Sierra Leone Embassy in Seoul Welcomes New Head of Chancery

The Embassy of the Republic of Sierra Leone in Seoul on Thursday, 19th February 2026, formally welcomed its new Head of Chancery, Ms. Rachel Musu Kanu, during a ceremony held at the Mission in Seoul, Republic of Korea.

Speaking at the event, Acting Outgoing Head of Chancery, Mrs. Agnes Mbayo officially called the meeting to order and described the occasion as both an honor and a privilege. On behalf of His Excellency, the ambassador and staff of the Mission, she extended warm congratulations to Ms. Kanu was on her appointment and wished her success in her new role.

Mrs. Mbayo highlighted Ms. Kanu’s extensive diplomatic background, noting that she joined Sierra Leone’s Civil Service in 2011 and has since served with distinction at the Ministry of Foreign Affairs and International Cooperation. Over the years, she gained experience across key directorates, including Protocol, Administration and Finance, Asia and the Middle East, and the Americas and South Pacific.

In 2018, Ms. Kanu was posted as First Secretary at the Embassy of Sierra Leone in Beijing, where she served for four years, contributing to the strengthening of bilateral ties between Sierra Leone and China. Upon completion of her tour in 2023, she returned to Headquarters and served as Acting Director of the Americas and South Pacific Directorate before her latest posting to Seoul.

Mrs. Mbayo noted that Ms. Kanu’s appointment comes at a significant time as Sierra Leone continues to consolidate diplomatic, economic, and cultural relations with the Republic of Korea.

In her acceptance remarks, Ms. Kanu expressed appreciation to her diplomatic colleagues and support staff for their commitment to the smooth running of the mission.

“I sincerely appreciate the diverse ways in which you have contributed to the effective operation of this Mission,” she stated, adding that she looks forward to working collaboratively to build on the successes already established.

She pledged to uphold professionalism, transparency, and integrity while prioritising the interests of Sierra Leoneans in the Republic of Korea. She further assured staff that her office would remain open for constructive dialogue and innovation.

“As we have been guided, 2026 has been described as a Year of Delivery. Therefore, we must place strong emphasis on results, accountability, and measurable impact,” she said.

Delivering his keynote address, Sierra Leone’s Ambassador to the Republic of Korea, Paul Sobba Massaquoi, described the Head of Chancery as the “heartbeat of any diplomatic mission,” responsible for coordinating departments, safeguarding resources, and aligning daily operations with strategic diplomatic objectives.

He emphasised that the mission is focused on strengthening institutional systems and building a lasting diplomatic legacy.

“A true diplomatic legacy is not measured simply by the events we host, but by the systems we establish and the institutions we strengthen,” the ambassador stated, urging Ms. Kanu to uphold neutrality, integrity, and the enduring principles of the Foreign Service.

He called on all staff to give their full and unreserved support to the new Head of Chancery, stressing that success in diplomacy is a collective endeavor.
The ceremony concluded with renewed commitment from both leadership and staff to advance Sierra Leone’s diplomatic engagement in South Korea.

2025 Christmas and New Year Message from Ambassador Paul Sobba Massaquoi

As we celebrate the Christmas season and prepare to welcome the New Year, I extend my profound gratitude to the Government of the Republic of Korea for its unwavering support and collaborative partnership, which have been instrumental in achieving significant diplomatic successes throughout the year.

I also wish to express my sincere appreciation to the Sierra Leonean diaspora in the Republic of Korea and the wider region, while highlighting several key areas of cooperation and gratitude.

Gratitude to the Government of the Republic of Korea

I express my deepest thanks to the Government of Korea for its official approval of the establishment of a resident South Korean Embassy in Freetown. This milestone fulfills a strategic vision aimed at further deepening bilateral relations between our two nations.

I also commend the continued expansion of the K-Rice Belt Project in Sierra Leone, a cornerstone of the national Feed Salone food security initiative, which significantly contributes to sustainable agricultural development.

Furthermore, I extend my appreciation for Korea’s commitment of approximately US$8.7 million toward upcoming development projects, including mobile clinics, ambulances, and youth digital empowerment initiatives through KOICA. These interventions will greatly enhance healthcare delivery and youth empowerment.

I am equally grateful to Korean institutions for their cooperation in signing Memoranda of Understanding that strengthen support systems for Sierra Leoneans, particularly in the areas of visa facilitation, immigration, and settlement services.

Message of Goodwill to the Sierra Leonean Diaspora

I proudly recognize and commend the achievements of Sierra Leonean students who graduated from Korean universities in 2025, despite cultural and linguistic challenges. Their determination and excellence bring honor to our nation.

