🟠梁凤仪:教部须立即行动,保护学生安全刻不容缓!🟠
雪兰莪州马华妇女组女青年局主任梁凤仪表示,校园霸凌问题久拖未决,已从家长忧心、社会关切的顽疾,急剧恶化为令人震惊的残暴罪行。
近期发生的骇人案件,包括高年级学生轮奸并拍摄女学生,以及另一名学生被刺致死案,已不再是简单的纪律问题,而是对整个社会良知与法治底线的公然挑战。这些悲剧并非孤立事件,令人不安的是,在短短三个月内,共发生了10 起已上报的安全相关案件,范围涵盖霸凌、暴力、死亡、强奸以及因基础设施破旧导致的致命事故。
这些悲剧事件,曝露了我国教育体系在保障学生安全环境上的灾难性失败。它们深刻反映出部分青少年同理心、道德观念与冲动控制能力的严重缺失,更揭示了校园基础安全机制与心理社会支持系统的全面崩坏。
学校,本应是传授知识、塑造品格的神圣殿堂,如今却可能沦为滋生恐惧与暴力的危险之地。梁凤仪对此表示痛心疾首,并强调当校园安全失守,我们失去的不仅仅是学生的安宁,更是整个国家未来的希望。
校园霸凌是无数家长夜不能寐的根源。学校本应是孩子们最安全的港湾,旨在培育他们成长为有知识、负责任的公民。当这个港湾变得波涛汹涌,甚至危及生命时,教育的根本意义便荡然无存。我们孩子的安全,是教育的绝对基石,任何在此问题上的妥协与迟疑,都是对下一代的背叛。
因此,雪州马华妇女组女青年局呼吁教育部采取果断且立竿见影的行动。首先,应立即对全国所有学校展开全面的安全审计,系统性地排查并修补所有物理与心理层面的安全漏洞,从监控设备到心理辅导室,无一遗漏。其次,强制推行并有效执行一套标准化的全国反霸凌政策,确保每所学校都有明确的举报、调查和惩戒机制,并为学生提供真正安全、保密的求助渠道。再者,为教师、职员及学生提供系统性的专业培训,内容不仅要涵盖识别霸凌早期迹象,更要包括实施心理急救、运用有效非暴力降级技巧等实用技能。
与此同时,教育部长必须立即成立一个高级别特别工作组。成员应囊括卫生部、马来西亚皇家警察、学校非政府组织代表,以及儿童福利与心理学领域的独立专才,以制定并落实一项协调一致的长期国家策略。整个行动必须以完全透明的方式进行,公众有权定期获知工作组的进展与成果,确保所有相关责任人,无论其背景如何,都依据法律和教育部规定被彻底追究,绝不姑息。
此外,教育部也必须重新审视并切实加强教师在课堂管理和纪律执行方面的合法权威。当前,许多教师因担心家长无理投诉或舆论反弹而畏首畏尾,不敢管教学生的不当行为,这反而极大地加剧了学校的纪律滑坡。教育部应建立清晰、有力的法律框架,坚决维护教师的专业判断权和教学权,使其能合法、自信地履行职责,免受不当干涉或报复的恐惧。唯有当教师被充分赋权与信任,他们才能成为重塑校园纪律文化的中坚力量。
规划和讨论的时刻已经过去。我们孩子的安全正岌岌可危。教育部长必须以最紧迫的态度立即采取行动,恢复马来西亚学校的安全、信心与信任。

🟠CRISIS IN SCHOOL SAFETY DEMANDS IMMEDIATE MOE ACTION : NO MORE DELAY ON STUDENTS’ SAFETY🟠
The unresolved issue of school bullying has long been a cause of public concern and deep worry for parents. Today, the situation has grown far more serious with shocking acts of criminal brutality. The recent horrific cases including the gang r**e and recording of a female student by seniors, and the fatal stabbing of another student, can no longer be dismissed as mere disciplinary incidents. These tragedies are not isolated; more disturbingly, there have been a total of 10 reported safety-related cases within just three months, ranging from bullying and violence to deaths, r**e, and infrastructure defects that led to a fatal accident.
