Youth Empowerment in Climate Action
The Department of Sustainable Development continues in its efforts to empower youth to become pillars in environmental management. It continues to collaborate with the Saint Lucia Chapter of the Caribbean Youth Environment Network (CYEN), a member of the advisory body on climate change, the National Climate Change Committee (NCCC).
Following on from the participation of Mr. Marcus Giraudy in 2024, this year, Ms Brodi Louis (pictured here) participated in the Commonwealth Youth Multilateral Negotiations Training held from 3β5 June 2026 in London, United Kingdom.
Ms Louis says: "The training significantly enhanced my understanding of the three Rio Conventions (UNFCCC, CBD, and UNCCD), with a particular focus on means of implementation, especially climate and environmental finance. It provided valuable insights into global environmental governance, the triple planetary crisis of climate change, biodiversity loss, and pollution, as well as the policy frameworks and negotiation strategies required to support effective action." According to Ms Louis, "I also gained practical diplomacy, leadership, and advocacy skills, strengthened my ability to engage meaningfully in multilateral environmental agreement negotiations, and built valuable networks with fellow young leaders across the Commonwealth. The final COP negotiation simulation was especially engaging and offered a realistic experience of multilateral decision-making processes (my favourite part)."
The Department has further enrolled 4 youth delegates in a Climate Youth Negotiator Programme (CYNP), in collaboration with the Youth Negotiators Academy (YNA), where nominees undergo intensive training, and pending performance and funding availability, they gain the opportunity to qualify for full funding to participate in the international climate change Conference of the Parties (COP) in Antalya, TΓΌrkiye, this year. Saint Lucia has participated in this programme every year since 2023.

On June 16-17, 2026, the Department of Sustainable Development provided technical support and participation in the Local Conference of Youth (LCOY) hosted by the Caribbean Youth and Environment Network (CYEN) in Saint Lucia, one of the official national youth-led organisations that serve as a member of the National Climate Change Committee (NCCC).
This technical support is a continuation of youth engagement efforts from the Department to ensure children and youth are included in the development and implementation of climate action across the island. These efforts include official youth membership on the Cabinet-endorsed and the Climate Change Act-enshrined NCCC, membership on the Saint Lucia delegation to international climate change Conference of the Parties (COPs), internships, capacity building, among others.
The Department commends the efforts of CYEN Saint Lucia and looks forward to collaborating on future efforts.

The Department of Sustainable Development (DSD), in collaboration with the International Union for Conservation of Nature (IUCN), recently hosted a validation session to review and assess the deliverables produced under the herpetology consultancy for the Saint Lucia Viper, commonly known as the Fer-de-Lance. The consultancy forms part of ongoing national efforts to improve public safety, strengthen snake encounter response systems, and support evidence-based management of the species.
Delivering the opening and welcome remarks, Acting Deputy Permanent Secretary of the Department of Sustainable Development Chris Satney emphasized the importance of the consultancy in strengthening Saint Luciaβs biodiversity management efforts and improving national understanding of the species.
Mr. Satney noted that the consultant, over the past several months, had undertaken significant work in collaboration with national agencies, stakeholders, and communities to strengthen understanding of the Saint Lucia Viper, improve safe handling and response mechanisms, and support evidence-based management of the species.
He further highlighted that while the Fer-de-Lance remains an ecologically important species in Saint Lucia, limited scientific data, growing concerns about snake encounters, public misconceptions, and the need for improved, safe response mechanisms have historically posed challenges for both public safety and species management. The consultancy therefore sought to address these gaps through scientific assessment, stakeholder engagement, and capacity-building activities.
Activities conducted under the consultancy included community and agency training sessions focused on snake awareness, safe handling practices, and appropriate response procedures during snake encounters. These initiatives sought to strengthen public safety, improve community preparedness, and enhance coordination among relevant agencies and stakeholders.
The validation session reviewed four key deliverables developed under the consultancy:
β’ Safe Handling Protocols;
β’ Distribution Assessment Curriculum and Training Report;
β’ Scientific Report on the Biology, Ecology and Distribution of the Saint Lucia Viper; and
β’ Recommendations toward the development of a species management plan.
During the validation session, agencies and stakeholders reviewed the final draft deliverables, provided comments where necessary, and determined whether the outputs adequately reflect national priorities, stakeholder input, and the consultancy objectives.
The feedback will be used to finalize the consultancy outputs and support future actions related to species management, public awareness, safe-handling response systems, and biodiversity conservation initiatives in Saint Lucia.
