[10/17, 09:55] Ernestus Mati Axakhoeb: Look to Kunene and what Tate Sam Nujomas Shawapo has done to Damaras after they has refused to vote Shawapo into power. Shawapo just use the Central Government and has divided Kunene. Taking the Education administration and the director to Erongo ( imagine that) and the other administrative offices to Opuwo. They has literally destroyed Khorixas to starve Damaras. But Damaras are resilient people. The north of Namibia from where the Shawapo is, there is nothing there in the north, just compare the taxes they are paying with the taxes from the South and yet they are taking the biggest chunk. All the money from the South, Erongo and Kunene is just going to feed the North, just look to the statistics. My brother we are not blind to what is going on in this country. One day is one. Shawapo is the biggest post- independence apartheid and divide and rule mafia organization. We are watching we are not blind or stupid
[10/17, 09:55] Ernestus Mati Axakhoeb: Namas has been voting for Shawapo since independence like blind cows and now shawapo is starving them. Shawapo is turning the Namas against each other in their Regional and Local Authority Councils and there is no peace there, and guess who is benefiting, SHAWAPO

36 years After INDEPENDENCE AND WE ARE GOING BACKWARDS.
Poverty and struggle for survival, food to eat, land, housing and sanitation, unemployment, lack and want still continuous even to this very day. We fought for Freedom and self determination from Apartheid , now we are FIGHTING FOR FREEDOM FROM SWAPO REGIME. WHITE APARTHEID GOVERNMENT OF THE BOERS, Build Municipal Houses, Schools and Functional Hospitals in almost every Big Town. Medicine was easily available, Bantu education was running. The teacher with a Standard 6 then can not be compared with a Lecturer at the University today. INFORMAL SETTLEMENTS AND SANTY TOWNS are today the BEUTY OF OUR COUNTRY. Municipal Services are CRUMBLING . TO BE A GOOD POLICE OFFICER TODAY, YOU MUST BE ABLE TO DESTROY THE FOOD OF A KAPANA SELLER. THAT IS THE BEST OCCUPATION OF THE MUNICIPALITY CEO's TODAY sending out City police on the vulnerable.
During the Apartment the Today's Municipality CEO's was known as Town Clerk, Swapo Regime has made them CEO's. That title has made them very proud, strong, arrogant and has WEOPONISE THEM AGAINST THEIR OWN. Corruption which is unethical and wrong is the new normal today.
What went wrong? . WHO ARE THE WOLF's TODAY?. The Wolf's are those who has PROMISED US THE LAND OF MILK AND HONEY.
Where are we hitting?
THE PROBLEM IS SWAPO

FROM : ERNESTUS AXAKHOEB
LEADER: PEOPLE UNITE FOR CHANGE - PUC
DATE : 7 OCTOBER 2026

INSAI INTO THE AMENDMENTS TO THE PETROLEUM (EXPLORATION AND PRODUCTION) AMENDMENT BILL, 2025/2026, CURRENTLY FOR DEBATE IN THE NATIONAL ASSEMBLY.

Preamble:
Noting that Namibia stands at the threshold of becoming an oil-producing nation with discoveries in the Orange Basin;
Recognizing the strategic importance of the Upstream Petroleum Unit (UPU);
Concerned that the current Bill as tabled centralizes excessive power in the Presidency without sufficient independent checks;

PEOPLE UNITE FOR CHANGE - PUC Resolves to support the Bill SUBJECT to inclusion of the following five Independent Safeguards:

1. Independent Regulator, Not Presidential Department.

Clause 3 be amended to establish the UPU as an Independent Regulatory Authority.
The Director - General or Head of the UPU shall be nominated through public interview by the Parliament and appointed on the Recommendations of Parliament, with a fixed 5-year term renewable once, and removal by the vote of the simple majority of the Parliament.

2. Retention of Fiscal Check.

Clause on royalty remission be amended to retain the word "concurrence" of the Minister of Finance.
No remission, deferral or refund of royalties shall be valid without written concurrence of the Minister of Finance, and published in the Gazette within 14 days.

3. Public Petroleum Cadastre and Beneficial Ownership Register

A new clause be inserted requiring the UPU to maintain a free, public online portal showing:
(a) All Petroleum Exploration Licences and Production Licences,
(b) Licence holders and ultimate beneficial owners,
(c) Royalties, taxes and bonuses paid per licence, updated quarterly.
In line with Extractive Industries Transparency Initiative (EITI) principles.

4. Parliamentary Ratification of Strategic Licences

Any Production Licence or Exploration Licence exceeding 5,000km², or with estimated recoverable reserves exceeding 100 million barrels, shall only come into effect upon ratification by the National Assembly.

5. Mandatory Regional and Traditional Consultation

Before granting, renewing or transferring any licence affecting onshore or offshore areas, the UPU shall conduct mandatory written consultation with the relevant Regional Council and recognized Traditional Authority, specifically on local content, employment, environmental protection and community benefit, with report tabled to Parliament.

Conclusion:

We are for oil development, but for oil development that is transparent, accountable and beneficial to all Namibians, including communities of Erongo.

Ernestus Axakhoeb is a Namibian politician and pastor from Windhoek, and he’s building a national profile pretty quickly right now.

Where he is now:
Party President of People United for Change (PUC) - PUC was officially registered by the ECN in 2025. Axakhoeb represented PUC at the certificate handover.
Focus: PUC was "born out of the struggles of the Hai//om people" but says it’s for all marginalised communities, including San, Zambezi Region and beyond. He frames it as an "honest, principled and people-centred alternative".
Past politics: He was UDF regional coordinator and ran as UDF candidate for Karibib Constituency in 2020, getting 1,172 votes and coming 2nd. He also made himself available for UDF president in 2022. dc252b46b0cf8e9730d5

How big can he become? A few factors:

Timing & space: Namibia now has 25 registered parties. Only 13 got seats in Parliament in the last election. PUC is new, so no state funding yet. That means growth depends on grassroots fundraising and visibility.

Niche: PUC is positioning as "a new voice for the voiceless", specifically targeting marginalised groups like Hai//om and San, plus anti-corruption and unity messaging. If that resonates nationally beyond his base, it gives him room to grow.

Track record: He already pulled 1,172 votes in Karib as UDF, and PUC says it will contest 2029 general elections plus regional/local elections. So the next 2-3 election cycles are his test.

Profile: He describes himself as “a Change Agent, a kingdom ruler, a people’s man and the Man of God”, and is a pastor of the Christian Mission of Jesus Christ. That gives him both political and community platforms. dc25d2632b46b0cf8e97

Realistic ceiling:
Short term: Build PUC into a recognised opposition voice in regional councils and local authorities in 2025-2026.
Medium term: If PUC can win a seat in National Assembly in 2029, it unlocks state funding and parliamentary platform. That’s the jump from "new party" to "national player".
Long term: Becoming a major party would require expanding beyond the marginalised-community base to win in multiple regions. His anti-tribalism and anti-corruption message is aimed at that. dc252b46

He’s still early, but the fact that he’s already party president of a newly registered national party at 25 parties total means he has a seat at the table. dc25

The power is not being in the cabinet but on the ground, being strong in the constituencies is the best
