Malaysia-China Business Council

On 9 April 2026, the "Malaysia-China Distinguished Economists Programme" lecture, organized by the Institute of China Studies (ICS) of Universiti Malaya and co-organized by the Malaysia-China Business Council (MCBC) and Bank of China (BOC) Malaysia, was successfully held.

This lecture series aims to deepen mutual understanding of economic policies and social development through high-level dialogue. Professor Yu Miaojie, President of Liaoning University and PhD in Economics from the University of California, Davis, was invited as the keynote speaker. During the session, Professor Yu highlighted the forward-looking layout of China’s 15th Five-Year Plan and elaborated on how it drives economic cooperation and productivity between China and the rest of the world through institutional opening-up and industrial upgrading.

In the morning, Professor Yu first attended a government-business roundtable meeting to conduct pragmatic discussions on macroeconomic issues with Deputy Minister of Finance YB Liew Chin Tong, Deputy Minister of Investment, Trade and Industry (MITI) YB Sim Tze Tzin, Executive Director and Chief Executive of MCBC Dato' Tan Tian Meng, and a team of officials led by Khazanah Nasional Bhd’s Chief Investment Officer Dato’ Hisham Hamdan.

In the afternoon, Professor Yu proceeded to Universiti Malaya for a public lecture, where he engaged with guests including Deputy Minister of Finance YB Liew Chin Tong, Chairman of the Malaysia-China Business Council Tan Sri Dato’ Low Kian Chuan, CEO of BOC Malaysia Mr. Wu Jun, and Professor Ngeow Chow Bing, Director of the Institute of China Studies at UM. Professor Yu emphasized that through technological innovation and strategic alignment under the 15th Five-Year Plan, Malaysia and China can achieve deep complementarity in enhancing productivity and jointly address the challenges of the middle-income trap. The programme will continue to introduce professional insights to provide deeper reference points for future economic and trade cooperation and policy communication between Malaysia and China.

2026年4月9日，由马大中国研究所 (ICS) 主办，马来西亚-中国商务理事会 (MCBC) 与马来西亚中国银行 (BOC Malaysia) 联合协办的“马中杰出经济学家计划”讲座圆满举行。

本次讲座旨在通过高层次对话，深化两国对经济政策与社会发展的认知。活动邀请到辽宁大学校长、美国加州大学戴维斯分校经济学博士余淼杰教授担任主讲嘉宾。余教授在会上重点介绍了中国“十五五”规划的前瞻性布局，并深入阐述了该规划如何通过制度型开放与产业升级，驱动中国与世界各国的经贸合作及生产力的提升。

当日上午，余教授首先出席了政商圆桌会议，与财政部副部长刘镇东、投资贸易及工业部 (MITI) 副部长 YB 沈志勤、马中商务理事会执行董事兼总执行长拿督陈镇明，以及由国库控股 (Khazanah Nasional Bhd) 首席投资官 Dato’ Hisham Hamdan 带领的官员团队，就宏观经济议题展开务实探讨。

下午，余教授前往马来西亚大学出席公共讲座，并与财政部副部长刘镇东、马中商务理事会主席丹斯里拿督卢成全、马来西亚中国银行行长吴军以及马大中国研究所所长饶兆斌教授等嘉宾共同交流。余教授在会上强调，通过技术创新与“十五五”规划下的战略对接，马中两国可在提升全要素生产率方面实现深度互补，共同应对中等收入陷阱的挑战。该计划将持续引入专业洞见，为马中两国未来的经贸合作与政策沟通提供更深层次的参考依据。

During the visit to Ningxia and in conjunction with the 6th Belt and Road China–Malaysia Business Dialogue held on April 2, YB Chang Lih Kang, Vice President of the People's Justice Party (PKR) and Minister of Science, Technology, and Innovation, alongside Tan Sri Dato’ Low Kian Chuan, Chairman of the Malaysia–China Business Council (MCBC), met with Li Yifei, Secretary of the CPC Provincial Committee and Chairman of the Standing Committee of the People’s Congress of the Autonomous Region, and Zhang Yupu, Deputy Secretary of the CPC Provincial Committee and Chairman of the Autonomous Region, on April 1. Ma Hui, Vice Minister of the International Department of the CPC Central Committee (IDCPC), and Wang Li, leader of the Autonomous Region, also attended the meeting.

