On May 8, 2026, the JICA Malaysia Office jointly held a Joint Coordinating Team (JCT) Meeting with the Malaysian Maritime Enforcement Agency (MMEA) on the activities of the Maritime Law Enforcement Advisor to MMEA.
At the meeting, the expert who has been working as the Maritime Law Enforcement Advisor with MMEA since April 2024, presented the activity report for FY2025 and the activity plan for FY2026. Both were approved unanimously.
The expert’s activities cover a wide range of areas, and training programs are planned for this year to further strengthen MMEA officers’ capacities in search and rescue, emergency response, diving operations, and forensic techniques.
JICA will continue to work closely with MMEA and related Japanese organizations, including the Japan Coast Guard, to enhance Malaysia’s maritime law enforcement capabilities and contribute to peace and stability in the Indo-Pacific region.

2026年5月8日、JICAマレーシア事務所は、マレーシア海上法令執行庁（MMEA）と合同で、「マレーシア海上法令執行庁海上保安アドバイザー」活動に関する合同調整チーム会議（Joint Coordinating Team Meeting）を開催しました。この会議では、2024年4月からMMEAに派遣中の専門家（海上法令執行庁海上保安アドバイザー）より、2025年度活動報告及び2026年度活動計画が発表され、全会一致で承認されました。同専門家の活動は多岐に亘り、今年度も救難・救急技術、潜水技術、鑑識技術等の分野においてMMEA職員の能力強化を図る研修などが計画されています。
JICAはMMEAをはじめ日本の海上保安庁など日マ関係機関と連携・協力し、マレーシアの海上法令執行能力の強化を通してインド太平洋地域における平和と安定のための貢献をして参ります。

Pada 28 April 2026, satu sesi pembentangan laporan pertengahan oleh ahli fisioterapi, Cik Kawakami, telah diadakan di Kedah.
Dalam sesi tersebut, Cik Kawakami memperkenalkan usaha beliau di tempat tugasan di sebuah institusi penjagaan kanak-kanak, di mana beliau memanfaatkan pengalaman yang diperoleh dalam bidang perubatan dan kebajikan di Jepun untuk meningkatkan jumlah kanak-kanak yang terlantar agar dapat bangun dari katil dan menjalankan aktiviti harian.
Dengan slogan “Tidak Ada yang Tertinggal (Leave No One Behind)”, Cik Kawakami bekerjasama dengan rakan sekerja untuk mewujudkan persekitaran dan membangunkan sistem agar kanak-kanak dengan ketidakupayaan yang teruk juga dapat mengambil bahagian dalam pelbagai aktiviti.
“Kami sentiasa bertukar-tukar pendapat dalam menjalankan aktiviti, dan idea-idea Cik Kawakami memberikan perspektif baharu serta meluaskan cara pemikiran kami,” ujar rakan sekerja beliau.
Dalam tempoh baki satu tahun perkhidmatan beliau, usaha Cik Kawakami diharapkan dapat terus menyumbang kepada peningkatan kualiti aktiviti di tempat tugasan serta menyokong masa depan kanak-kanak yang terlibat.

4月28日、クダ州において、理学療法士の河上隊員による中間報告会が開催されました。
報告会では、河上隊員が日本で培った医療・福祉分野での経験を生かし、配属先である児童養護施設において、寝たきりの子どもたちの離床率向上に取り組んでいる様子が紹介されました。
「どの子も取り残さない」を合言葉に、子どもを中心とした環境づくりを同僚とともに進め、重度の障害がある子どもたちも活動に参加できる体制を整えてきたとのことです。
同僚からは、「日頃から意見を出し合いながら活動しているが、河上隊員のアイディアは新たな気づきを与えてくれ、視野が広がる」といった声が寄せられました。
残り1年の任期においても、河上隊員の取り組みが配属先の活動の充実につながり、子どもたちの未来を支えていくことが期待されます。

Pada 30 April, sesi Laporan Akhir oleh Puan Harada Michiko, seorang sukarelawan dalam bidang aktiviti belia, telah diadakan di Jitra, Kedah.

Sepanjang sesi tersebut, Puan Harada berkongsi tentang pelbagai aktiviti yang telah dilaksanakan sepanjang tempoh dua tahun perkhidmatannya,
dengan memanfaatkan kemahiran beliau dalam bidang kraftangan, di samping memperkenalkan budaya Jepun kepada kanak-kanak di institusi tempat beliau bertugas.

Melalui aktiviti seperti penghasilan beg kecil dan rantai kunci menggunakan benang serta manik, kanak-kanak telah diberi peluang untuk merasai keseronokan menghasilkan sesuatu dengan tangan mereka sendiri.
Selain itu, budaya Jepun turut diperkenalkan melalui aktiviti seperti kaligrafi Jepun dan pemakaian yukata.

Puan Harada juga aktif menganjurkan pelbagai program pertukaran dengan menjemput beberapa sukarelawan JICA dari institusi lain,
sekali gus mewujudkan suasana yang ceria dan positif di institusi tersebut. Semua aktiviti ini dilaksanakan dengan harapan agar kanak-kanak dapat melangkah ke arah masa depan yang lebih baik.

Daripada pihak kanak-kanak, terdengar ungkapan seperti, “Beliau sentiasa berada di sisi kami seperti ahli keluarga, seperti seorang ibu,” dan
“Masa yang dihabiskan bersama membuat kraftangan amat menyeronokkan,” diiringi tangisan serta rasa sedih kanak-kanak pada hari terakhir beliau di institusi tersebut.

