The G*E is not an opaque entity, nor is it parallel to the Cuban State; on the contrary, it has been a coordinated response of proven effectiveness against the economic blockade that has historically sought to suffocate the Cuban Revolution

The U.S. government has once again acted with premeditated intent in its eagerness to fabricate pretexts to discredit the Cuban Revolution, its historic leadership, and its leaders, thereby confusing both our people and international public opinion.

All of this is part of a roadmap designed by ideologues of the Cuban-American far right, who boast of being creative and unpredictable. Their strategy centers on the use of tools that intensify the policy of maximum pressure in an extreme and unprecedented manner.

The most recent sanctions against Cuba, announced on May 1, are part of that plan. Executive Order 14404 targets the Grupo de Administración Empresarial (G*E), this time in conjunction with so-called secondary sanctions aimed at any foreign entity conducting transactions of any kind with this group, with an emphasis on pressuring financial institutions.

This represents the most intense, disproportionate, and dangerous escalation in the recent history of relations between Cuba and the United States.

The deliberate aim is to isolate the country diplomatically, commercially, financially, and energetically; to undermine the nation’s sustainability; to set conditions for dialogue; and to evaluate options for military aggression. They need to construct and consolidate a narrative designed to discredit the reputation of all the institutions that underpin our social project.

The G*E was founded in the midst of the Special Period to confront the economic war, with a creative, unique, indigenous, and genuinely Cuban vision. Its objective has always been to bring together companies capable of generating the foreign exchange and resources the State requires to maintain and develop social achievements and contribute to the promotion of sectors and branches of national life.

The services rendered to the homeland by the Business Administration Group are countless. The material and financial contributions of this organization can be seen in diverse examples: in the construction of more than 10,000 homes in various provinces of the country, in the creation of a Pioneer Camp and vacation programs for children, and in the way the Cuban economy was sustained during the years of the COVID-19 pandemic.

The proceeds from these business activities have also been allocated to investments in the Lidio Ramón Pérez (Felton) thermoelectric plant in Holguín, as well as to the design and consolidation of major water projects, including the East-West and North-South water transfers, which benefit millions of Cubans. This includes investments and repairs made to polyclinics, family doctor clinics, and schools. All these activities have been systematically reported to the leadership of the Party, the State, and the Government and, in all cases, have been subject to the strictest oversight and scrutiny by the competent authorities and mechanisms.

The G*E is not an opaque structure, nor is it parallel to the Cuban State; on the contrary, it has been a coordinated response of proven efficiency against the economic blockade that has historically sought to suffocate the Cuban Revolution.

As stated by the First Secretary of the Party’s Central Committee and President of the Republic, Miguel Díaz-Canel Bermúdez, at the 8th Party Congress, the business reforms first implemented within the Revolutionary Armed Forces are of great historical significance; this experience subsequently served the country, and its notable results contribute to the national economy.

Over the past 30 years, thousands of men and women have served as the discreet guardians of the country’s resources and deserve recognition. Although their work has not been sufficiently acknowledged, it speaks for itself and stands above the state-sponsored slander orchestrated from Washington.

Today, as the will of the Cuban people is expressed through a process of change, as outlined in the Government’s Economic and Social Program, this organization is an active participant in the transformation of the country’s business system.

The G*E is not the product of secrecy, nor of elites, and much less a means of enrichment for a select few. On the contrary, it is one of the many examples that, throughout our journey, has enabled us to resist the constant aggression of the U.S. government. Its history was built, in the words of the Leader of the Cuban Revolution, Army General Raúl Castro Ruz: “without the slightest desire for the limelight, as serious matters are done.”

Cuba, el G*E y Estados Unidos: anatomía de una calumnia de Estado

El G*E no es una estructura opaca, ni paralela al Estado cubano; ha sido, por el contrario, una respuesta articulada de probada eficiencia frente al cerco económico que históricamente ha tratado de asfixiar a la Revolución cubana

El gobierno de los Estados Unidos ha vuelto a actuar con premeditada intención en el afán por construir pretextos para desacreditar a la Revolución cubana, su liderazgo histórico, los dirigentes y, con ello, confundir tanto a nuestro pueblo como a la opinión pública internacional.

