Sim: DBKK should boost revenue before imposing new charges
KOTA KINABALU: Kota Kinabalu City Hall (DBKK) should broaden its own revenue sources and recover outstanding assessment rates before introducing new charges or increasing the financial burden on the public, said Liberal Democratic Party (LDP) vicepresident Sim Fui.
He said DBKK faced genuine financial pressures in maintaining roads, drainage, public toilets, parking facilities and other urban infrastructure, but should first maximise existing revenue streams and municipal assets.
“Instead of thinking about how to collect another RM10 or RM20 from the people, we should think about how these existing assets can be made to generate revenue,” he said in a statement yesterday.
Sim Fui suggested a oneoff settlement incentive or structured instalment scheme for property owners with longstanding assessment arrears.
He said DBKK could consider waiving part of late-payment penalties for a limited period to encourage defaulters to settle their outstanding bills.
“Those who can afford to pay should pay. But if we can introduce a reasonable mechanism that encourages people to clear their outstanding accounts in one go, DBKK can also improve its cash flow. It would be a win-win situation,” he said.
Sim Fui also proposed a comprehensive inventory of DBKK-owned land, buildings, parking facilities and other assets to identify those that were idle or underutilised.
Where public access would not be compromised, he said such assets could be considered for leasing, commercial partnerships or temporary activities such as parking, weekend markets, food and beverage outlets and events.
He also suggested that DBKK review advertising opportunities on public infrastructure, including pedestrian bridges, bus stops and parking facilities.
“Instead of allowing public facilities to serve only a single function, we should examine how they can generate additional revenue without affecting their primary purpose or the public’s use of them,” he said.
Sim Fui said DBKK could establish standardised advertising specifications, rates and guidelines to ensure commercial activities did not result in excessive advertising or visual clutter.
He also proposed an “Adopt the City” corporate partnership programme, allowing companies to contribute towards the upkeep of parks, public toilets, bus stops, landscaping and other facilities in return for controlled corporate branding.
Sim Fui said major concerts, sporting events and cultural programmes should also be viewed as opportunities to generate municipal revenue through venue-related income, parking, advertising and commercial stalls.
“Major events should not merely represent an expense for DBKK. They should also contribute to the city’s economy and become part of DBKK’s revenue ecosystem,” he said.
He stressed that expanding revenue sources should not mean commercialising every public service or imposing additional charges on residents.
“People are already facing cost-of-living pressures. If DBKK needs to increase its revenue, its first thought should not be how to collect more money from the people. The first question should be: What assets do we already have, and how can we use them more effectively?” he said.
Sim Fui said stronger internally generated revenue and faster recovery of outstanding assessment rates would help DBKK reduce reliance on government allocations and provide greater financial capacity to improve Kota Kinabalu’s roads, drainage, traffic management, public facilities and overall urban environment.
