Welcoming Remarks by the Principal Secretary for Health at the 2026 Staff Planning Retreat and Joint Planning Retreat with the Ministry of Health
The Principal Secretary (PS) for Health officially welcomed participants to the 2026 Staff Planning Retreat and Joint Planning Retreat held at Bootleg Guest House. In her opening remarks, she emphasized the importance of the retreat as a strategic platform for identifying existing gaps within the Ministry and fostering stronger collaboration among staff. She noted that the gathering also provides an opportunity to recognize and appreciate individuals who are wholeheartedly committed to serving the Ministry and advancing its mandate.
The PS highlighted the valuable partnership between the Ministry of Health (MoH) and the World Health Organization, acknowledging WHO's support in promoting people-centred health initiatives aimed at improving health outcomes and contributing to the achievement of the Sustainable Development Goals (SDGs). She commended WHO for its continued technical and financial assistance to the Ministry.
She further noted that the Ministry has been operating in a challenging financial environment, with budgetary constraints arising from funding reductions and other fiscal pressures. These circumstances have necessitated adjustments, reprioritization, and reprogramming of planned activities to ensure the continued delivery of essential health services.
Reflecting on the Ministry's financial challenges, the PS stated that the delayed payment of salaries to some Ministry staff in March serves as a clear indication of the difficult circumstances facing the sector. She cautioned that similar financial pressures could potentially affect future operations if sustainable solutions are not identified and implemented. Nevertheless, she encouraged participants to use the retreat as an opportunity to collectively develop practical strategies, strengthen coordination, and enhance the Ministry's capacity to deliver on its mandate despite the prevailing challenges.
The PS concluded by urging all participants to engage actively in the discussions and planning sessions, emphasizing the importance of teamwork, innovation, and commitment in advancing the Ministry's priorities and improving health outcomes for the population.