Ambassador Massaquoi Honours Sierra Leonean Graduates, Urges Them to Drive National Development

Sierra Leone’s Ambassador to the Republic of South Korea, Ambassador Paul Sobba Massaquoi, on Saturday, December 13, 2025, honoured Sierra Leonean students who have successfully completed their academic programmes in South Korea during a special ceremony held at the Sierra Leone Embassy in Seoul.

Addressing the gathering, Ambassador Massaquoi described the occasion as more than a celebration, noting that it marked the beginning of a new and impactful chapter in the lives of the graduates. He praised the students for their resilience, determination, and commitment to academic excellence despite the numerous challenges encountered while studying abroad.

“The bright lights of Seoul often concealed long, lonely nights of study,” the Ambassador said, adding that the students endured cultural differences, language barriers, homesickness, and personal sacrifices in pursuit of their goals. According to him, these experiences have prepared the graduates to become leaders equipped with skills and discipline needed for both personal advancement and national development.

Ambassador Massaquoi emphasized that the knowledge and expertise acquired by the graduates are not only for their individual benefit but are tools needed by their families and the nation. He urged them upon returning home to recognise their unique role as bridges between Sierra Leone and South Korea, combining Korea’s innovative spirit with the immense potential of Sierra Leone.

The ambassador also expressed profound appreciation to the embassy staff for their dedication and teamwork, particularly in ensuring the successful opening of the Embassy’s new building and the smooth hosting of the graduation celeb He described the staff’s professionalism and commitment as exemplary.

Speaking earlier, Acting Head of Chancery, Agnes Mbayo warmly welcomed guests and described the occasion as a moment of pride and unity for Sierra Leoneans in South Korea. She noted that the event was organised to recognise and celebrate Sierra Leonean students who have completed postgraduate studies in various fields.

She congratulated the graduates for bringing honor to themselves, their families, and the nation, assuring them that their contributions would positively impact Sierra Leone’s professional landscape. She also highlighted the official opening of the Embassy’s new building as a significant milestone symbolising growth, strengthened representation, and deeper engagement with Sierra Leoneans in South Korea.

“As we open the doors of this Embassy with prayers, we commit it to God for unity and success in all our undertakings,” she said, adding that the Embassy would continue to serve as a centre of support and progress for Sierra Leoneans.

Also speaking at the event, Michael Smart, President of the Sierra Leonean Students Association in South Korea, said the student community has made notable progress through collaboration and idea-sharing aimed at achieving academic success. He acknowledged language barriers as a major challenge for Sierra Leonean students but assured that the association continues to work collectively to overcome such obstacles.

Smart disclosed that the students’ union had visited the Embassy to strengthen relations and pledged their willingness to work closely with the Embassy whenever the need arises. He congratulated the newly graduated students and encouraged them to give back meaningfully to Sierra Leone upon their return.

He concluded by thanking Ambassador Massaquoi and the Embassy staff for their continuous support to Sierra Leoneans living and studying in South Korea.

Sierra Leone Secures Landmark Educational Partnership with Yeungnam University

Ambassador Paul Sobba Massaquoi has secured a major milestone for Sierra Leone by formalizing a partnership with Yeungnam University in South Korea, focusing on educational advancement and community development.

The newly signed Memorandum of Understanding (MoU) outlines a series of transformative initiatives, including the integration of the Saemaul Undong (New Village Movement) principles into Sierra Leone’s higher education system. The model rooted in diligence, self-help, and community cooperation—played a pivotal role in South Korea’s rapid rural and national development. Sierra Leone aims to adapt these principles to strengthen grassroots development and foster national progress.

According to the agreement, implementation will begin across four targeted universities as part of a broader strategy to enhance institutional capacity and community-focused education.

The MoU also expands learning opportunities for Sierra Leonean students through increased scholarships at Yeungnam University, particularly at the prestigious Park Chung Hee School of Policy and Saemaul Studies. This initiative is expected to create a new generation of development-oriented scholars equipped with global exposure and practical skills.

As part of the partnership, Yeungnam University has extended an invitation for a high-level Sierra Leonean delegation—including the Minister of Education and five senior government officials—to visit South Korea in April 2026. The visit will provide an immersive study experience on Korea’s development model and its potential adaptation to Sierra Leone’s socio-economic landscape.

The collaboration is widely viewed as a strategic step toward long-term educational growth and national development, drawing inspiration from one of Asia’s most celebrated development success stories.

Sierra Leone’s Ambassador Proposes Football Partnership with Korea

In a significant diplomatic development aimed at strengthening sporting and cultural ties, His Excellency Paul S. Massaquoi, Sierra Leone’s Ambassador to South Korea, has proposed the signing of a Memorandum of Understanding (MOU) between the Korean Football Association (KFA) and the Sierra Leone Football Association (SLFA).

