Sierra Leone’s Ambassador to the Kingdom of Morocco, H.E. Alhaji Momodu Koroma, has engaged the Mayor of the City of Salé, Mr. Omar Santissi, on strengthening bilateral cooperation during a meeting organized by the Association of Workshops and Cultures, in partnership with the Moroccan Center for Strategic Studies and Crisis Management. The engagement took place on Thursday, 4 December 2025, at the Salé Municipality Hall.
Held under the theme “Cultural and Economic Diplomacy: The Morocco–Sierra Leone Model,” the dialogue explored opportunities for collaboration between the City of Salé and the Republic of Sierra Leone in key development sectors. The discussions also reaffirmed Sierra Leone’s support for Morocco’s sovereignty over its Sahara Region.
Ambassador Koroma highlighted the longstanding and mutually beneficial cooperation between Sierra Leone and Morocco, reiterating Sierra Leone’s firm position recognizing Morocco’s full sovereignty over its Sahara Region and support for Morocco’s development initiatives in the Southern Provinces. He noted that this position stems from a shared strategic vision and a solid foundation of bilateral relations.
The Ambassador and the Mayor identified priority areas for cooperation, including economic development, cultural exchange, social programming, and training. Both parties expressed their commitment to establishing practical mechanisms for collaboration that leverage their comparative strengths and benefit both communities.
Speaking on behalf of the Democratic Labour Organization (ODT) and the Democratic Organization of Immigrant Workers in Morocco (ODT-I), Mr. Amadou Sadio Balde, National Secretary for Immigrant Workers in Morocco, welcomed Sierra Leone’s clear and friendly position. He affirmed the unwavering support of the immigrant workers’ community to Morocco, declaring that “Morocco cannot be divided.”
The engagement was attended by senior representatives from the Association of Workshops and Cultures, the Salé Provincial Council, and the Moroccan Center for Strategic Studies, underscoring the institutional commitment to advancing Moroccan-African cooperation.
The meeting reflects the positive momentum in Morocco’s relations with Africa and reinforces the role of local institutions in deepening strategic partnerships with friendly nations.

The Honourable Vice President of the Republic of Sierra Leone, Dr. Mohamed Juldeh Jalloh paid a courtesy visit to the Sierra Leone Embassy in Rabat, Kingdom of Morocco., on Monday, the 1st of December 2025.
The Honourable Vice President was received by Sierra Leone’s Ambassador to the Kingdom of Morocco, H.E. Alhaji Momodu Koroma, and was warmly welcomed by Embassy staff. Ambassador Koroma took the Hon Vice President on a conducted tour of the Chancery building and was invited to have a brief discussion with Embassy staff.
Welcoming the Hon Vice President, Ambassador Koroma introduced the full staff complement and reaffirmed the Embassy’s commitment to deepening bilateral relations with the host country. The Ambassador expressed delight for the visit of the Vice President to the Sierra Leone Embassy in Rabat, Morocco and expressed gratitude for taking time to visit the Embassy. He extended further gratitude to His Excellency the President for the decision to open an Embassy in Morocco, as a way of concretising the diplomatic relations between the two friendly nations.
Addressing the meeting, Vice President Jalloh reflected on the longstanding cooperation between Sierra Leone and Morocco. He recalled that since 2017, when the then-opposition leader, President Julius Maada Bio was campaigning for the 2018 elections, he committed to establishing diplomatic mission in Morocco followed by the reciprocal opening of the Moroccan Embassy in Sierra Leone. That commitment, he said, has been honoured by President Bio and his counterpart.
Vice President Dr. Mohamed Juldeh Jalloh highlighted the strong diplomatic, political, and development cooperation between the two countries, noting mutual support in multilateral fora, including the African Union and the United Nations.
He also referenced Sierra Leone’s leading role in supporting Morocco’s landmark Autonomy Plan for the Sahara, including Sierra Leone’s backing of UN Security Council Resolution 2797 (2025) adopted on 31st October 2025.
He noted further that Sierra Leone was among the first nations to open a Consulate in the Dakhla region and to dispatch its Foreign Affairs Minister to make statements in support of the initiative.
“Morocco today is one of the most important countries in Africa, and because of that, Sierra Leone will always have an Embassy in Morocco as the Embassy is one of our most important missions on the continent,” the Vice President stated.
The Honourable Vice President lamented the fact that even though Morocco had signed several agreements and MOUs with Sierra Leone, the level of implementation of these agreements remains very low. He promised, on his return home to pay attention to the matter as a way of speeding up implementation.
The Vice President has also discussed the low level of returns on the scholarships that have been offered by Morocco. He promised on return to engage the Ministry of Technical and Higher Education on the matter.
He urged the Embassy staff to double their efforts by multitasking to ensure greater efficiency and effectiveness in fulfilling the mandate of the Embassy
He concluded by commending the good work of the Embassy and complimented its high standards and professional atmosphere.

