Joint Statement of the State and Federal Unit Hluttaws on Airstrikes and Bombing Attacks against Civilians

(1) The State and Federal Unit Hluttaws strongly condemn the continued airstrikes and bombings targeting residential areas, markets, villages, and other civilian infrastructure across Myanmar, which have resulted in mass casualties and loss of life.
(2) In September 2026, several airstrikes took place across Myanmar, resulting in civilian deaths and injuries. Among these, the aerial bombing of India Market in Kyauktaw Township, Rakhine State, on 28 September was a particularly grave and alarming assault, causing mass civilian casualties in a densely populated area.
(3) These incidents have severely affected the lives, safety, and dignity of civilians, raising serious concerns about actions contrary to the fundamental principles of International Humanitarian Law (IHL).
Therefore, the Parliaments of State and Federal Units demand and declare the following:
(a) Call for the immediate cessation of airstrikes and bombings targeting civilians, markets, villages, hospitals, schools, and other civilian infrastructure.
(b) Express their profound sorrow and condolences to those who have lost their lives and to their families as a result of these attacks, including the incident at India Market in Kyauktaw Township, Rakhine State, and wish a speedy recovery to those who have been injured.
(c) Call for independent and credible investigations into airstrikes carried out against civilians and for those responsible for violations to be held accountable in accordance with international law.
(d) Call upon the United Nations, the international community, and humanitarian organizations to take urgent, effective measures to protect civilians, prevent airstrikes, and ensure that humanitarian assistance can reach those affected safely and without obstruction.
(e) The lives and safety of civilians constitute fundamental values that must be protected and prioritized over any military objective. The State/Federal Unit Hluttaws reaffirm their opposition to and condemnation of airstrikes and bombings targeting civilians, and reiterate their continued commitment to protecting civilians through cooperation grounded in human rights, justice, and accountability.