The ambassador’s initiative follows a series of successful diplomatic engagements between Sierra Leone and the Republic of Korea, focusing on youth empowerment and bilateral cooperation. According to diplomatic sources, the proposed MOU seeks to create opportunities for technical exchange, capacity building, and football development between the two national football associations.

While details of a formalized agreement are yet to be made public, Ambassador Massaquoi’s proposal marks a new chapter in Sierra Leone’s sports diplomacy. During the engagement, the Korean Football Association presented Ambassador Massaquoi with a new Korean football jersey—a symbolic gesture underscoring goodwill and partnership between the two nations.

Ambassador Massaquoi has also encouraged Babadi kamara, newly elected president of the SLFA, to build on the momentum by enhancing collaboration with the Korean Football Association. He further called for a strategic meeting between both associations before the upcoming FIFA World Cup gathering scheduled for December 4th and 5th, 2025.

Observers say the move could open new doors for football development in Sierra Leone through international exposure, exchange programs, and technical assistance from Korea’s well-established football system.

New MoU Strengthens Support for Sierra Leoneans in South Korea

In a major step to strengthen support for Sierra Leoneans living in South Korea, the Embassy of the Republic of Sierra Leone has signed a Memorandum of Understanding (MoU) with the Foreigners in Korea Support Center. This partnership aims to enhance cooperation and provide better services to Sierra Leonean nationals residing in the country.

The formal agreement, signed on November 6, 2025, sets the foundation for a strategic partnership between the two institutions to improve assistance in key areas such as immigration, visa processing, settlement, and integration into Korean society.

Under the MoU, both parties have committed to developing and implementing joint programs tailored to support the Sierra Leonean diaspora in South Korea. The collaboration will also involve sharing resources, exchanging best practices, and conducting joint research on immigration-related issues.

At the signing ceremony, Bia Lee, Director of the Foreigners in Korea Support Center, described the initiative as a milestone for institutional cooperation, highlighting its importance in ensuring Sierra Leoneans in Korea receive essential guidance and support while living and working abroad.

The agreement further outlines plans for joint workshops, training sessions, and collaborative publications aimed at enhancing the welfare and representation of Sierra Leonean citizens overseas.

Sierra Leone Strengthens Ties with South Korea at 2025 Korea-Africa Senior Officials’ Meeting

Sierra Leone joined over 40 African nations at the 2025 Korea-Africa Senior Officials’ Meeting (SOM), held at the Lotte Hotel in Seoul, to enhance diplomatic, economic, and development cooperation with the Republic of Korea.

Representing Sierra Leone, Ambassador Paul Sobba Massaquoi reaffirmed the country’s enduring friendship with South Korea, dating back to 1962, emphasizing mutual respect, solidarity, and shared economic vision. He highlighted cooperation in education, culture, youth development, and diplomacy. Ambassador Massaquoi was accompanied by Patricia S. Kamara, Deputy Secretary at the Ministry of Foreign Affairs and International Cooperation, and Agnes Mbayo, Counselor and Acting Head of Chancery at the Sierra Leone Embassy in Korea.

The SOM was co-chaired by Chung Eui-hae, Deputy Minister of Foreign Affairs of Korea, and Ambassador Albino Malungo of Angola, representing the African Union. Senior officials from African governments, Korean ministries, and public institutions attended the high-level discussions.

The meeting reviewed progress since the 2024 Korea-Africa Summit and explored strategies to strengthen collaboration in trade, investment, infrastructure, science and technology, climate change, food security, health, and cultural exchange.

In her opening remarks, Deputy Minister Chung Eui-hae praised Korea’s growing partnership with Africa and reaffirmed commitment to shared growth, sustainability, and solidarity, highlighting efforts in digital innovation, public health, agriculture, and people-to-people exchanges. Ambassador Malungo emphasized Africa’s potential, citing its 1.4 billion people and growing markets, while urging increased investment and infrastructure development.

Key initiatives discussed included:
• Korea–AfCFTA Cooperation Fund to support trade under the African Continental Free Trade Area.
• Expansion of infrastructure projects including roads, railways, ports, and smart cities.
• Tech4Africa and Global Korea Scholarships (GKS) to promote digital innovation and education.
• Support for climate resilience and food security through the K-Ricebelt Project, already active in Sierra Leone, Guinea-Bissau, and Côte d’Ivoire.
• Strengthened cooperation in healthcare, peacekeeping, and cultural exchange.

Both sides agreed to reconvene in June 2026 for the Korea-Africa Ministerial Meeting to continue advancing the partnership for shared prosperity.

Participating nations included Sierra Leone, Algeria, Angola, Ghana, Kenya, Nigeria, South Africa, Egypt, Ethiopia, Senegal, and others.