These tragic incidents expose a catastrophic failure in Malaysia's education system in maintaining a secure environment for students. These acts reflect a deep crisis in empathy, moral compass, and impulse control among juveniles that further reveal that schools' foundational safety mechanisms and psychosocial support systems are severely broken. Schools, once meant for learning and growth, have now become environments of fear and danger.
The unresolved issue of school bullying has long been a source of deep concern, anxiety, and worry for the public, especially parents. However, the situation has now escalated into acts of criminal brutality. Schools should be safe environments that nurture students for a brighter future, shaping knowledgeable, responsible citizens and building character. They should never become places of fear or danger to life. The safety of our children hangs in the balance.
Wanita MCA Selangor Beliawanis urges the Education Minister to act swiftly and take immediate action without delay to restore safety, confidence, and trust in Malaysia’s schools. We must move beyond treating these as mere disciplinary matters, as they are critical public safety and mental health emergencies that require an immediate, professional, and uncompromising response. Therefore, we urge the Minister of Education to implement a comprehensive package of mandatory actions without delay, divided into three critical areas.
Firstly, begin with implementing a Comprehensive Safe School Framework. The MOE must launch an immediate, system-wide School Safety and Security Audit, reviewing not only physical security infrastructure, emergency protocols, and staff deployment, but also to ensure that every school is equipped with effective security monitoring systems such as functional CCTV coverage, perimeter fencing, and controlled access points. Additionally, trained security personnel should conduct regular patrols and random spot checks to detect potential risks. These include the possession of prohibited items, identification of bullying hotspots, and any behaviours that may be flagged as unsafe and threatening. Schools must also establish systematic student monitoring measures, including clear attendance tracking, supervision during transitions for breaks and recesses, and regular security patrols in school compounds to ensure students are safe and accounted for. Concurrently, the Education Minister must establish an accessible and confidential reporting platform for all forms of violence, harassment, and bullying, ensuring absolute protection for both students and staff who report such incidents.
Secondly, Professional Psychosocial Intervention and Training must be immediately prioritised. This includes the mandatory implementation of a standardised, evidence-based Social-Emotional Learning (SEL) curriculum from the primary level onward, with intensive focus on emotional regulation, empathy development, digital citizenship, and healthy boundaries. The Ministry must also ensure adequate expert staffing, guaranteeing that every school has sufficient, full-time, professionally certified counsellors and psychologists dedicated solely to proactive mental health screening and violence prevention. These efforts must be further supported by mandatory training for teachers and administrative staff on identifying at-risk behaviour, implementing mental health first aid, and applying effective, non-violent de-escalation techniques.
Thirdly, the Education Minister must immediately form a task force that includes the Ministry of Health, the Royal Malaysia Police (PDRM), representatives from schools, NGOs, independent experts in child welfare and psychology to implement a cohesive, long-term national strategy. The entirety of this effort must be carried out with full transparency. The public deserves regular updates on what the task force is doing, what progress has been made, and what actions are taken to ensure that those responsible are held fully accountable under the law and ministry rules.
Finally, while advancing education quality and safeguarding students’ rights, the Ministry of Education must also review and reinforce the legitimate authority of teachers in classroom management and discipline. Currently, many teachers hesitate to intervene in student misconduct due to fear of parental complaints or public backlash, which has, in turn, worsened disciplinary problems in schools. To address this issue at its core, the Ministry should strengthen communication channels between parents and schools while establishing a clear framework that upholds teachers’ professional judgment and teaching rights. Such a framework would empower educators to carry out their responsibilities lawfully and confidently, free from undue interference or fear of reprisal. In implementing these policies, the Ministry must strike a careful balance between supervision and protection to ensure fairness, stability, and respect for both educators and students, while restoring a culture of positive discipline and accountability within schools.
The Education Minister must act immediately and with utmost urgency to restore safety, confidence, and trust in Malaysian schools.
