Sandakan in my own view. Sandakan was found in 1870's, when its was a small village surrounding by green. It was discover by William clarke Cowie a trader. But most website, use term of "founding" is based on outsider who discover settlement by local people. With all the respect, i prefer the founder should be crown to local who made this settlement. Elopura was the first name of Sandakan. The name changed when British North Borneo Company move from Kudat to Sandakan in year 1883.
