Zouk Mikael during the Mutasarrifate period

Adapted from a text by Antoine Salameh

The sectarian upheavals of 1860 ushered in a new political and administrative order in Lebanon, known as the Mutasarrifate system. Mount Lebanon was thereafter placed under the authority of a Christian Mutasarrif.
Under this new administrative arrangement, Mount Lebanon was divided into seven districts. These districts were further subdivided into several administrative units, among them the District of Zouk.

The District of Zouk comprised the villages of Jeita, Haraj, Daraya, Zouk Mosbeh, Ram Bdokine, Sehayleh, Ain Toura, and Ain el-Rihaneh. Its principal seat was established in the Old Souk, beside which a prison and a police station were built.
By virtue of its position as the administrative centre of the district, the political gravity of the town gradually shifted towards the Old Souk.

Under the administrative framework of the Mutasarrifate, the District of Zouk served as a vital link between the inhabitants and the governor, and between the seat of the Mutasarrifate in Baabda and the people. Its offices were responsible for collecting taxes, repairing roads, maintaining public cleanliness and ensuring security. They also exercised judicial functions and attended to matters of local administration and development, pursuing cases involving theft, assault, murder, and violations of private property.

In this capacity, the District of Zouk was actively involved in securing from the Mutasarrifate the funds required to compensate landowners whose properties had been crossed by the roads constructed through Zouk. The district administration also regulated commercial activity both within the Mutasarrifate and beyond its borders, issuing domestic and foreign trade licenses.

Historians record that during the Mutasarrifate period, the town was home to three Maronite schools, whose classrooms accommodated a total of 705 pupils, as well as a Greek Catholic school attended by 305 pupils. Thus, nearly one thousand children received their education in four schools centered in Zouk Mikael.

It was also during the Mutasarrifate period that roads reached Zouk, with the inhabitants of the district taking an active part in financing their construction and maintenance.
Yet the people of Zouk, who had played an active role in the uprising of 1858, rejected the return of the feudal order to Zouk under the new Mutasarrifate system. That system had strengthened the position of the great feudal families, both Christian and Druze, granting them prominent roles in local administration.

It was against this backdrop that a popular movement emerged in Zouk in 1902, known as the ʿĀmiyya. It arose following the death of the daughter of one of the sheikhs—an episode whose full story will be recounted in the sixth article. The movement developed into an act of both civil and spiritual disobedience.
The ʿĀmiyya then addressed the Maronite Patriarch Hoayek and the Mutasarrif, presenting a series of demands that aimed at renewal and reform:
1. That the Patriarchate establish public cemeteries in the town.
2. That a school be built for the children of Zouk.
3. That the Church be freed from cheikhs tutelage.
4. That the head of the Zouk district be appointed from among the people themselves.

The Maronite Patriarchate responded positively to these demands, while the Mutasarrif pledged to implement the fourth. The people of Zouk then reconciled with the Maronite Patriarchate and returned once more to its fold.