The Vice President of the Republic of Sierra Leone, Dr. Mohamed Juldeh Jalloh, on Monday 1st December 2025, departed the Kingdom of Morocco for Paris, France, following his participation in a three-day High-Level Investment Forum held in Rabat.
The conference brought together representatives from nearly 80 countries, including Sierra Leone, under the theme “Bridging the Gap: Mobilising Private Capital to Unlock Africa’s Full Potential.” The 2025 edition recorded financial backing from 32 global private-sector institutions—twice the number in 2024—further cementing its status as a premier investment marketplace for the continent.
The Africa Investment Forum (AIF) Market Days opened on Wednesday 26th November 2025, with emphatic calls from government leaders and development experts for increased private-sector involvement, innovative financing mechanisms, and accelerated policy reforms to unlock Africa’s economic opportunities at scale.
Throughout the three-day event, Vice President Dr. Mohamed Juldeh Jalloh engaged strategically with governments, multilateral financial institutions, and private-sector leaders to expand Sierra Leone’s investment pipeline and deepen mutually beneficial partnerships. He underscored Africa’s strong capacity to attract substantial investment flows, particularly in sectors with long-term growth prospects. He commended the AIF for convening governments, investors, and development partners around initiatives driving sustainable development across the continent.
The Forum brought together over 2,000 participants, including private capital providers, international and commercial banks, multilateral development finance institutions, entrepreneurs, and senior government officials. Discussions focused on project structuring, capital mobilisation, and women’s access to finance.
Established in 2018, the Africa Investment Forum is a multidisciplinary platform designed to connect investors with project developers. It provides institutional support to accelerate bankability and advance projects toward financial closure.

Sierra Leone Reaffirms Support of Morocco's Autonomy Plan for Sahara At The Security Council
Rabat, 5th November, 2025-
On Friday 31st October 2025, the UN Security Council adopted a landmark resolution marking a qualitative shift in efforts to settle the dispute over the Moroccan Sahara.
The UN Security Council adopted Resolution 2797 on the Moroccan Sahara conflict, authorizing the continued operations of the United Nations Mission for the Referendum in Moroccan Sahara (MINURSO) until 31 October 2026. The 15-member organ adopted resolution 2797 (2025) (to be issued as document S/RES/2797(2025)
For the first time, Morocco's autonomy plan was explicitly supported as a fundamental solution to the conflict.
The resolution expresses full support for the UN Secretary-General and his personal envoy in facilitating negotiations based on Morocco’s autonomy initiative to reach a just, lasting, and mutually acceptable solution consistent with the UN Charter.
The UN resolution 2797 (2025) says “genuine autonomy under Moroccan sovereignty could constitute a most feasible solution”. The measure also renews the UN Peacekeeping Mission in Moroccan Sahara for another year, as has been done for more than three decades. Prior extensions, however, have not included a reference to Morocco and its allies’ preferred outcome. The resolution calls on all parties involved to “seize this unprecedented opportunity for a lasting peace.” Depending on progress, it asks António Guterres, the Secretary-General, to review the Peacekeeping Mission’s mandate within six months.