Li Yifei welcomed the delegation on behalf of the Party Committee and the Government of the Autonomous Region. He stated that Ningxia and Malaysia share clear complementary advantages. He expressed hope for both parties to further strengthen economic and trade ties as well as cultural exchanges, while deepening practical cooperation in sectors such as clean energy, modern agriculture, digital economy, and cultural tourism, to help usher in the next "Golden 50 Years" of Malaysia–China relations.

Chang Lih Kang spoke highly of Ningxia's economic and social development achievements, noting that the beauty of Ningxia’s development is deeply impressive. He expressed Malaysia's willingness to learn from Ningxia’s successful experience in poverty alleviation, green development, and ethnic unity. He further expressed hope for expanding cooperation in modern chemicals and specialized agriculture for mutual benefit, contributing further to the friendship between the two nations.

在宁夏进行考察访问，并配合出席 4 月 2 日举行的第六届“一带一路”中国-马来西亚工商界对话会之际，马来西亚人民公正党副主席、科技与创新部部长郑立慷，以及马中商务理事会主席丹斯里拿督卢成全一行，于 4 月 1 日会见自治区党委书记、人大常委会主任李邑飞，以及自治区党委副书记、自治区主席张雨浦。中联部副部长马辉、自治区领导王立参加会见。

李邑飞代表自治区党委和政府欢迎代表团一行。他表示，宁夏与马方互补优势明显，希望双方进一步密切经贸往来与人文交流，深化清洁能源、现代农业、数字经济、文化旅游等产业务实合作，助力马中关系开启新的“黄金50年”。

郑立慷高度评价宁夏经济社会发展成就，表示宁夏的发展之美令人印象深刻。马来西亚愿学习借鉴宁夏在脱贫攻坚、绿色发展、民族团结等方面的成熟经验，希望围绕现代化工、特色农业等拓展合作、互利共赢，为增进两国友谊作出新贡献。

From 29 March to 2 April 2026, YB Datuk Chang Lih Kang, Malaysia's Minister of Science, Technology and Innovation, together with Tan Sri Dato' Low Kian Chuan, Chairman of the Malaysia-China Business Council (MCBC), led a delegation to Xiamen and Yinchuan, China, to conduct a series of official engagements and site visits, further deepening Malaysia-China cooperation in economic, technological, and innovation sectors.

During the Xiamen programme, the delegation engaged with Xiamen Hengxing Group on the low-altitude economy and unmanned aerial vehicle (UAV) technologies, exploring their applications in firefighting, public safety, and commercial operations. The delegation also visited Xiamen University to discuss technology innovation, talent development, and academia-industry collaboration, promoting stronger links between research institutions and industry.

The delegation then proceeded to Yinchuan, Ningxia, to attend the Sixth Belt and Road China-Malaysia Business Dialogue, participating in government-business exchanges and industrial visits. The discussions covered trade and investment, technological innovation, modern agriculture, and cultural tourism, while facilitating practical business partnerships. The delegation also visited local industrial parks and enterprises to learn about Ningxia’s achievements and potential in renewable energy, modern agriculture, and high-tech industries.

The visit further strengthened coordination between government, industry, and academia, deepened economic and industrial cooperation, and advanced the long-term development of Malaysia-China relations.

