Strategic Advancement: Extending Sri Lanka’s Coastal Spatial Intelligence through Global Collaboration. Global Applications Through Drone Survey Results !

COLOMBO, March 19, 2026 — Following the successful conclusion of the three-day intensive capacity-building program on coastal resilience, the Coast Conservation and Coastal Resource Management Department (CC&CRMD) hosted a high-level strategic discussion at the office of the Director General. This session served as a critical extension of the workshop's objectives, focusing on the practical integration and future expansion of Spatial Intelligence tools within Sri Lanka’s coastal governance framework.

From Training to Implementation
Building on the technical foundations laid during the March 16–18 sessions at Hotel Renuka, this follow-up meeting brought together key representatives from the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and senior leadership from the CC&CRMD

The primary focus was to bridge the gap between the hands-on training received on tools like ClimaCoast and ClimaWise and their long-term application in national policy. The discussion centered on a "Single Source of Truth" digital strategy, ensuring that the data-driven insights generated by these platforms are directly utilized for:

Precision Hotspot Identification: Refining the methodology for building coastal multi-hazard zones using open-source and satellite data.

Impact-Based Forecasting (IBF): Transitioning from general hazard forecasts to sector-specific predictions that protect fisheries, agriculture, and public health.

Adaptive Coastal Management: Establishing a sustainable workflow for the CC&CRMD to update and maintain spatial databases independently.

Strengthening the Partnership for Spatial Intelligence
During the session, Prof. Terny Pradeep Kumara, Director General of the CC&CRMD, emphasized the department's commitment to digital transformation. By collaborating with ESCAP, the department aims to enhance its Spatial Intelligence capabilities—moving beyond traditional surveying to a modern, LiDAR and remote-sensing-based approach.

Key outcomes of the special discussion included:

Future Roadmap Development: Identifying priority actions to integrate ESCAP’s Risk and Resilience Portal (RRP) into the department's daily operational workflows.

Institutional Synergy: Strengthening the collaborative link between CC&CRMD and the Disaster Management Centre (DMC) to ensure a unified response to cascading coastal hazards.

Scaling Nature-Based Solutions (NBS): Planning for the technical assessment of NBS interventions using advanced spatial mapping to mitigate erosion and sea-level rise.

A Vision for a Resilient Coastline

This meeting marks a transition from capacity building to active governance. By leveraging international expertise and cutting-edge spatial tools, the CC&CRMD is positioning Sri Lanka as a regional leader in evidence-based coastal protection. The commitment to a data-driven future ensures that Sri Lanka’s coastal communities are not only protected from immediate threats but are also resilient to the long-term challenges of climate change.

දේශගුණික විපර්යාසයන්ට අනුහුරු වෙමින් ශ්‍රී ලංකාවේ වෙරළබඩ කලාපය සුරක්ෂිත කිරීමේ අරමුණින් සංවිධානය කරන ලද "තිරසාර ආපදා අවදානම් අවම කිරීම සහ වෙරළබඩ බහුවිධ උපද්‍රවයන්ට මුහුණ දීමේ ඔරොත්තු දීමේ හැකියාව ඉහළ නැංවීම" පිළිබඳ විශේෂ ධාරිතා සංවර්ධන වැඩසටහන අද දින කොළඹදී සාර්ථකව නිමාවට පත් විය.

මාර්තු 16 වන දින සිට 18 වන දින දක්වා කොළඹ රේණුකා සිටි හෝටලයේදී පැවැත්වුණු මෙම වැඩසටහන, ආසියා සහ පැසිෆික් කලාපය සඳහා වන එක්සත් ජාතීන්ගේ ආර්ථික හා සමාජ කොමිසම (ESCAP), වෙරළ සංරක්ෂණ හා වෙරළ සම්පත් කළමනාකරණ දෙපාර්තමේන්තුව (CC&CRMD) සහ ආපදා කළමනාකරණ මධ්‍යස්ථානය (DMC) ඒකාබද්ධව සංවිධානය කරන ලද්දකි.

මෙම වැඩමුළුව සඳහා ක්ෂේත්‍රයේ ප්‍රවීණයන්, ප්‍රතිපත්ති සම්පාදකයින් සහ තාක්ෂණික නිලධාරීන් විශාල පිරිසක් සහභාගී වූ අතර, එහිදී ප්‍රධාන වශයෙන් අවධානය යොමු වූ කරුණු කිහිපයකි:

සොබාදහම මත පදනම් වූ විසඳුම් (Nature-Based Solutions): වෙරළ ආරක්ෂණය සඳහා පරිසර හිතකාමී සහ තිරසාර ක්‍රමවේද (උදා: කඩොලාන වැවීම) භාවිත කිරීමේ වැදගත්කම සහ ඒ සඳහා රාජ්‍ය හා පෞද්ගලික අංශයේ සහයෝගීතාව ලබා ගන්නා ආකාරය පිළිබඳව නව නිර්දේශ ඉදිරිපත් විය.

