2023 CENSUS: EBONYI INAUGURATES STEERING COMMITTEE AS UMAHI CALLS FOR HARMONIZATION OF INDIGENESHIP RIGHTS.

Ebonyi State Government, in collaboration with the National Population Commission, Ebonyi State, has inaugurated a 19-member State steering Committee on the forthcoming 2023 National population and housing census.

The inauguration was an outcome of the State's Stakeholders'Summit held Monday in Abakaliki, Ebonyi State capital.

The Committee has Governor David Umahi and his Deputy, Kelechi Igwe, as Chairman and Vice respectively.

Other members include the State Chairman of the Christian Association of Nigeria, Rev. Fr. Abraham Nwali, Chairman Traditional Rulers Council, Eze Charles Mkpuma, the State Commissioner for Information and orientation, Barr. Uchenna Orji and the Secretary to State Government, Kenneth Ugbala, among others.
Dr Joseph Chukwu of the Federal University, Ndufu Alike, Ikwo, Ebonyi State, represents the academia in the committee.

Addressing the stakeholders, Governor Umahi expressed optimism that the NPC was prepared to deliver a credible census going by the outcome of its preliminary exercises such as the enumeration area demarcation and the trial census.

He called on all and sundry to join hands in ensuring that Ebonyi is well and totally captured, adding that the task of delivering an acceptable census was a collective one.

He charged the Committee to put in their very best, adding, "We will be doing a monthly evaluation of our progress toward the census".

Furthering his speech, Governor Umahi made a case for proper harmonization of the question of place of birth and indigeneship rights in the forthcoming census in Nigeria, maintaining that Southeast indigenes are scattered all over the country.

"At the time we will need to evaluate the indices of the census, we will be asking these critical questions:
"Is there any law in the country that where somebody is born, he should become an indigene of the place?

"There is no law that is saying that if you are doing business in a state, and probably you've stayed 10 years in the place, that you cannot benefit from the privileges that is accorded to the so called indigenes."

The Federal Commissioner representing Ebonyi State at the National Population Commission, Chief Darling Okereke, in his remarks noted that the essence of the meeting was to create awareness on the census and galvanize support and collaboration of all critical stakeholders for the success of the 2023 population and housing census.

"It provides an opportunity for us to engage Ebonyi people towards delivering a dredible census next year."

Okereke further explained that the 2023 census would be fully digital, stressing that the commission remained resolute in conducting a census that would meet international best practices.

In a lecture titled "The Imperative of National Population and Housing Census", the Director of Work and Study Programme, Ebonyi State University, Dr. Odicha Ude, emphasized that census data is at the centre of every planning.

He noted that a census for the country was long overdue as the data from the 2006 census, being about 17 years old was no longer tenable.

"Further delay in conducting the census would undermine political, social, economic and environmental landscape of the country", Ude submitted.

The event was attended by members of the State Executive Council, the Legislature, the Media, Women and youth groups as well as candidates of political parties for the 2023 elections.

JUST IN: Court Stops Banks From Releasing Funds Linked To Chinmark Group

The Lagos State High Court sitting in Osborne, Ikoyi has granted an order of Mareva injunction restraining all commercial banks in the country from releasing or dealing in any manner with any money or assets due to Chinmark Group Limited and three others.

The court granted the order up to the amount of N246,610,000 (two hundred and forty-six million, six hundred and ten thousand naira) being the outstanding investments and return on investments accruing to the applicants from the defendants as of the December 30, 2021.

The claimants/applicants in the suit are Stephanie Ohuche, Okonkwo Blessing, Oliver Njoku and Livinus Chinamere who are suing on behalf of themselves and 76 other investors of Chinmark Group Ltd.

They had dragged the defendants, Chinmark Group Ltd, FinAfrica Invest Ltd (the company peddled as the investment arm of Chinmark Group), the chief executive officer of both companies, Ijiomah Marksman Chinedu and his wife, Marksman Uhunoma Trinity before the Lagos High Court sitting in Osborne, Ikoyi over allegations of a failed Ponzi scheme.

The claimants accused Ijiomah and the other three defendants of using the investment scheme to dupe thousands of Nigerians of their hard-earned money to the tune of over N20 billion naira without any intention to restitute or pay the same back.

Justice Kudirat Jose listened to the exparte application of the counsel for the claimants, Adetunji Adedoyin-Adeniyi, and restrained the affected banks from releasing or dealing with any monies and/or assets due to the defendants from any account maintained by all the affected banks.

The affected banks are Guaranty Trust Bank Limited, Access Bank Plc, Citi Bank Nigeria Limited, Ecobank Nigeria Plc, Fidelity Bank Plc, First Bank Of Nigeria Limited, First City Monument Bank Plc, Globus Bank, Heritage Bank Limited, Jaiz Bank, Keystone Bank Limited, Polaris Bank Limited, Providus Bank, Stanbic Ibtc Bank Nigeria Limited, Standard Chartered Bank, Stering Bank Plc, Union Bank Of Nigeria Plc, United Bank For Africa Plc, Unity Bank Plc, Wema Bank Plc And Zenith Bank Plc.

The court also ordered the banks who are holding the funds or assets of all the defendants to file an affidavit before the court to show the balance of the 1st , 2nd, 3rd, and 4th defendants accounts.

For Banks who are not holding any of the defendants’ accounts, the court held that it shall suffice if they send in a letter to the court and the claimant’s counsel saying that they are not holding any such funds or assets.

The court also granted leave to the claimants to serve their Originating Summons and other relevant documents with accompanying exhibits, the Motion on Notice for Mareva injunction; and all other processes that may be issued in the suit on the 3rd and 4th Defendants by way of substituted service; which entails pasting same on the 3rd and 4th Defendants’ last known address in the Ogba area of Ikeja Lagos.

Justice Jose however refused to grant an order restraining the defendants from selling, transferring, assigning and or dealing with any property that can be traced and located by the claimants during the pendency of the suit. The court held that no particular property was mentioned by the claimants.
