Reforms Department Orients MDAs on new Reporting Module

The Public Sector Reforms Management Department (PSRMD) has today commenced orientation sessions of Ministries, Departments and Agencies (MDAs) on the department’s Public Sector Reforms Information Management System (SRIMS) Reporting Module.

The Reporting Module replaces the paper based excel sheets that MDAs were previously submitting to the Reforms Department.

In his opening remarks, Secretary for Public Sector Reforms, Dr. Luckie Sikwese, emphasized that the orientation aims at institutionalizing efficiency in the Public Sector.

With the Reporting Module, MDAs will now be able to submit their Reform Reports online in real time highlighting progress made during each financial quarter of the year.

Reforms Department Preps MDAs on Reporting Module

Today, the Public Sector Reforms Management Department (PSRMD) is conducting a Validation Workshop with multiple stakeholders to validate the Reporting Module of the Public Sector Reforms Information Management System (PSRIMS).

The PSRIMS was launched in December last year as part of Reforms in the Reforms Department to help improve service delivery.

Using the new system, Ministries, Departments and Agencies (MDAs) are now able to formulate their Reform Contracts and report progress online with the Secretariate providing its oversight function and track implementation of Reforms in real time.

The Validation Session of the Reporting Module seeks to gather views and inputs from MDAs as the institutions commence reporting progress on the implementation of their Reforms for the 2026/27 financial year.

According to Secretary for Public Sector Reforms, Dr. Luckie Sikwese, the new system is a game changer in the implementation of Reforms since it provides a platform that enables efficient implementation of Public Sector Reforms away from the paper-based processes that were used in the past.

The new system will also be opened up to the public through the Public Portal where citizens will be able to track and appreciate Reforms being undertaken by MDAs.

MDAs present at the validation session include, Malawi University Of Science and Technology, Department of Innovation in the Office of the President and Cabinet, Malawi Department of Immigration and Citizenship Services, Malawi Government Ministry of Information and Communications Technology, Lilongwe City Council, Lilongwe University of Agriculture and Natural Resources (LUANAR) and several other Government Departments.

Instiglio, a global non-profit organisation specialized in impact strategy, result-based approaches, data driven performance and change management on Monday engaged the Ministry of Local Government and Rural Development and Ministry of Labour, Skills and Innovation to explore possible areas of support.

According to Ezinne Anyanwu, Instiglio Head of Partnerships-Africa, they work with governments to help strengthen their systems, build their capacities and deliver results that matter.

With offices in Kenya, Uganda, Morocco, Mauritius, Peru, Colombia and Washington D.C, Instiglio has notable output-based financing initiative achievements in Morocco, Kenya, Ethiopia and Uganda.

In his remarks during the meeting, Secretary for Local Government and Rural Development, Rev. Instiglio is expected to meet the Ministry of Agriculture, Ministry of Education, Ministry of Gender and Ministry of Health on Wednesday and Ministry of Finance on Thursday for further consultations.

According to Secretary for Public Sector Reforms, Dr. Luckie Sikwese, Instiglio is in the country for consultations to see whether they can partner with Government and offer their support toward Reforms freely through their Government Empowerment Network.

Apart from Instiglio, the Tony Blair Institute (TBI) also approached the Malawi Government to explore possible areas of partnership in improving service delivery.
