Strengthening Nuclear Security Culture in Sri Lanka

The Sri Lanka Atomic Energy Regulatory Council (SLAERC) successfully conducted the National Workshop on Nuclear Security Culture on 30–31 July 2026 at the Sheraton Colombo Hotel, in collaboration with the Sandia National Laborotary, Office of Radiological Security (ORS), United States Department of Energy (US DOE).

The two-day workshop brought together representatives from organizations responsible for the use, management, and security of radioactive materials across Sri Lanka. The programme aimed to strengthen the understanding of nuclear security culture as a fundamental element in protecting radioactive materials and associated facilities against malicious acts.

Throughout the workshop, participants explored the principles of nuclear security culture, emerging radiological security threats, human factors influencing security performance, leadership responsibilities, and international best practices for establishing and sustaining an effective security culture within their organizations.

The workshop emphasized that a strong nuclear security culture extends beyond physical protection measures and relies on the commitment, awareness, and accountability of every individual involved in the use and protection of radioactive materials. By fostering positive attitudes and behaviours towards security, organizations can significantly reduce vulnerabilities and enhance national preparedness against potential radiological security threats.

The workshop also provided an excellent platform for participants to exchange experiences, discuss practical challenges, and strengthen collaboration among national stakeholders responsible for nuclear and radiological security.

SLAERC expresses its sincere appreciation to the Office of Radiological Security (ORS) of the United States Department of Energy (US DOE) for its continued technical cooperation and support in enhancing Sri Lanka's national nuclear security capabilities. We also extend our gratitude to all participants for their active engagement and valuable contributions, which contributed to the success of this important national programme.

Together, we remain committed to promoting a strong and sustainable nuclear security culture to ensure the safe and secure use of radioactive materials in Sri Lanka.

Regional Training Course on Basic Introduction to Nuclear Forensics
13–17 July 2026 | Colombo, Sri Lanka

The Sri Lanka Atomic Energy Regulatory Council (SLAERC), as the national competent authority for nuclear security in Sri Lanka, is hosting the Regional Training Course on Basic Introduction to Nuclear Forensics in collaboration with the International Atomic Energy Agency (IAEA). The training programme is being held from 13 to 17 July 2026 in Colombo, Sri Lanka.

This important regional initiative is organized as an outcome of the Integrated Nuclear Security Sustainability Plan (INSSP) and the implementation discussions held in Sri Lanka in December 2025. The programme reflects Sri Lanka's continued commitment to strengthening nuclear security and enhancing both national and regional capacities to address emerging threats involving nuclear and other radioactive material.

The training course brings together approximately 20 participants, including representatives from IAEA Member States such as Malaysia, Indonesia, Thailand, Myanmar, Mongolia, Vietnam, and Sri Lanka. Officials from the IAEA and internationally recognized experts in nuclear forensics are also participating in the programme.

The primary objective of the training is to familiarize participants with the role of nuclear forensics within a national response framework for effectively addressing criminal or other intentional unauthorized acts involving nuclear or other radioactive material, associated facilities, or related activities. The course is designed to enhance participants' understanding of nuclear forensic principles, investigative methodologies, inter-agency coordination, and the application of nuclear forensics in support of national and international nuclear security.

The inauguration ceremony was held at the Ramada by Wyndham Colombo, No. 30, Sir Mohamed Macan Markar Mawatha, Colombo 03.

The event was graced by Hon. Prof. Chrishantha Abeysena, Minister of Science and Technology, as the Chief Guest. In his inaugural address, the Hon. Minister emphasized the importance of nuclear security in protecting people and the environment and highlighted Sri Lanka's growing regional role in promoting nuclear security through hosting international capacity-building programmes in collaboration with the IAEA.

The ceremony was also attended by several distinguished guests, including:
• Dr. Tashiema Ulrich, International Atomic Energy Agency (IAEA);
• Mr. Alexandru Florin and Mr. Gregory Brennecka, International Experts of the IAEA;
• Prof. Jagath Pitawala, Chairman, Sri Lanka Atomic Energy Regulatory Council (SLAERC); who delivered the welcome address and outlined the objectives of the training programme; and