马来西亚科学、工艺及革新部长郑立慷与马来西亚－中国商务理事会主席丹斯里拿督卢成全率团于3月29日至4月2日访问中国厦门与宁夏银川，展开一系列交流与考察活动，进一步深化马中在经贸、科技及创新领域的合作。

在厦门行程中，代表团与厦门恒兴集团就低空经济及无人机技术应用进行了交流，探讨其在消防救援、公共安全及商业应用等领域的实践与合作机会。同时，代表团走访厦门大学，就科技创新、人才培养及产学研合作展开深入探讨，促进学术与产业对接。

随后，代表团前往宁夏银川，出席第六届“一带一路”中国－马来西亚工商界对话会，并参与多项政商交流及产业考察活动。会议围绕贸易与投资及科技创新、现代农业，以及文化旅游三大领域展开深入交流，并推动企业对接与合作落地。期间，代表团亦走访当地产业园区及企业，了解宁夏在绿色能源、现代农业及高新技术等领域的发展成果与潜力。

此次访问进一步加强两国在政府、企业及学术层面的联动，深化经贸与产业合作，推动马中关系持续发展。

第六届“一带一路”中国－马来西亚工商界对话会今日在宁夏银川成功举行，由马来西亚科学、工艺及革新部长郑立慷与马来西亚－中国商务理事会主席卢成全率团出席。对话会由马来西亚－中国商务理事会MCBC与中国经济联络中心CECC联合主办，CECC隶属于中共中央对外联络部IDCPC，并获得宁夏回族自治区人民政府支持，汇聚两国政商领袖、企业代表及机构组织，共同探讨深化经贸合作新机遇。

会议围绕三个重点领域展开交流：贸易与投资及科技创新、现代农业，以及文化旅游。拿督郑立慷部长指出，马中合作已迈向多领域协同发展，开放合作和区域协同对于应对全球供应链与科技竞争挑战至关重要，同时鼓励双方企业开展更多投资与创新合作。

丹斯里拿督卢成全主席表示，对话会继续发挥务实平台作用，推动企业对接与项目落地，加强马来西亚与宁夏及中国各省企业交流合作，为双方产业发展注入新动力，推动马中关系迈向更高质量发展。

今日，厦门大学校长、中国科学院院士胡文平率代表团拜访马来西亚—中国商务理事会，并与理事会主席丹斯里拿督卢成全上议员及理事会董事进行会晤交流。此次拜会旨在进一步加强沟通联系，围绕马中在高等教育、人才培养及经贸合作等领域的深化合作方向展开深入交流。

拜会期间，丹斯里拿督卢成全协同马中商务理事会多位董事共同接待厦门大学代表团。出席会面的理事会代表包括：拿督马汉坤、拿督方天养、拿督郭孟雄、张国林、李祖国，以及首席运营官杜瀚辉。

厦门大学代表团成员包括：厦门大学马来西亚分校校长王瑞芳，厦门大学中马高等研究院院长、原副校长江云宝，厦门大学马来西亚分校副校长张颖，教务处处长王程，国际合作与交流处处长兼海外办学事务办公室主任钟威，厦门大学教育发展基金会秘书长赵晓慧，以及厦门大学马来西亚分校办公室主任丁彧。

会谈中，双方回顾了厦门大学马来西亚分校的筹建与发展历程，并一致认为，其成功设立与稳步发展，源于多方长期协作与共同努力。马来西亚—中国商务理事会作为推动厦门大学来马办学的重要发起单位之一，积极发挥桥梁与协调作用，联动马来西亚工商界及当地华社的广泛支持，并在马中两国政府的大力支持下，促成厦门大学马来西亚分校顺利设立。如今，该校已发展成为一所具有良好国际声誉的高等学府，吸引来自马来西亚、中国及全球逾50个国家和地区的超过1万名学生就读，成为马中高等教育合作的标志性成果之一。

双方亦就厦门大学与马来西亚、中国之间深厚而交织的历史渊源进行了交流，认为这种跨越历史与时代的人文纽带，不仅见证了马中友好关系的延续与深化，也为双方在教育、人文及经贸领域持续拓展合作提供了坚实基础。