Ambassador Alhaji Momodu Koroma Strengthens Sierra Leone–Morocco Relations in Dakhla
Dakhla, Morocco – 28th May 2025 – Sierra Leone’s Ambassador to the Kingdom of Morocco, His Excellency Alhaji Momodu Koroma, has officially commenced his diplomatic tour in the Dakhla-Oued Eddahab Region as part of broader efforts to deepen bilateral ties and attract investment to Sierra Leone.
Ambassador Koroma, accompanied by Sierra Leone’s Consul General in Dakhla, Madam Zainab Kandeh, met with the Wali of the region, Mr. Ali Khalil Sir, to reaffirm Sierra Leone’s diplomatic support and explore avenues for economic cooperation.
He was also accompanied by two Agence Marocaine de Coopération Internationale (AMCI) officials; Badr Farahat and Soufiane Dref to Dakhla.
During the meeting, Ambassador Koroma expressed appreciation to the Wali for facilitating the establishment of Sierra Leone’s Consulate in Dakhla and for the warm reception afforded to the delegation. He reaffirmed Sierra Leone’s unwavering support for Morocco’s sovereignty over the Moroccan Sahara and commended His Majesty King Mohammed VI for the region’s transformative development initiatives.
“These developments in Dakhla are not only impactful for Morocco but also hold strategic significance for the entire West African region,” said Ambassador Koroma.
In response, the Wali of the region, Mr. Ali Khalil Sir welcomed Sierra Leone’s diplomatic presence and expressed gratitude for its support of Morocco’s territorial integrity. He emphasized the importance of deepening ties between the two nations and pledged to support closer cooperation in various sectors.
The meeting also featured a presentation on Dakhla’s investment potential, particularly in the blue economy, renewable energy, and sustainable tourism — sectors identified as critical for future collaboration between Sierra Leone and Morocco.
Ambassador Koroma also held discussions with the President of the Regional Council, Mr. Khattat Yenga, who oversees the development programs and budgeting for the region. Mr. Yenga proposed an official visit to Sierra Leone and Liberia to explore opportunities for partnership in fisheries management, renewable energy, and agriculture.
The visit concluded with both parties reaffirming their commitment to joint cooperation and the development of tangible projects that would enhance the socio-economic development of both nations and further strengthen the fraternal relationship between Sierra Leone and the Kingdom of Morocco.

SIERRA LEONE EMBASSY IN MOROCCO JOINS PRESIDENT BIO’S CALL FOR SPECIAL PRAYERS ON INDEPENDENCE DAY
Rabat, Morocco, 27th April 2025 — The Sierra Leone Embassy in Rabat, Morocco, on Sunday, 27th April 2025, held a special prayer service for the nation at the Embassy’s residence to mark the country’s 64th Independence Anniversary.
In response to His Excellency President Dr. Julius Maada Bio’s call for Sierra Leoneans to offer special prayers across the nation to deepen national consciousness and cohesion, the Embassy extended invitations to all Sierra Leoneans in Morocco, including students and diplomats, to join the occasion.
In his remarks, Sierra Leone’s Ambassador to the Kingdom of Morocco, H.E. Alhaji Momodu Koroma, said Independence Day is a cause for celebration, noting that Sierra Leone has come a long way over the past 64 years. He highlighted the country’s tremendous progress, particularly under the leadership of President Bio.
Reflecting on Sierra Leone’s journey, Ambassador Koroma shared that at the time of Independence in 1961, there were no roads leading to Kono and the north, and only one secondary school existed in Kono District. He emphasized the significant improvements today, including better road infrastructure and the presence of secondary schools in every district. He further noted the achievements of the current government, such as the introduction of Free Quality Education, the drastic reduction in maternal mortality rates, and the establishment of seven universities, compared to just one university that existed at Independence.
Ambassador Koroma reiterated President Bio’s call to reflect and pray, reminding attendees that Sierra Leone’s 64-year journey has not been without challenges—including two decades of one-party rule, an 11-year brutal civil war, and devastating health crises like the Ebola and COVID-19 pandemics. He emphasized the need to reject violence and work towards sustaining peace.
Highlighting Sierra Leone’s growing international stature, Ambassador Koroma noted that the country now serves as a non-permanent member of the United Nations Security Council, a member of the African Union’s Peace and Security Council, and the Chair of the Committee of 10 advocating for UN reforms on behalf of Africa. Despite global economic challenges, he commended President Bio’s administration for its strides towards economic stability and stressed the importance of unity, peace, and national consciousness among Sierra Leoneans both at home and abroad.
“Independence may not have deep meaning for some, given the persistence of poverty, but the steps we are taking are crucial to building a better future,” Ambassador Koroma said.
He reaffirmed Sierra Leone’s strong bilateral relations with Morocco, acknowledging Morocco’s continued support in various areas, and emphasized the Embassy’s commitment to working in the best interests of Sierra Leone.
Special prayers were offered for Sierra Leone, with Sheikh Abdul Ghani conducting a Quranic reading and prayers for the Muslim community, and Pastor Ansumana Ayub leading Christian prayers.
In his closing remarks, the Head of Chancery, Mr. James Sylvanus Lebbie, thanked the Sierra Leonean community, students, and all guests for honoring the Embassy’s invitation. He encouraged them to reflect on the nation journey and maintain good behavior, stressing the vital role of peace and prayers in national development.
Ambassador Koroma also used the occasion to officially meet with members of the Sierra Leonean community and students in Morocco, personally welcoming each attendee and assuring them that the Embassy remains open to address their concerns and support them during their stay in Morocco.