Segala usaha dan sumbangan Puan Harada telah meninggalkan kesan yang mendalam dalam hati kanak-kanak.

Terima kasih atas dedikasi dan khidmat bakti sepanjang dua tahun. Kami mendoakan agar beliau terus maju jaya pada masa hadapan.

４月30日、クダ州にて、青少年活動の原田隊員による帰国報告会が行われました。
当日は、原田隊員の特技である手工芸を生かした活動や、日本文化を紹介する取り組みについて報告がありました。
毛糸やビーズを使ったポーチやキーホルダーづくりを通じて、子どもたちがものづくりの楽しさを感じられる機会を提供してきたほか、
習字や浴衣の着付けなどを通して日本文化も伝えてきたとのことです。
また、他の隊員を招いた交流イベントも積極的に実施し、施設内に明るい雰囲気を生み出してきました。
これらの活動には、「子どもたちにより良い未来を歩んでほしい」という原田隊員の思いが込められており、
子どもたちからは「家族のように、母のように寄り添ってくれた」「一緒に手芸をした時間がとても楽しかった」と、涙ぐみながら別れを惜しむ声も聞かれました。
原田隊員の活動は子どもたちの心に深く残るものとなりました。
2年間の活動、本当にお疲れさまでした。

Malaysia Achieves a Scientific Milestone in Lightning Research

On 3rd May 2026, the Japan International Cooperation Agency (JICA), through its SATREPS project, namely “Real-Time Lightning 3D Imaging and Forecasting Project for Sustainable and Reliable Supply of Energy and Storm Disaster Early Warning”, has successfully conducted Malaysia’s first rocket-triggered lightning experiment at Universiti Teknikal Malaysia Melaka (UTeM).

With this achievement, Malaysia becomes the seventh country worldwide to successfully implement this unique technique, which allows precise observation and forecasting of lightning occurrences. The research supports improved lightning protection, early warning systems, and mitigation of lightning-related disruptions to power and infrastructure.

This Japan–Malaysia joint research project is led by Kindai University, UTeM, and Universiti Tenaga Nasional (UNITEN), in collaboration with multiple research institutions, aiming to strengthen scientific capacity and disaster resilience in Malaysia.

The RTL-3D Project started in June 2023. It continues for 5 years till June 2028. The project is supported by JICA and Japan Science and Technology Agency (JST) through the Science and Technology Research Partnership for Sustainable Development (SATREPS)* programme, as well as the counterpart budget by the Ministry of Higher Education (MOHE), Malaysia.

On May 4, the final presentation by Ms. Shigeko Tsuboi, a JICA Volunteer in science education, was held at the SEAMEO Regional Centre for Education in Science and Mathematics (SEAMEO RECSAM).
Ms. Tsuboi shared the outcomes of her work, including training programs for ASEAN and African countries, as well as science workshops for Thai secondary school students. She also emphasized the importance of basic science education for national development.
The host institution expressed its appreciation for her dedication and shared its hope for continued collaboration through the JICA Volunteer Program.
Ms. Tsuboi, thank you for your two years of committed service, and we wish you all the best in your future endeavors!

5月4日、坪井重子隊員（理科教育）の最終報告会が、配属先である東南アジア大臣機構 理数教育センター（SEAMEO RECSAM）にて開催されました。
報告会では、ASEAN諸国を対象としたレギュラーコースや、アフリカ諸国を対象とした第3国研修に加えて、タイの中等科生徒などを対象としたワークショップの実施について、これまでの成果と課題が報告されました。また、国の発展における基礎科学教育の重要性についても、改めて共有されました。
配属先からは、坪井隊員のこれまでの活動への感謝とねぎらいの言葉とともに、今後のJICAボランティア派遣への期待が寄せられ、坪井隊員との別れを惜しむ温かなひとときとなりました。
坪井隊員、2年間にわたる協力隊活動、本当にお疲れ様でした。
帰国後のさらなるご活躍を、心よりお祈りしています！

[Courtesy Visit on Ministry of Natural Resources and Environmental Sustainability (NRES)’s Deputy Secretary General]
On April 30th, 2026, a courtesy visit was held with the Deputy Secretary General of the Ministry of Natural Resources and Environmental Sustainability (NRES) to strengthen ongoing collaboration and exchange updates on key initiatives. During the meeting, both sides highlighted significant progress in bilateral cooperation, particularly in advancing climate transparency efforts. A major milestone shared was the successful preparation and submission of Malaysia’s Biennial Transparency Report, reflecting the country’s commitment to international climate obligations under the Paris Agreement. Looking ahead, the next milestone will focus on the preparation and submission of Malaysia’s subsequent Biennial Transparency Report, ensuring continuity in transparent reporting. The discussion also reaffirmed mutual dedication to capacity building and sustained partnerships to support Malaysia’s environmental sustainability goals.

Hello everyone, this is Chikara Matsuoka, a JICA Volunteer in the field of Judo training.
From April 17–19, the PENANG Invitational Judo Championship 2026 was held in Penang. The event included both kata and competition matches for a wide range of ages, from children to adults. With participants from Japan, Thailand, Indonesia, and other countries, around 800 Judoka took part in this international tournament.
Many students from my assigned dojo also competed, and it was great to see them demonstrate the results of their daily training.
Following the tournament, from April 21–25, we held a joint training camp at BUDO ACADEMY in collaboration with students from the university I graduated from, Aichi University. Participants joined not only from Penang but also from other states, making it a valuable opportunity to connect through Judo.