මෙම අවස්ථාවට සහභාගී වෙමින් නිලධාරීන් ප්‍රකාශ කර සිටියේ, දත්ත මත පදනම් වූ විද්‍යාත්මක තීරණ ගැනීම හරහා ශ්‍රී ලංකාවේ වෙරළබඩ කලාපය අනාගත දේශගුණික අවදානම්වලින් ආරක්ෂා කර ගැනීමට මෙම පුහුණුව මහත් පිටිවහලක් වන බවයි.

වනස්පති - ලංකාවේ වනාන්තර රක්ෂිත කර ආරක්ෂා කිරීමේ ජාතික වැඩපිළිවෙළ

ලංකාවේ වනාන්තර පද්ධතිය ආරක්ෂා කරමින් මතු පරපුර වෙනුවෙන් හුස්ම රකින්නට නව රජයේ පරිසර අමාත්‍යාංශය විසින් සිදු කෙරෙන ජාතික වැඩසටහන වනස්පති වැඩසටහනයි.

2025 වසරේ ජගත් පරිසර දිනයට සමගාමීව ලංකාවේ දෙවැනි විශාලතම වනාන්තර වන නිල්ගල වනාන්තරය ඇතුළු වනාන්තර 29 ක් රක්ෂිත කර ප්‍රකාශයට පත් කරන ලදී.

2026 වසරේ දී ජගත් වනාන්තර දිනයට සමගාමීව වනාන්තර හෙක්ටයාර 12,989.73 ප්‍රමාණයක් රක්ෂිත ලෙස ආරක්ෂා කිරීමට නියමිතයි.

Vanaspathi – The National Program for Forest Reservation and Protection in Sri Lanka

"Vanaspathi" is the national initiative launched by the Ministry of Environment under the new government to protect Sri Lanka’s forest systems and safeguard the air we breathe for future generations.

In 2025, coinciding with World Environment Day, 29 forests—including the Nilgala Forest, the second-largest forest in Sri Lanka—were formally declared as protected reserves.

To mark World Forestry Day in 2026, an additional 12,989.73 hectares of forest land are scheduled to be designated as protected reserves.

2025 ஆம் ஆண்டு உலக சுற்றுச்சூழல் தினத்தை முன்னிட்டு, இலங்கையின் இரண்டாவது பெரிய வனப்பகுதியான நில்கல காடு உட்பட 29 காடுகள் பாதுகாக்கப்பட்ட வனங்களாகப் பிரகடனப்படுத்தப்பட்டன.

2026 ஆம் ஆண்டு உலக காடுகள் தினத்தை முன்னிட்டு, மேலும் 12,989.73 ஹெக்டேயர் வனப்பகுதிகளைப் பாதுகாக்கப்பட்ட வனங்களாகப் பிரகடனப்படுத்த நடவடிக்கை எடுக்கப்பட்டுள்ளது.

எதிர்கால சந்ததியினருக்காக நாம் விட்டுச் செல்ல வேண்டியது காய்ந்துபோன நிலத்தை அல்ல, மாறாக உயிர் துடிக்கும் நீலநிற நீர்த்துளிகளையே ஆகும். இதற்காக, இலங்கையின் மேற்பரப்பு மற்றும் நிலத்தடி நீர் வளங்களை விஞ்ஞான ரீதியாக முகாமைத்துவம் செய்து பாதுகாக்கும் நோக்கில், சூழல் அமைச்சினால் முன்னெடுக்கப்படும் 'திரசர தியவர' (நிலையான நீர்வரத்து) தேசிய வேலைத்திட்டம்—நீர் மூலங்களைப் பாதுகாத்து நிலையான முறையில் பயன்படுத்துவதற்கான இந்த விசேட செயற்திட்டம் உலக நீர் தினத்தில் ஆரம்பிக்கப்படவுள்ளது.

Although water security is challenged today by urbanization, climate change, and long-standing unsustainable development, the government has stepped forward to take responsibility for protecting this vital resource.

What we must leave for future generations is not a parched earth, but a vibrant, life-giving handful of water. To fulfill this vision, the Ministry of Environment will launch the "Thirasara Diyawara" National Program—an initiative for the conservation and sustainable use of water sources—on World Water Day. This program aims to scientifically manage and protect Sri Lanka’s surface and groundwater resources.
