MPS URGE TRANSFORMATIVE BUDGET AMID ECONOMIC, AGRICULTURE CONCERNS | nbc As Namibia's parliamentary budget debate continues, SWANU MP Evalistus Kaaronda criticised the unchanged economic structure since the early 1990s, calling for the budget to become a transformative tool.

Swanu MP Evilastus Kaaronda backed the Appropriation Bill while urging urgent transformation of the country’s economic structure.

Kaaronda highlighted that unemployment, inequality and poverty remain deeply entrenched, 36 years after independence.

He pointed to the country’s incomplete economic reform, which has left many Namibians working in informal and subsistence sectors, while a small formal economy benefits only a few.

Kaaronda warned that without genuine structural change, the budget will fall short of fostering inclusive development, urging the government to use it as a tool to transform the economy.

He called for a stronger developmental state by advocating greater control over natural resources and policies that prioritise national interests. His proposals included debt relief for rural communities, support for emerging black farmers, increased investment in communal agriculture, a renewed focus on value addition and enhanced support for liberation struggle veterans.

Kaaronda Warns Presidency Control of Oil Sector Threatens Transparency

SWANU President Evilastus Kaaronda has criticized the government’s decision to place Namibia’s oil and gas sector under the Office of the President, warning that it undermines transparency and parliamentary oversight.
Speaking in Parliament on Tuesday, Kaaronda said oil is a national asset that must be managed openly and subject to scrutiny by elected lawmakers.

He cautioned that centralizing oversight bypasses checks and balances and could enable unaccountable decision-making.
Kaaronda called for a clear separation between state responsibilities and private interests of senior officials, urging the government to grant Parliament full access to oil and gas contracts.

His remarks come ahead of major drilling campaigns planned for 2026. While acknowledging the sector’s economic potential, Kaaronda warned that secrecy could lead to wealth concentration and erode public trust.