Sierra Leone’s Ambassador to Morocco Engages Energy Minister on Transition and Sustainable Development
Rabat, Morocco 10th May 2025 – Sierra Leone’s Ambassador to the Kingdom of Morocco, His Excellency Alhaji Momodu Koroma, on Friday met with Morocco’s Minister of Energy Transition and Sustainable Development, Dr. Leila Benali, to explore avenues for enhanced bilateral cooperation in the fields of energy transition and sustainable development. The meeting took place at the Minister’s office in Rabat.
During the meeting, both parties discussed opportunities for knowledge exchange and institutional collaboration, particularly in renewable energy, rural electrification, and sustainable mineral management. They also considered the development of a formal cooperation framework related to environmental protection and sustainable growth.
Discussions further touched on Morocco’s flagship initiatives to promote regional integration and South-South cooperation under the leadership of His Majesty King Mohammed VI. These include the Africa-Atlantic Gas Pipeline and the broader Africa-Atlantic Initiative, aimed at fostering sustainable development across the continent.
Ambassador Koroma specifically called for the activation of the Memorandum of Understanding (MOU) signed between Sierra Leone and Morocco in Dakhla on energy cooperation. This agreement involves the Moroccan Agency for Sustainable Energy (MASEN) and the National Office of Electricity and Drinking Water (ONEE). He invited both institutions to visit Sierra Leone for an on-ground assessment and reaffirmed Sierra Leone’s interest in participating in the Nigeria-Morocco Gas Pipeline project.
The Ambassador recalled that Sierra Leone signed the MOU for the gas pipeline project on Monday, 5th December 2022, in Rabat. The project, which aims to link Nigeria to Morocco, is expected to supply gas across West Africa and into Europe. He emphasized that Sierra Leone’s involvement reflects President Julius Maada Bio’s commitment to addressing the global energy crisis and contributing to the success of this transformative initiative.
The estimated $25 billion African gas pipeline is projected to provide energy to approximately 340 million people and significantly reduce gas flaring on the continent.
Morocco and Sierra Leone continue to enjoy strong bilateral ties, and Ambassador Koroma remains committed to further strengthening cooperation for mutual benefit.

Rabat, Tuesday, 11th February 2025
The Sierra Leone Ambassador to the Kingdom of Morocco, His Excellency Alhaji Momodu Koroma, paid a courtesy visit to the Ambassador of Togo, His Excellency Messan Amakoe Klutse, at the Togo Embassy in Rabat, Morocco.
During the visit, Ambassador Klutse warmly welcomed his counterpart to the Togo Chancery. Ambassador Koroma expressed his gratitude for Togo’s support for Sierra Leone at the regional level, particularly in the signing of the 1999 Lomé Peace Agreement, which played a significant role in Sierra Leone’s path to peace and stability.