Todo responde a una hoja de ruta diseñada por ideólogos de la ultraderecha cubanoamericana, que se jactan de ser creativos e impredecibles. Su estrategia se centra en el uso de herramientas que incrementen de manera extrema e inusitada la política de máxima presión.

A ese plan obedecen las más recientes sanciones contra Cuba dadas a conocer el pasado primero de mayo. La Orden Ejecutiva 14404 identifica como blanco al Grupo de Administración Empresarial (G*E), esta vez, en articulación con las denominadas sanciones secundarias dirigidas a todo actor extranjero que realice operaciones de cualquier tipo con este Grupo, haciendo énfasis en las presiones contra las instituciones financieras.

Se trata de la escalada más intensa, desproporcionada y peligrosa en la historia reciente de las relaciones entre Cuba y Estados Unidos.

El fin deliberado es aislar al país de manera diplomática, comercial, financiera y energética; imposibilitar la sostenibilidad de la nación; condicionar el diálogo y evaluar variantes de agresión militar. Necesitan construir y consolidar una narrativa de descrédito reputacional contra todas las instituciones que constituyen el sostén de nuestro proyecto social.

El G*E nació en pleno Período Especial para enfrentar la guerra económica, con una visión creativa, propia, autóctona y genuinamente cubana. Su objetivo siempre ha sido agrupar empresas con capacidades en la generación de divisas y recursos que el Estado requiere para mantener y desarrollar las conquistas sociales y contribuir al fomento de sectores y ramas de la vida nacional.

Son incontables los servicios prestados a la Patria por el Grupo de Administración Empresarial. Los aportes materiales y financieros de esta organización se pueden constatar en disímiles ejemplos: en la construcción de más de 10 mil viviendas en diversas provincias del país, en la creación de un Campamento de pioneros y planes vacacionales para la infancia, en la manera en que se sostuvo la economía cubana durante los años de la pandemia de COVID-19.

Los frutos de esta actividad empresarial han sido destinados también a inversiones en la termoeléctrica Lidio Ramón Pérez (Felton) de Holguín, al diseño y consolidación de grandes obras hidráulicas, entre ellas los trasvases Este-Oeste y Norte-Sur para el beneficio de millones de cubanas y cubanos. Ahí están las inversiones y reparaciones hechas a policlínicos, casas del médico de la familia y a escuelas. Actividades todas que han sido informadas sistemáticamente a la dirección del Partido, el Estado y el Gobierno y, en todos los casos, objeto del máximo control y fiscalización de las autoridades y mecanismos competentes.

Tal como expresó el Primer Secretario del Comité Central del Partido y Presidente de la República, Miguel Díaz-Canel Bermúdez, en el 8vo Congreso del Partido, resulta rigurosamente histórico el perfeccionamiento empresarial desarrollado en primer lugar al interior de las Fuerzas Armadas Revolucionarias, experiencia que luego sirvió al país y cuyos notables resultados tributan a la economía nacional.

Miles de hombres y mujeres, durante estos últimos 30 años, han sido guardianes discretos de los recursos del país y merecen el reconocimiento. Aunque su obra no haya sido contada lo suficiente, habla por sí sola y lo hace por encima de la calumnia de Estado urdida desde Washington.

Hoy, cuando la voluntad del pueblo cubano se expresa en un proceso de cambios, contenidos en el Programa Económico y Social del Gobierno, esta organización es parte activa de las transformaciones del sistema empresarial del país.

El G*E no es obra del secretismo, ni de élites y mucho menos la vía de enriquecimiento de unos pocos. Es, por el contrario, uno de los tantos ejemplos que a lo largo de nuestro camino nos ha permitido resistir la agresión permanente del gobierno de Estados Unidos. Su historia se construyó, al decir del Líder de la Revolución Cubana, General de Ejército Raúl Castro Ruz: «sin el menor ánimo de protagonismo, como se hacen las cosas serias».
