Twenty-five years since Castro's first visit to

Statement from the Ministry of Foreign Affairs of
The Ministry of Foreign Affairs rejects, in the strongest terms, the Executive Order issued by the White House on May 1, 2026, which intensifies, to extreme and unprecedented levels, the economic, financial and commercial blockade against Cuba.
Likewise, it condemns the decision of the Treasury Department of May 7, 2026, which added the Cuban entities Gaesa and MoaNickel SA to the List of Specially Designated Nationals, this being the first coercive measure derived from the order signed on May 1.
This is a ruthless act of economic aggression that amplifies the extraterritorial effects of the blockade, with the potential application of secondary sanctions against foreign companies, banks, and entities, even if their business in the United States has no connection to Cuba. This measure will further hinder the functioning of the national economy, which has already been facing the devastating effects of the oil blockade imposed on January 29, 2026, paralyzing fuel exports to the country.
Acting as the world's policeman and in blatant violation of international law and the fundamental principles of free trade in goods and services, the sovereign right of all states that have or wish to maintain economic, commercial, and financial relations with Cuba is being explicitly, blatantly, and directly attacked. The highest U.S. authorities, particularly the Secretary of State, are attempting to force the international community, through blackmail and intimidation, to submit to and comply with the blockade.
No country is exempt from this threat of extending genocide against the Cuban people, attempting to force Cuba's isolation from the international economic and financial scene.
We warn that this aggression against the Cuban economy and people will only achieve its intended destructive effect if sovereign and independent nations allow themselves to be intimidated and coerced by the United States government. We know that the world will never meekly accept illegal regulations, will not relinquish sovereign equality, nor will it leave its citizens, businesses, corporations, and financial institutions unprotected. The international community has historically opposed and condemned the genocide being perpetrated against the Cuban people by the United States government, a genocide that has lasted for almost seven decades.
We denounce the criminal nature of these aggressive measures aimed at starving and desperationing the entire Cuban population and attempting to generate a social, economic, and political catastrophe on a national scale. We also reject the intention of the United States government to create a humanitarian crisis to justify more dangerous actions, including military aggression against Cuba.
In all international forums, Cuba will continue to denounce the blockade. Likewise, we urge the international community to confront this onslaught, which constitutes a dangerous escalation in the United States' desire to exercise domination and control over Cuba's destiny, violating the independence and sovereignty of all states.

. Statement of the International Relations Committee of the National Assembly of People’s Power
To the parliamentarians, parliaments, and interparliamentary organizations:
The members of the International Relations Committee of the National Assembly of People’s Power of the Republic of Cuba reject the new Executive Order issued by the President of the , which intensifies the economic war and aims to further heighten the illegal and immoral collective punishment inflicted upon the Cuban people.
This provision constitutes another attack on our country’s sovereignty and self-determination. At the same time, it further internationalizes the siege to extreme levels by applying pressure and threatening additional sanctions against third parties to prevent financial and trade operations with Cuba.
As if this genocidal policy imposed more than six decades ago were not enough, recent statements by the U.S. President accentuate an escalatory war‑mongering stance with threats of military actions against Cuba.
Our people will continue to defend the political system enshrined in the Constitution, which was approved in a universal referendum by the overwhelming majority of the Cuban people. It is an unquestionable decision to continue building a socialist society that strives to achieve the highest possible level of justice.
Throughout its history, Cuba has proved its unwavering commitment to peace. We reaffirm the principles of the Proclamation of Latin America and the Caribbean as a Zone of Peace, signed by the Heads of State and Government in Havana on the occasion of the Summit of the Community of Latin American and Caribbean States (CELAC) held in January 2014.
Just a few hours ago, more than five million men and women, with firm steps and committed to the defense of the Homeland and its sovereignty in the face of the enemy’s threats and aggressions, crowded the streets and squares in celebration of Labor Day.
We, the Cuban representatives of the people, call upon the parliamentarians of the world to raise their voices to stop the military threats and the mounting economic and energy siege imposed by the Government of the United States against Cuba.
The attendees of the recent International Meeting of Solidarity with Cuba, held in Havana on this past May 2, agreed that our Homeland has the right to live in peace, to its defense, and to its development; and that the solidarity received cannot be blocked.
The Final Declaration of the Meeting praised Cuba’s vocation for peace, agreed to denounce the escalation of the current U.S. Administration, and committed to multiplying the resistance and the support for Cuba in the year of the Centennial of Commander‑in‑Chief Fidel Castro Ruz.
Long live peace! Not war!
We stand up for the homeland!
Our Homeland or death, we shall overcome!

A few hours ago, the Secretary of State of claimed that there is no oil blockade against .
He has simply chosen to lie. He contradicts the President and the White House Press Secretary.
The reality is undeniable: on January 29, 2026, your President signed an Executive Order threatening all countries with tariffs if they export fuel to Cuba.
In four months, only one fuel shipment has arrived in Cuba. All our suppliers are being intimidated and threatened in violation of free trade and freedom of navigation.
The new Executive Order of May 1st establishes secondary sanctions in the energy sector.
The Secretary is well aware of the damage and suffering that the criminal oil blockade he himself proposed to his President is causing the Cuban people today.

🇨🇺| Announces New Migration System
ℹ️The Government of the Republic of Cuba announced the official publication of the new Migration, Foreigners, and Citizenship Laws, along with their respective regulations, as part of the comprehensive update of the country's legal framework.
💬During a press conference, Cuban authorities from the Directorate of Identification, Immigration, and Foreigners and the Directorate General of Consular Affairs and Cuban Residents Abroad of the Ministry of Foreign Affairs reported that the regulations were approved after an extensive consultation process involving 37 agencies, which enriched their content and ensured their consistency with national and international realities.
✅The new provisions represent a significant leap forward in the scope of the legal framework, substantially expanding the existing legal system. Among the main objectives are to more clearly define migration rights and obligations, strengthen ties with Cubans residing abroad, and adapt the legal framework to current human mobility dynamics.
One of the central elements is the introduction of the concept of Effective Migratory Residency, which recognizes as residents those individuals—Cuban or foreign—who remain in the country for more than 180 cumulative days per year, or who, even without meeting this requirement, demonstrate ties to the country through family, employment, economic, or property links. Likewise, the previous 24-month limit for Cuban citizens residing abroad is eliminated, and it is established that there is no time restriction for their stay in the country; and the increase in the number of emigrant statuses is halted.
In the area of rights, it is reaffirmed that Cubans residing abroad maintain the use, enjoyment, and free disposal of their property within the national territory, in accordance with the Constitution of the Republic.
👥The regulations also reorganize immigration categories for Cuban citizens and foreigners, incorporating new classifications such as provisional resident and humanitarian resident, and expanding the grounds for obtaining permanent residency in Cuba, including family ties, length of stay in the country, professional qualifications, and investment capacity.
✅Similarly, specific provisions are established for the protection of victims of migrant smuggling and human trafficking, with special attention to women, girls, boys, and adolescents.
👥Regarding citizenship, the concept of effective citizenship is introduced, which recognizes the possibility of holding another citizenship without losing Cuban citizenship, although the obligation to use the latter in legal acts within the national territory remains. The processes for acquiring, renouncing, losing, depriving, and recovering citizenship are also regulated, including more defined requirements for naturalization.
✅The new laws also strengthen citizens' legal guarantees by establishing administrative procedures that allow them to challenge decisions made by immigration authorities, thus reinforcing transparency and due process.
🤝With this legislative update, Cuba reaffirms its commitment to modernizing its immigration policy, strengthening ties with its emigrants, and ensuring a more inclusive and orderly legal framework that aligns with the country's economic and social transformations.