在此基础上，双方就未来合作方向交换了意见，并表示希望马来西亚—中国商务理事会与厦门大学在既有良好合作基础上进一步加强协作，持续推动产业与学术的深度融合，促进科研成果与产业需求对接，为企业发展与高层次人才培养创造更多务实合作平台。

此外，结合人工智能快速发展的时代背景，厦门大学表示有意与马来西亚相关机构及产业界探索人工智能及相关前沿领域的合作机遇，通过联合培养、技能提升与知识转化，助力人才升级与产业能力提升，为马中经济高质量发展注入新动能。

马来西亚—中国商务理事会与厦门大学长期保持良好互动与合作关系。此次会面进一步巩固了双方的友好联系，也为推动马中教育与经贸合作迈向更高水平奠定了坚实基础。

Malaysia–China Business Council (MCBC) and China Council for the Promotion of International Trade (CCPIT) signed a Memorandum of Understanding (MoU) to jointly establish the ASEAN–China–GCC Business Council, witnessed by YB Liew Chin Tong, Deputy Minister of Investment, Trade and Industry (MITI). This initiative, launched under Malaysia’s ASEAN Chairmanship 2025, aims to deepen trilateral cooperation among ASEAN, China, and the Gulf Cooperation Council (GCC) by strengthening trade connectivity, promoting dialogue, and fostering long-term partnerships across the three regions.

The MoU signing took place during the visit of CCPIT Chairman Ren Hongbin, who led a delegation of Chinese entrepreneurs to Malaysia, including visits to Selangor Information Technology & Digital Economy Corporation (SIDEC) and ECRL project. Following the ceremony, a small-group meeting was held with YB Liew Chin Tong, Deputy Minister of MTI, YB Senator Tan Sri Dato’ Low Kian Chuan, Chairman of MCBC, Mr. Ren Hongbin, Chairman of CCPIT, Dato’ Tan Tian Meng, Executive Director of MCBC and Datuk Hisham Hamdan, Chief Investment Officer of Khazanah to exchange views on advancing economic cooperation and investment collaboration between Malaysia and China.

马来西亚-中国商务理事会与中国国际贸易促进委员会签署合作谅解备忘录（MoU），共同成立“东盟—中国—海合会商务理事会”。签署仪式由马来西亚投资、贸易及工业部（MITI）副部长刘镇东见证。该倡议作为马来西亚担任2025年东盟轮值主席国期间的重要举措，旨在深化东盟、中国与海湾阿拉伯国家合作委员会（GCC）三方合作，强化经贸联通，促进对话交流，并推动长期伙伴关系，共同实现区域繁荣发展。

首相拿督斯里安华呼吁马中双方加强合作，共同应对单边主义和保护主义战，维护全球产业链和供应链的稳定。

马来西亚—中国商务理事会昨日发文告说，安华在该理事会与中国国际贸易促进委员会不京共同主办中国—马来西亚高层商务对话上发表主旨演讲时，强调互利共赢是马中合作白质，并指出两国发展战略高度契合。

文告说，会议的一大亮点是首相与来自10家中国领先企业的直接互动。

“这些企业代表的领域涵盖工程与基础设施、能源、先进制造业、金融科技与数字经济、与农业、文化创意产业、医疗健康、机器人技术以及绿色科技。

“首相也在现场回应企业代表的提问，欢迎他们到马投资，并重申马来西亚政府将全力支持方互利合作。”

BEIJING: Malaysia’s economic diplomacy received a significant boost as Prime Minister Datuk Seri Anwar Ibrahim led a high-level delegation to Beijing for strategic business discussions aimed at advancing bilateral trade and investment cooperation.

The Malaysia-China High-Level Business Dialogue, held on September 2, brought together over 120 prominent Chinese industry leaders in a strategic forum designed to accelerate Malaysia’s economic transformation under the New Industrial Master Plan 2030 (NIMP2030).

The summit was jointly organised by the Malaysia-China Business Council (MCBC) and the China Council for the Promotion of International Trade (CCPIT), creating a comprehensive platform for government and business leaders to explore new avenues of cooperation.
