សមាហរណកម្មតំបន់ និងការគ្រប់គ្រងធនធាន ដែលបានធ្វើសមាហរណកម្ម ដើម្បីកំណើនចេរភាព និងការកាត់បន្ថយភាពក្រីក្រ។

ឯកឧត្តមឯកអគ្គរដ្ឋទូត បានជម្រាបជូន ឯកឧត្តមទេសរដ្ឋមន្រ្តី ស៊ុន ចាន់ថុល ថា៖ សហភាពអឺរ៉ុបបាន បែងចែកថវិកាមួយផ្នែក ដើម្បីគាំទ្រកម្ពុជា នៅក្នុងវិស័យជាច្រើនរួមមាន វិស័យពាណិជ្ជកម្ម សម្រាប់រយៈពេលប្រាំឆ្នាំបន្ទាប់ ចាប់ពីឆ្នាំ២០១៦ ដល់ ២០២០ ផងដែរ។ ឯកឧត្តមឯកអគ្គរដ្ឋទូត បានកត់សម្គាល់និ ងទទួលយកលើសំណើទាំងឡាយ ហើយបានមានប្រសាសន៍បញ្ជាក់ថា៖ ឯកឧត្តមនឹងបញ្ជូនសំណើទាំងនេះ ទៅសហការីរបស់ខ្លួន នៅទីស្នាក់ការធំរបស់សហភាពអឺរ៉ុប ដើម្បីពិនិត្យពិចារណា។

On the 4th March 2015 at the Ministry of Commerce, Senior Minister Sun Chanthol met with H.E. Mr. Jean-François Cautain, the Ambassador of the European Union to Cambodia.

The purpose of the meeting was to further discuss cooperation and coordination between the EU Mission and the Ministry of Commerce on key issues related to WTO legal framework compliance, trade support to unfair competition and support of the EU for the next 5 years (2016- 2020).

Minister Sun affirmed that Cambodia is committed to fulfill obligations under the WTO, so some legal framework needs to be amended.

To improve competitiveness, trade development should be more open and more inclusive by engaging the business people on a grassroots level so that young entrepreneurs are capable to compete in the domestic and global market place.

To facilitate automation systems at the Ministry of Commerce, Minister Sun suggested that the Ambassador communicate with the EU countries for them to consider accepting the C/O with E- Signature, which will proceed the E- Payment system in Cambodia.

Minister Sun also presented to the EU Ambassador a trade development program proposal, intended to have trade – related technical assistance to further improve economic development through trade, increased competitiveness, regional integration, and integrated resource management for sustainable growth and poverty reduction.

The Ambassador informed Minister Sun that the EU has allocated a package fund to support Cambodia in many sectors including the trade sector for another five- year period from 2016 to 2020. He took note of the requests and emphasized that he will forward these to his colleagues at the EU Headquarters for consideration.
